St. Croix County Meth Advisory Committee
Minutes of the May 15, 2006 Meeting
Chairman Esther Wentz called the meeting to order at 3: 06 p.m.

Members Present: Esther Wentz, Doreen Rivard, Denise Gunderson, Tom Hennes, Linda
Robertson, Katie Deatherage, Steve Kirt, Tom Caflisch, Ann Davey
Absent: Barb Nelson, Dennis Hillstead, Eric Johnson and Dave McQuillen
Adoption of Agenda — There was motions to approve the agenda and the motions were carried.
Approval of February 13 Minutes - There were several corrections noted especially in regard to
the events of MADAM. The corrected minutes will be emailed. Katie made a motion to approve
the minutes as amended and there was a second motion by Tom. Motion carried.
Next Meetings: Monday, June 26 and July 24 @ 3pm in Room 1281, St. Croix County
Government Center.
OLD AND NEW BUSINESS
1. Drug Court Update: Ann said that the St. Croix County Drug Court now has one
participant. She also said that the Drug Count in Pierce County is happy to announce its second
graduation on May 30 Everyone is welcome to attend this event/celebration.
Steve said the Department of Corrections is willing to give $50,000 toward treatment and testing
if the program expands from 12 to 15 participants. This will require a waiver. He also said the
judges will broaden the criteria of who can be referred to drug court. Currently it is only open to
those with a drug conviction.
Drug Court training will be provided for the St. Croix County Drug Court team.
2. Brochure. Katie is using J &M Printing. She has emailed them the file and she is waiting
for the prototype. She asked the committee how long they want to keep the brochure in
print. Esther said 6 -9 months. MADAM is the billing address for the printing as they are paying
for it. The advisory committee will decide on a plan to distribute the brochure at the next
meeting.
3. Committee and Other Reports:
Tom Hennes talked about the jail - mentoring program. He said they have two mentors and they
need more. Mentors are matched to those incarcerated two to three months before they are
released. Mentors are asked to make a commitment for six months. There is another training
session in July. Doreen said that she would like to be a mentor.

Ann asked how people in Drug Court could get a mentor. This might be a possibility if there is a
larger pool of volunteers in the jail mentor program.
Tom said that he is no longer pursuing a Teen Challenge Program in Eau Claire. The faith -based
residential treatment center will be under the Gospel Rescue Mission and located in this county.
Denise reported on the results of the Media Subcommittee that met on May 9 She reported on
the success of the tri- county meth forums organized by CCR (Coordinated Community Response
Prevention Committee) The forums were in Elmwood, Amery and Baldwin and over a thousand
people attended i.e. 600 in Elmwood, approximately 300 in Amery and 125 in Baldwin. It was
disappointing that the Baldwin paper did not advertise the event.
Denise said the media committee would air a video on cable TV once the advisory committee
approves it.
Denise said the MADAM newsletter has a circulation of 500. Any one who asks can receive it.
It is also circulated to the jails, Government Center, Public Health Department, schools, Grace
Place etc.
Denise said the media committee discussed radio spots and decided this was too costly. Also, it
discussed the purpose and continuation of the advisory committee.
4. Review and Goals of the Advisory Committee: Steve gave the group a copy of the goals
originally set up by the Advisory Committee.
Goal 2: Develop plan to work with/help /follow -up with schools on developing an age specific
curriculum.
The school districts in St. Croix County were invited to attend a meeting in January 2006 to
discuss how both the advisory committee and the school districts could work together to develop
an age - specific curriculum on Meth. This goal has been eliminated. Steve said the front line staff
that attended the meeting does not have the authority to determine policies on drug use and
treatment, as this is the responsibility of school administration. Steve said the schools must
follow State mandates so they do training their own way. The Advisory Committee could write
articles in the schools newsletter or website.
Katie and Ann asked how we reach the population that has dropped out of school or are expelled.
Goal 1: Develop strategies to make Meth information more visible in the community.
A. Research available literature to provide to community
Initially this subcommittee met to collect information on Meth. The committee realized this was
not a good use of time. If people needed information we could get it for them or they could ask
Doreen. She has an extensive library of books, websites, pamphlets, brochures, video's etc.
B. Develop plan to disseminate information
Katie has developed a brochure for the community and MADAM will pay for it.
The Media Committee initially sent out new articles to the local papers when St. Croix County
declared September as Meth Awareness Month. This was not successful as most newspapers did
not print the articles.
Both Denise and Doreen suggested the Meth Advisory Committee do their own newsletter.
Perhaps the goal would be to target groups that are actively engaged in meth related activities
and let each group know what the other is doing.
C. Utilize community organizations to get the word out
The Linkage Committee has interfaced with various community organizations, schools and the
faith community. It will continue to develop linkages when needed.
D. Develop community education/fund raising protocols and a list of potential speakers.
Katie said that a subcommittee was formed to develop a Meth power point presentation but there
do exist power point presentations and ours seems like duplication. Also, who is the audience?
Where are we needed?
Steve said we need to look for a new niche. Perhaps we should create a survey for the public,
asking them what more they want to know about Meth issues. This could be sent to the schools,
law enforcement etc.
Doreen identified a need. She said there is no support for people coming out of treatment and
jail. Esther said we should survey people in jail and find out what kind of support they need be it
faith -based or not.
Denise said employees of hotels need to be educated about the dangers of Meth.
Katie said there is a need to advocate for education regarding Meth through the legislative
process. Meth related problems are public health issues.
Nancy Murphy said that there is a need to coordinate the activities of CCR with the Meth
Advisory Committee.
Steve suggested we pick one new direction. He suggested the group think of questions to ask in
a survey and select a target group i.e. parents, law enforcement, schools, the jails etc.
Steve suggested that we look at what did work, where we are going and what is needed at our
next meeting on June 26 th .
