PLANNING AND ZONING COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON WI
January 10, 2006
Present:
Committee: Supervisors Lois Burri, Brian Hurtgen, Wally Habhegger, Stan Krueger
Staff. Dave Fodroczi, Bob Bezek, Ellen Denzer, Brett Budrow, Judy Olson
Call to Order: Supervisor Burri called the meeting to order at 8:35 a.m. Motion by Krueger, 2nd
by Hurtgen to adopt the agenda. Motion carried.

1. Land Use Ordinance Applications
Municipal Plats — none submitted
Planning and Zoning Business
a. Bills and Invoices - The December 2005 revenue report and payment of December 2005 bills
were reviewed by the Committee. Motion by Hurtgen, 2nd by Krueger to approve. Motion
carried.
b. Springsted Study and Job Descriptions — Fodroczi reported that the Personnel Committee
indicated that it will stand by the January 5 deadline of job description review by department
heads. Fodroczi distributed an email from Chuck Whiting regarding the termination of the
Human Resources Director. He has met with Whiting about the implications of that change and
the timing for changes. He stated that the Personnel Committee is ready to move forward with
processing the job descriptions. He will review job descriptions with the Planning and Zoning
Committee at its next meeting.
There was discussion with Springsted regarding classification and compensation for the non-
represented staff which Whiting is working on. With the disruption in the Human Resource
Department, implementation could be delayed until next year. A department head meeting with
Springsted representatives is scheduled for January 20.
c. Holiday Schedules and Department Operations - Fodroczi distributed a memo from
Whiting listing this year's holiday schedule. He explained the difference in holiday schedules
between represented and non - represented staff.
d. Planning Report — Denzer distributed the public hearing draft of the town comprehensive
plan for the towns in the Heartland Project. Three towns have set public hearing dates, Cylon on
February 8, Stanton on February 9, and Pleasant Valley on February 14. Notices are published
in newspapers meeting the 30 -day requirement. Copies were sent to local libraries, neighboring
counties, towns, villages, cities, school districts, WITC, Regional Planning Commission, State
Department of Administration, County Clerk and appropriate jurisdictions or taxing authorities.
Black and white copies were sent along with color copies on CDs. State requirements were met.
The public notice referred to adopting the plan.
Budrow reported that Hammond and Baldwin plan commissions approved the resolutions. The
town boards will meet this week to approve the resolutions and will. hold public hearings in
March. Town of Star Prairie is doing a mailing to every household asking for responses.
Fodroczi will attend a meeting today of the St. Croix River Crossing growth management
mitigation work group. The group is proposing a number of planning and zoning activities as
part of the mitigation package, including approximately $5.5 million for WI DNR, St. Croix
County, Town of St. Joseph and/or other local governments in the corridor. Details were
discussed at an earlier session. Now the package is actually committed to a formal
Memorandum of Understanding. Fodroczi stated that today's meeting should clarify the timing
of the flow of those funds and plans for resulting work activities, including some water resource
evaluation and general support for planning and zoning activities. These funds could be used to
update the County comprehensive plan and complete work on the County zoning ordinance.
Another funding package includes mitigation for the loss of bluff lands. $500,000 is earmarked
for the County and the Town of St. Joseph to study transfer of development rights to protect
resource land. Another $2 million in the fund would pay for purchasing conservation easements.
These activities will take place between authorization of funding and construction and will
probably fit into our own local needs.
Notice was received from DNR that they will organize an update of County floodplain mapping
with FEMA that should be completed this fall. Accurate mapping will improve the
administration of the floodplain ordinance. It would also provide improved mapping as part of
our land information and GIS programming. Jack Colvard, Emergency Government, in
conjunction with Regional Planning, has submitted an application for funding for an all- hazard
mitigation plan for the County that would preserve eligibility for disaster assistance funding.
e. New Richmond Property Planning - Fodroczi reported that there were discussions with the
City of New Richmond and the Finance Committee on doing some design of roadway and
utilities at the connection at the County property with the new highway corridor. There were
questions about what was the best access to the property and the new connections locally with
the Highway 64 corridor. The City also wanted to design and place some sewer and water
facilities in conjunction with realignment with the corridor. The Finance Committee wanted
some input. Fodroczi and Whiting met with City of New Richmond staff and the engineering
consultants to review that. The City's preferred option would improve circulation and access to
the County property. They are making sure the utilities are placed properly during construction.
Whiting will bring this to the Finance Committee and to the County Board the following week.
This segment of construction is due to be completed this year.
E Land Information Report - Budrow distributed copies of the resolution to adopt the land
information plan that was approved at the last meeting and signed by Corporation Counsel. All
Committee members present signed the resolution. Copies will be sent to County Board.
Budrow reported that he is working with Gary Kollman on the E9I l grant. The grant application
for wireless information included reimbursement for the orthophotography project in 2004 and a
new project to create a geocodable centerline and address database and mapping. The new
project would locate addresses in response to wireless calls and send response vehicles. When
we put those items into the grant request they were both fully funded by the PSC, but we need to
send in budget information that tells how we plan to pay for them. The PSC determined that
land records retained fees are different, so if we paid for project activities through retained fees
they would not be eligible. That decision is being appealed by Koll.man. Budrow stated that
other counties will probably be appealing such a decision as well.
g. Real Property Lister Update - Fodroczi reported that tax season was completed before the
holidays. Assessors supplies were ordered and distributed. There are approximately 800 deeds
yet to process and a few hundred miscellaneous documents to review and check to bring the
2005 work roll up to date. Extra staff will help out in the next few weeks. Work rolls will be
done in March. The number of plats and certified survey maps was up in 2005; other documents
were down. The Register of Deeds will do a report on 2005 showing the breakdown of land
records funds.
h. Code Administration Report — no report
i. Rezoning Schedule — Bezek reported that one rezoning hearing its scheduled on February 1 in
Hudson.
Bezek noted that he is trying to get rezonings on the consent agenda. This will be addressed at
the next Administration Committee meeting.
Denzer discussed with the Committee the upcoming changes in County Board membership.
j. New Ordinance Implementation - Bezek reported that a meeting was held with town
officials on the land division ordinance with 10 towns attending. The application process is
being revised to make sure the applications get to plan commissions in a timely manner. A
meeting with developers to go over the process and was also well attended. The application
deadlines will now be the first Monday of each month. Developers expressed concern regarding
the change in setbacks. Applications are being redone and should be on the website this week.
