St. Croix County Meth Advisory Committee Meeting Minutes, April 10, 2006
Chairman Esther Wentz called the meeting to order at 3: 05 p.m.

Members Present: Esther Wentz, Doreen Rivard, Denise Gunderson, Barb Nelson, Dave
McQuillen, Linda Robertson, Katie Deatherage, Dennis Hillstead, Steve Kirt, Eric
Johnson, Tom Caflisch, Ann Davey
Absent: Tom Hennes
Adoption of Agenda — There was motions to approve the agenda and the motions were
carried.
Approval of February 13 Minutes - There were two corrections: page 3 should read Judge
Black not Vlack and page 5 should say Meth not Math. Barb made a motion to approve
the minutes as amended and there was a second motion by Tom. Motion carried.
Next Meetings: Monday, May 15 and June 12 @ 3pm in Room 1281, St. Croix County
Government Center

NEW BUSINESS
1. Support Groups: Report next meeting
2. Drug Court Update:
Dave said that they are in the process of identifying appropriate candidates for Drug
Court. As of now, two have passed the initial scrutiny of the group. The Sheriff and
DA will be interviewing inmates on Wed April 12 and if all goes well, the Drug Court
will be up and running after that. The pilot program will be limited to five until the
program is fully staffed. How many can be served in Drug Court will be determined
by the monies available.
Steve said he attended a Meth Summit in LA for Western States. He said there were
many presenters and lots in attendance. He said the outpatient Matrix treatment
program is the model that the Feds are using as it has been successful. Also, there are
Fed monies available for training and programs. In fact, there is $250,000 available.
$50,000 of that is for preventative services and $60,000 for St. Croix County. Steve
will be working with the State of WI to decide how the monies are to use used for this
area as well as defining an outcome study.
Steve reported a study that showed that Meth, when treated, had the same recovery
success rate as other addictions; it just required a longer period of treatment and good
aftercare.
Denise asked about training for the new drug court. Steve said the Drug Court
Institute would work with St. Croix County. It is undecided who should be involved
in the training. There will Drug Count training in Menominee June 4 -8, which will
focus on setting up, polices and drug courts.
3. View Meth Video- this will be on the agenda for next month
Steve said Montana State has developed a video entitled "Not Even Once ".
The target group is youth. A private fonder donated 7.5 million dollars for its
Production. Steve will email the website. Steve said any group could use it as long as
it is not used to make a profit. Dennis said its goal is prevention.
4. Booth Update and Calendar
Esther thanked Doreen for the wonderful article in the last edition of MADAM.
Doreen sent an invitation to Gov. Doyle and Senator Feingold inviting them to attend the
CCR's Forums as well as a petition asking for more resources for meth. The Senator and
Governor declined on the invitation to attend the forums.
Doreen had a meeting with the Partnership for Youth. They want to include $10, 000 for
MADAM in a grant proposal they are writing.
Doreen had a meeting with Linda Flanders in March. Linda has a new education video
about Meth. Linda will be coming to one of Doreen's support groups.
Booth Events:
March 6 — The Baldwin School District had Tim Schultz speak to the students at 2pm and
the parents at 6:30 pm.
March — Doreen spoke to a reporter about Meth during a visit to the New Richmond
Middle School.
March 23- Doreen had her display at the Women's Conference at Hazelton. They will be
doing a Meth Workshop in May. They gave Doreen 20 books entitled "Meth the Home
Cooked Menace" and she is distributing them to libraries etc.
March 25- Doreen can use the Stanton Town Hall for meetings if she wants. This is
between New Richmond and Deer Park.
March 30 — The New Richmond School District had Tim Schultz speak to the students
and parents. The middle school loved the display and buttons.
April 6 - MADAM and the traveling booth were present at CESAIAODA meeting in
Turtle Lake. They were given a check for $250.00.
April — Doreen spoke to a 4H Group in Glenwood City. Forty people attended.
MADAM is actively involved in the Tri- County Coordinated Community Response
programs entitled: Meth: Its Impact on Families and Our Community- presented in an
environment of HOPE. HOPE stands for Have faith that a strong community is the
answer; Open your eyes, your mind, your heart; Prepare the next generation; Everyone is
someone's child. The dates are as follows:
Wed. Apr. 26 at Elmwood High School from 6:30 -8:30 pm
Tues, May 2 at Amery High School from 6:30 -8:30 prn
Tues, May 9 at Baldwin - Woodville High School from 6:30 -8:30 pm. Also, Kitty Rhodes
will be there.
5: Other
Esther asked Dennis if St. Croix County jail had hired a tracker yet. Dennis said no.
Star Prairie Township sent a check for $600 to cover anti -meth road signs for their area.
Denise discussed a long -term project that is underway called the Butterfly House. It is a
healing home for women who are recovering. Lutheran Service will provide the staff. It
does not have a building yet. A 2007 calendar of butterflies will go toward its funding.
It is undecided whether children will be included in the project.
Anne Davies announced that Pierce County Drug Court would celebrate its first
graduation. Everyone is invited to attend the celebration.
Steve mentioned a study in Japan on Seratonin Emotional Regulation, which indicated
that 82% of chronic meth users who were violent would be violent again.
The brochure is ready to be printed and MADAM will pay for it. A motion was make to
send the brochure to the printer and make 1000 copies. Steve make a motion to have the
brochure printed, Denise made a second motion. Motion carried.
Katie said the Patriot Act which had just been reauthorized, had a new amendment called
the Combat Methamphetatmine Act. This amendment limits the sale of pseudoephedrine
in all 50 states to 3.6 grams per day and 9 grams per month.
Wisconsin has more stringent laws limiting the sale of pseudoephedrine to 7.5 grams per
month. However, it is great to see illegal meth production recognized at the Federal
level.
Goals for next Meeting:
Review previous Goals and Strategies - look a what has been accomplished and what
needs to be done.
Watch Meth Video
Decide on where the brochure should be distributed.
