St Croix County Meth Advisory Committee Meeting Minutes, Sept 28, 2006
Chairman Esther Wentz called the meeting to order at 3: 05 p.m.
Esther Wentz — verbal roll call
Members Present: Esther Wentz, Denise Gunderson, Tom Hennes, Linda Robertson, Tom Caflisch,
Steve Kirt, Dennis Hillstead, Ed Thurman (replacing Geralyn Karl), Joanne Sprain.
Absent: Eric Johnson, Dave McQuillen, Katie Deatherage
Adoption of Agenda — Motions were make to approve the agenda and the motions were carried.
Approval of July 24 Minutes — The minutes were approved as written. Tom C made a motion to approve
the minutes. There was a second motion by Denise. Motion carried.
Next Meetings: Monday, October 23rd and November 27 @ 3pm in Room 1281, St. Croix County
Government Center.
OLD AND NEW BUSINESS

1. Sign Placement: Three signs need to be put up in Star Prairie Township. Hopefully this will be done
before the frost sets in the ground.
2. Drug Court: Esther said the Drug Court Coordinator is the only additional position that has passed the
St. Croix County preliminary budget.

Esther encouraged this committee to attend a Drug Court which is held every Wed. @ 8 am. She said it is
impressive. If you wish to attend, contact Esther and she will let Judge Vlack know you are coming.
3. WCA: Esther said that more than 60 people attended the Meth Seminars. Bonnie Lennard, Public
Health Nurse spoke on "Meth and Its Effects on Children" and Dennis Hillstead spoke on "Meth in Our
Area." Dennis focused on prevention in his session. There was a lot of interest as questions were asked
and people took all available information. Joanne said the extension agency in Green Lake requested
more information on what was presented at the conference.
Esther passed around a magazine published by Bill Hansell, NACo President entitled "The Meth
Epidemic in America ".
4. Goals and Strategies: Tom asked when the Advisory Committee dissolves and Esther said the end of
2007. Denise asked what was the next step and Steve said to compile the surveys. Esther said that
Geralyn would find someone to tally the surveys. We will review the results next month.
Steve said we need to decide when and where to train county workers and who will do the training.
Esther said most people wanted the information sessions over the lunch hour rather than in the evening.
Denise said that Linda Flanders is filming a new video in Somerset. Its message is about being proactive
against meth use in ones community.
Denise said that Linda Flanders, Doreen Rivard and herself would be meeting with State and Federal
Representatives to inform them on our need for resources to fight meth in our area. Linda and Doreen are
in the process of doing a documentary on meth to increase public awareness.

5. Other: Tom Hennes said he is recruiting board members for the Rescue Mission. He has attended
some church board meetings to recruit his board members.
Tom Hennes attended a training session today sponsored by Washington County. The trainer was a State
Trooper who spoke on "Identifying the Physiological Effects of Different Drugs ". This was held at
Stillwater High School with an audience of many kinds of service providers i.e. nurses, law enforcement
and school personnel. Tom will bring the information to the next meeting. It was a three -hour power
point presentation. Dennis said the State Trooper was probably trained as a Drug Recognition Expect.
Dennis has staff with this certification.
Tom Hennes has a new coordinator to help with the jail - mentoring program. Currently there are two
mentors.
Steve said there is a modification in a state law that says if a child, who is 14 -18 years of age needs
impatient mental health or substance abuse treatment the parents can sign for a child and place him/her
into an impatient treatment if the child refuses. Also, if a child, 14 to 18 years of age, wants treatment and
the parents refuse, the child can petition the court to receive treatment and the court needs to have a
hearing within 48 hours to determine whether or not to consent to the child's desire for treatment. The
law use to require the signature of both the child and the parent, if treatment was to be provided.
Joanne, who is working with Hudson High School on a program entitled "Strengthening Families ", is
looking for grant monies to train facilitators. She is trying to get a grant from Target. Esther suggested
trying Wal -Mart.
Steve said there is Federal money allocated to the State for prevention programs especially regarding
meth. Facilitators are needed. The Extension Service is assisting with this.
6. Brochure: For those who distributed brochures, please check with your contacts to see if more are
needed.
7. Upcoming Events: MADAM was given $475 from St. Croix Electric to use as needed.
MADAM had a garage sale @ Cedar Lake School (North of Star Prairie on Cty Rd. M) and raised $360.
Everything left over from that sale went to "Anything Goes Salvage and Thrift" in New Richmond.
Everything this group takes is used for disabled persons in the Star Prairie and New Richmond area. The
leftover sewing material went to Little Lambs, a church organization that makes quilts and diapers for
infants.
MADAM was awarded a $10,000 grant through the Youth Initiative but the money must be used to
benefit the River Falls School system. The money can be used for the documentary as previously
mentioned.
MADAM is still raising money for a trailer if one is not donated.
MADAM will attend the Honey Farms in Baldwin on Sat. Sept 30 Two volunteers are needed and it
would be great if would dress up in Bee costumes.
