Necessary Resolution PUBLIC COMMENTS ADJOURN (Items may be taken in different order) ** Additions /Changes /Corrections Items for County Board approval must be submitted to the County Clerk's office by Wednesday morning preceding a County Board meeting. 9/25/2006 11:04 AM OFFICIAL LOCAL EMERGENCY PLANNING COMMITTEE MINUTES SEPTEMBER 27, 2006 The St. Croix County LEPC meeting was held at the St. Croix County Government Center. Chairman Mehls called the meeting to order at 2:30 p.m. Present: Chuck Mehls, Denise Gunderson, Julie Speer, John Borup, - St. Croix County Board; Casey Swetlik — Emergency Communications; Tim Ramberg — Highway Dept.; Gary Arnevik — Phillips Plastic; Jack Colvard - Emergency Management; Mark Samelstad — New Richmond PD; Jim Vanderwyst — New Richmond Fire; Craig Nelson — Baldwin EMS; Craig Olson — River Falls; Doug Briggs — Somerset PD. B. Malick —Absent St. Croix County Citizen Corps. Discussion was held addressing the possibility of forming a Citizens Corps, it was decided to wait until more information is available (Funding issues were discussed in depth.) The Committee did state that they would like to have a volunteer pool identified within the County from the CERT personnel for whom they may call upon for certain events. The volunteer pool should be categorized: Medical skills, Law Enforcement skills, Fire skills, reserve corps, etc. There was discussion about various existing programs that were compared to the new service agencies that fall under the Citizens Corps Program (CERT, SERT, Neighborhood Watch, DARE). B. Malick — Absent The June 1, 2006 Minutes were approved on a Borup /Ramberg MOTION, with an addition that John Borup also attended the Hudson Water Contamination Exercise (last paragraph). The next meeting date will be November 29, 2006 at 1:00. Exercises Colvard informed the Committee that exercise grants will become available after October 1, 2006; he does not know how much will be allocated to the County. Discussion was held about a possible joint- county exercise (Polk and St. Croix) involving a major power outage. This would be a tabletop exercise, of which, the participants would be elected officials, schools, public works, county offices, gas companies, electric companies and emergency service agencies from both counties. A Gunderson /Speer MOTION was made to contact Polk County to see if they would like to participate in the exercise. A future county -wide hazmat exercise was also discussed. Facility Plans updated since last Meeting Comcast's Facility Plan has been approved by the State. Colvard explained that 16 Facility Plans have been updated this year. There are 32 Facility Plans in all. A handout was given showing the Planning Facilities and Reporting Facilities within the County. St. Croix County Citizen Corps.
