St. Croix County Meth Advisory Committee Meeting Minutes
July 24, 2006
Chairman Esther Wentz called the meeting to order at 3:05 p.m.
Esther Wentz — verbal roll call
Members Present: Esther Wentz, Denise Gunderson, Tom Hennes, Linda Robertson, Katie
Deatherage, Steve Kirt, Dennis Hillstead, Doreen Rivard
Absent: Eric Johnson, Dave McQuillen, Geralyn Karl, and Tom Caflisch
Guests: Amber Perry is an AODA Service Specialist hired through the state to work with the
Matrix Program and case management and incentives for the Drug Court. Joan Sprain is from
UW Extension, Family Resource Center in Baldwin.
Adoption of Agenda — There was motions to approve the agenda and the motions were carried.
Approval of July 24 Minutes — The minutes were approved with corrected dates. Denise made a
motion to approve the minutes. There was a second motion by Katie. Motion carried.
Next Meeting: Monday, August 14 @ 3pm in Room 1281, St. Croix County Government Center.
OLD AND NEW BUSINESS
1. Drug Court:
Dennis said there are now six participants. There will be room for more participants in 16
weeks. Trackers do random and routine checks on participants. Right now one of the Sheriff's
investigators is assigned to the drug count. The 2006 budget included 20 hours for a tracker and
AODA Counselor. Hopefully next year the budget will include monies for a coordinator who
will do the initial assessments and other assigned tasks. Also, Dennis said an application has
been made for grant monies that fund alternatives to imprisonment and this could benefit the
drug court.
Dennis said Judge Vlack would like to start a Drunk Court for alcohol abusers.
2. Brochures- Brochures have been distributed in New Richmond, Hudson and River Falls.
3. Sign Placement: Three signs need to be put up in Star Prairie Township.
4. Survey Update: A survey was developed for St. Croix County employees. The surveys
will be distributed to employees at the annual picnic for the various departments. So far,
one department has been surveyed and two remain. Health and Human Services has its
picnic on August 10 and the Transportation Department is scheduled for August 31.
Linda will tally the results of the survey and include in the September 2006 minutes.
5. Upcoming Events: Doreen
Doreen said MADAM attended the St. Croix County Fair and the Polk County Fair in St. Croix
Falls. Upcoming events are National Nite Out on August I",Farm City Days August 12th from
9- 12noon and Ox Cart Days on Aug 19 th.
She said a Race Car Racer wants to put an anti -meth logo on his car and come to the fair with his
car and talk to kids. Doreen said more volunteers are needed.
Denise told a touching story about a volunteer who helped at the booth at one the fairs. The
volunteer had been through drug court and reached out to a troubled teen by inviting the teen to a
support group that the volunteer is attending.
Denise said MADAM could use an enclosed trailer to carry all their information and displays.
They also need a desk.
6. Newsletter: The Advisory Committee did not see the need to have its own newsletter
because MADAM has established a great one.
7. Other:
Dennis will speak at the WCA (Wisconsin Counties Association) in September in LaCrosse, WI,
on the topic of Meth labs. Dennis said that there have been no labs in St. Croix County since last
Sept. He attributes this to the new legislation on purchasing Sudafed.
Dennis says that meth comes from Mexico via Mexican gangs and most of the sales are in
Minnesota as the penalties are too high in Wisconsin. Dennis said the jail population has
dropped because they are not seeing as many new users and there are no labs. He said this is not
to say there is no problem, as St. Croix County still leads the state in meth arrests.
Tom Hennes said there was a training session for the Jail Mentoring Program and 3 new
members were trained. Also, Tom said that 6 inmates have requested mentors.
Joan Sprain said that UW Extension is partnering with the Hudson High School in a program
entitled Strengthening Families. This program is for students 10 -14 years and its goal is to
reduce alcohol and drug abuse in kids. Parents and kids meet separately and together for an
eleven -week program. Open enrollment begins Jan. 2007.
