CROIX COUNTY GOVERNMENT CENTER, HUDSON WI June 13, 2006 Present: Committee: (Supervisors Wally Habhegger, Lois Burn, Ron Troyer, Stan Krueger, Gene Ruetz Staff: Dave Fodroczi, Ellen Denzer, Bob Bezek, Judy Olson Call to Order: Chair Habhegger called the meeting to order at 8:32 a.m. Adoption of Agenda: Motion by Burri, 2 nd by Krueger to adopt the agenda. Action on Previous Minutes: Motion by Burn, to approve the minutes of March 28, April 5, April 25, May 17 and May 23. Motion 2 nd by Krueger and carried. Date of Next Meeting: Wednesday, June 21, 7:00 p.m. in Baldwin. Land Use Ordinance Applications Municipal Plats — none Waiver Request and Rezoning Public Hearings to be Scheduled — Rezonings will be scheduled on Wednesday, July 26 at 7:00 p.m. in Hudson. Planning and Zoning Business Bills and Invoices — The May 2006 Revenue Report and May 2006 Bills and Invoices were reviewed by the Committee. Position Descriptions and Recruitment - Fodroczi reported that there was one union posting for the Administrative Secretary position left vacant with the resignation of Jessie Nye. That posting was later withdrawn. There were a large number of candidates for a recent opening for a similar position in the Sheriff s Department, so Human Resources staff is reviewing those applications and will schedule interviews. Fodroczi distributed minutes of the most recent Finance Committee meeting concerning the process of new positions /reclassifications. There was discussion with Committee members about the Senior Planner and Land Information Manager position descriptions that were submitted in 2005 as reclassifications and supported by the Planning and Zoning Committee. The Finance Committee gave recognition to the revised position descriptions as being in effect. These descriptions will go to County Board for approval. The Springsted study group will analyze the descriptions. A new job description for the Office Manager position had been approved by both Planning and 'Zoning Committee and Finance Committee. 2006 Projected vs. Actual Revenues and Expenditures - The Committee reviewed the summary of revenues and expenditures by account for January through May 2006. An updated report will be reviewed in August when planning the 2007 budget. 2007 Budget Process - Fodroczi stated that budget instructions will be available in June to begin preparing the new 2007 budget. Capital Outlay Plan — The Committee discussed what amount should be put into the capital outlay plan for office remodeling. Land Records capital outlay will be discussed at the June 27 meeting. Fodroczi stated that he talked with Chuck Whiting and Bill Rubin about the Economic Development space. They are looking at other County facilities as options. U.S.G.S. Groundwater Modeling -- Planning and Zoning staff met the previous week with Land and Water Department regarding the inset model to be done this year. U.S.G.S. is planning something in the Warren - Roberts area to tie in with Village and Town projects. Fodroczi will have a detailed proposal for Committee review when available. Real Property Lister Update — Fodroczi distributed a schedule of incoming assessment rolls showing dates that work rolls were received, board of review dates, and dates that assessors' and clerks' packages were sent. The Committee also reviewed a report of census population and transfers comparing 19 Wisconsin counties including St. Croix. Real Property staff holds weekly meetings to help plan for more efficient workflow and eliminate redundancies. Extra part-time help is being utilized. With the improved map data files staff can now use digital mapping rather than paper maps. Land Use Ordinance Amendments — The final documents for amendments to Chapter 17 Zoning ordinance were reviewed. Motion by Krueger, 2 nd by Burri to approve and recommend for County Boad approval. Motion carried. County Board, Committee and Department Goals -- The Committee and staff reviewed and discussed the Planning and Zoning 2005 Annual Report and related documents. Discussion on upcoming work program needs for the Planning and Code Administration program areas. Review and discussion of the Land Information program area and overall department and Committee needs would continue at the June 27 Committee meeting.
