MINUTES PLANNING AND ZONING COMMITTEE ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI January 24, 2006 Supervisors:, Brian Hurtgen, Lois Burri, and Wally Habhegger were present. Jan Zoerb was absent and excused. Supervisor Stan Krueger joined the group at 8:55 a.m. Staff David Fodroczi, Bob Bezek, Alex Blackburn, Jennifer Emmerich, Ellen Denzer and Debbie Murphy. The meeting was called to order at 8:30 a.m. The agenda was adopted and it was announced that the date of the next meeting for this committee is February 1, 2006. Minutes: Motion by Krueger, second by Hurtgen and carried to approve the minutes from November 22 ° d and December 7` Major and Minor Subdivisions Minor Subdivisions: See attachment A: Major Subdivisions: See attachment B: Bills/Invoices/Revenue: Zoerb has reviewed and approved the bills and revenues for November 2005. Larry Johnson Rezoning: The NE 1 /4 of Section 10, T28N -R19W, Town. of Troy. Parcel contains 32.7 +/- acres. Bezek presented this request, stating that it was tabled at the hearing held on January 5, 2006, as a town recommendation was needed. The Town has approved. Discussion held. Motion by Habhegger, seconded by Krueger and carried to recommend approval and forward to County Board, based on the following findings: 1. The parcel is in the rural planning area and is an appropriate use. 2. The proposed use is consistent with minimum lot size requirements in the rural planning area. 3. The request is consistent with the surrounding neighborhood, countryside or terrain. 4. The proposed us does provide a buffer for residential development from nearby agricultural uses or non - metallic mining. 5. The proposed use has little potential to adversely impact stormwater management. 6. The proposed use has little potential to adversely impact water resources with sedimentation resulting from erosion. 7. The proposed use is consistent with restricting development on slopes in excess of 20 %. 8. The proposed use is generally consistent or not in conflict with the St. Croix County Natural Resources Management Plan. 9. The proposed use can comply with standards in the Land Use,, Subdivision and Sanitary ordinances. 10. The proposed use is consistent with the spirit or intent of County ordinances (zoning, land division, non - metallic mining, sanitary, etc.) 1 11. The Town of Troy has reviewed the rezoning and recommends approval after considering §91.77 in making their recommendation. With the following condition: 1. Prior to the issuance of a building permit or occupancy permit for a use on the rezoned parcel, the landowner shall cause a certified survey map to be made of the property and filed with the Register of Deeds. Request will be forwarded to County Board. Rezoning schedule: Next rezoning hearing will be February I" in Hudson, and March Bch in Baldwin. Code Enforcement Update: Jennifer Emmerich went over the status of the Code Enforcement files with the Committee. Bills/Invoices: Burri has reviewed the Bills and Invoices and will sign off on them. Ellen Denzer handed out new ordinance books to the committee members. Cooperative Agreements: Fodroczi has met with Teresa Johnson, Chair- Town of St. Joseph, regarding a Road Inspection Agreement with the Town of St. Joseph, similar to the one the county has with the Town of Troy. Staff will meet with Corporation Counsel on a time frame for Cooperative Agreements with the Town of Troy. Job Descriptions: Fodrozzi handed out summaries of job descriptions, stating his concerns with some of these. At the February Personnel Committee meeting, Springsted plans to address some of the Department Head concerns. Fodroczi briefly went over the handout, stating that some job descriptions need significant changing, and some do not. No action is needed today, as this is just informational. Amending height requirements for accessory structures: Discussion held by staff and committee regarding changing the height requirements f to 25 -feet, rather than the 15 -feet. Motion by Krueger, second by Habhegger and carried to take this change to a public hearing. Will look at holding this on March 8` It was suggested to also look at addressing "editorial corrections" at the same time.
