LOCAL EMERGENCY PLANNING COMMITTEE MINUTES
NOVEMBER 29, 2006
The St. Croix County LEPC meeting was held at the St. Croix County Government Center. Chairman Mehls
called the meeting to order at 1:05 p.m.
Present: Chuck Mehls, B. Malick, Denise Gunderson, Julie Speer, John Borup, - St. Croix County Board; Gary
Kollman — Emergency Communications; Gary Arnevik — Phillips Plastic; Jack Colvard - Emergency
Management; Jim Vanderwyst — New Richmond Fire; Craig Nelson — Baldwin EMS; Craig Olson — River Falls;
Doug Briggs — Somerset PD; Charlotte Sortedahl — Public Health; Jon Aubart — River Falls PD; Paul Hubenette

T. Ramberg was excused for this meeting.
A Gunderson /Borup MOTION was made to accept this meeting's Agenda.
The September 27, 2006 Minutes were approved on a Borup /Speer MOTION, with an addition that B. Malick
was absent for this meeting.
The next meeting will be held in FEBRUARY, 2007 — Date to be determined.
OJA EXERCISE GUIDELINES
Colvard explained, along with a handout from OJA, OJA's guidelines for the funding of exercises. There will be
two application rounds of funding. He pointed out that the funding is going to be competitive this year and that
we stand a better chance of receiving funding if we can participate in a joint- county exercise.
DISCUSSION OF FUTURE JOINT - COUNTY EXERCISE
Mehls reviewed a possible scenario with various options that could be used in a joint- county exercise
with Polk County. Colvard informed the Committee that he had contacted Polk earlier about
participating in the exercise and the OJA Exercise Grant. He has not yet heard back from Polk County
whether or not they would like to participate. Malick advised that if Polk County vetoes the joint -
county exercise idea, that St. Croix County should still go ahead and hold this exercise. C. Nelson
advised that there may be some RTAC funding available for this exercise and that the RTAC could
participate in the exercise and thus be able to count the exercise for their exercise requirements also.
DISCUSSION OF FUTURE FUNCTIONAL EXERCISE
Colvard and Mehls discussed the possibility of doing a functional exercise in the Village of Roberts. This would
be a follow -up to a tabletop exercise that had been done there earlier. That exercise was based on a train
derailment with the potential release of a hazardous material, which would have affected most of the village.
Colvard will contact the village and emergency service agencies to see if they would like to participate in another
exercise. Malick volunteered to be on the Exercise Design Team, if the village wishes to participate.
A Speer /Borup MOTION was made to go ahead with both the functional exercise and the joint- county
exercise and apply for the funding of joint- county exercise through an OJA Exercise Grant.
