CROIX COUNTY GOVERNMENT CENTER, HUDSON WI December 12, 2006 Present: Committee: Supervisors Wally Habhegger, Lois Burri, Stan Krueger, Gene Ruetz Absent and Excused: Ron Troyer Staff. Dave Fodroczi, Bob Bezek, Alex Blackburn, Ellen Denzer, Brett Budrow, Kay Walsh, Judy Olson Guests: Mary Murphy, Theresa Johnson Call to Order: Chair Habhegger called the meeting to order at 8:35 a.m. Adoption of Agenda: Motion by Krueger, 2 nd by Ruetz to adopt the agenda. Motion carried. Action on Previous Minutes: none Date of Next Meeting: Wednesday, December 27, 2006, 8:30 a.m. Land Use Ordinance Applications Municipal Plats — none Public Hearings to be Scheduled — Two waiver requests will be scheduled for the Tuesday, January 23, 2007 committee meeting. Rolling Hills Farm Final Plat, Conservation Easement - Motion by Krueger to approve the Rolling Hills Farm Conservation Easement subject to staff and Corporation Counsel approval. Motion 2 nd by Burri and carried. Planning and Zoning Business Bills and Invoices — The November 2006 Planning Revenue Report and November 2006 Planning Bills and Invoices were reviewed by the Committee and signed by Chair Habhegger. Personnel Update - Fodroczi reported that Chuck Whiting will meet with the union on December 20 regarding the office manager position. Advertisement for the code enforcement position will run through the end of December. Fodroczi also reported that Bob Bezek will be leaving in early January to assume a position with FEMA in New Orleans. Committee members expressed their gratitude to Bezek for his work as Code Administrator and acknowledged the loss to the department with his departure. Office Remodeling - Fodroczi stated that four or five other departments are interested in the space that was planned for EDC. Finance Committee will consider those requests at its meeting this week. Planning Report — Fodroczi stated that payment of the Mallalieu Dam bill will be on the next Finance Committee agenda. He has just received documents from the City of Hudson on the charges included in the bill. The 2006 budget is open through January so this issue must be resolved before that. Denzer gave an update of the rural living guide and distributed a sample of the local town insert. She plans to have the guide completed in early January. Pete Kling is looking for funding to cover the printing cost. Committee members agreed that the cost of the inserts would be covered by the towns. Denzer stated that an urban living guide for cities and villages could be considered after this project is done. Denzer reported that the Town of Star Prairie is doing very well on development of its comprehensive plan. The Town of Cylon will decide this week on contracting with St. Croix County to do revisions to its subdivision ordinance and driveway ordinance. Denzer will meet with the Town of Stanton next week. Budrow reported that the Town of Baldwin held a public hearing on adopting its land division and driveway ordinances. This will be proposed for adoption at the Planning Commission at its January meeting. Budrow will present the sample rural living guide to the Baldwin Plan Commission. Town of Hammond is completing its ordinances. Fodroczi reported that he attended a meeting of the St. Croix Valley Transit Feasibility study, a spin -off of the St. Croix River Crossing project. Representatives from Wisconsin DOT, counties and local units of government in Minnesota and Wisconsin and the Department on Aging were in attendance. The study should be done next fall. The group is reviewing demographics from the three surrounding Wisconsin counties and Washington and Chisago counties in Minnesota, looking at rideshare lot placement, capacities and connections to transit services. It is unlikely that there will be extended bus or light rail service or other extended transit services to western Wisconsin. They are looking closely at the new bridge alignment with Highway 64 corridor and what it would take to build and expand what is available in that area. The advisory group will meet in early March. A representative of Minnesota DOT is studying similar situations in other parts of the country. Land Information Report - Budrow reported on the E911 project. The centerline file will be used to find addresses in the system. The system was installed in August, but one part of the software has not been done yet. When that is completed we will then be able to update the map with the updated centerline file. The system has already been used successfully a few times. Real Property Lister Update — Fodroczi reviewed with the Committee the 2006 assessment scheduling and plat processing schedule. Board of review activity has been completed. He noted that some of the work rolls were received electronically this year. This may be a requirement in future years. Plat activity is complete for the year. Tax processing is going well this year. Real Property staff worked with the Treasurer on this project this year. Beth Pabst transferred from the Register of Deeds Office and began work as Assistant Real Property Lister the previous week. Code Administration Report - Bezek had no additional business to report. Land Use Ordinance Amendments Sign Moratorium - Fodroczi reported on results from the public hearing. Three towns and one business were represented and all gave supportive comments. One letter of support was received from the Town of Troy. No negative comments were received. Corporation Counsel did not submit any comments on the hearing draft of the ordinance with the latest revisions. Motion by Burri, 2 "d by Ruetz to proceed with the sign moratorium ordinance and recommend approval by the County Board. Motion carried unanimously. Setback Provisions in Land Division Ordinance — 9:30 a.m. - Mary Murphy, Chair, Town of Kinnickinnic, reported that requests for comments were sent to 21 towns. She received responses from the Towns of Somerset, Erin Prairie, Baldwin, Hudson and St. Joseph, each in support of her proposal to eliminate the requirement that the setback apply only to vacant lots. She received no negative comments. Murphy noted that the towns' only concern was that, if the County reduces the requirement to 50 feet, in towns that want to maintain the 100 foot setback, the more restrictive ordinance would apply. Theresa Johnson, Chair, Town of St. Joseph, stated her town's support of the change to the ordinance with removal of the vacant lot requirement and town board approval being required to bring structures into compliance. She stated her concern with having inconsistencies in structure setbacks throughout the town. Habhegger suggested waiting 30 days to make a decision to provide opportunity for all towns to respond. Murphy will contact by phone each town not heard from to try to get comments. Staff will report on the issue after reviewing comments received from the towns. This item will be on the next Committee agenda. Motion by Burri, 2 " by Ruetz for Habhegger to attend the December 14 Finance Committee meeting. Motion carried. Rezoning Resolutions - Bezek presented five previously approved resolutions for signatures. These will be presented for County Board approval at its next meeting. No rezoning hearings are scheduled for December or January. Resolution for Town of Hudson Zoning Ordinance Amendment - Motion by Krueger, 2 " by Ruetz to approve. Motion carried. Register of Deeds Update on aperture card scanning project and staff changes in the office Kay Walsh reported that the project is going well and should be completed in January. She noted that four companies are now E- recording documents. In November, 5.7 % of documents were submitted electronically. 27.5% of transfer returns were submitted electronically. w Walsh reported that no one from the Union posted into the vacancy left by Second Deputy Beth Pabst. The position will be advertised in the local newspapers for two weeks, and the position will be filled after the holidays. The aperture card scanning project is funded from the land records fee which is a non - lapsing fund. Announcements and Correspondence - Fodroczi stated that Wisconsin Counties Association has scheduled an educational seminar on planning and zoning on Monday, January 22 in Stevens Point.
