Clarify use of holding tanks for replacement construction, 12.1 F. l ., 4., and 5. b. Update definition of a Private Onsite Wastewater Treatment System to be consistent with state language, 12.2 B. 22. 2) Ordinance amendments to the St. Croix County Land Use Regulations Chapter 13, Land Division, to accomplish the following: a. Require that all taxes or special assessments have been paid prior to approval of certified survey maps, 13.5 A. 3. h. and i. 3) Ordinance amendments to the St. Croix County Land Use Regulations Chapter 17, Zoning, to accomplish the following: a. Provide for ' /z acre minimum lot size for conservation design development in the shoreland overlay district, 17.27 (1) (b) and (c). b. CROIX COUNTY GOVERNMENT CENTER., HUDSON WI August 2, 2006 Present: Committee: Supervisors Wally Habhegger, Ron Troyer, Gene Ruetz Staff: Bob Bezek, Ellen Denzer Call to Order: Chair Habhegger called the meeting to order at 7:00 p.m. Adoption of Agenda: Motion by Troyer, 2 °d by Ruetz, to adopt the agenda. Motion carried. Date of Next Meeting: August 7, 2006, 11 a.m. in Hudson. Action on Previous Minutes: None Hearings: Proposed amendments to Chapter 12 Sanitary, Chapter 13 Land Division and Chanter 17 Zoning Ordinances. Bezek gave an overview of the proposed amendments and then Chair Habhegger opened the public hearing. Three; minor editing changes were recommended by staff that were not identified in the draft that was advertised for the public hearing. Bill Berndt, representing the St. Croix Valley Home Builder's Association, commented that overall the Association supports the request but would like future consideration given to increasing the threshold to when a special exception permit is required for grading and filling within 300 ft. of the ordinary high water mark (OHWM). He indicated that 12,000 ft. sq. maybe makes more sense. Habhegger than asked if staff can track the issue and recommend a change in the future. Bezek identified that they could. Ron Raymond stated that while he had no concerns for the record, he was not aware of the proposed amendments in time to have a discussion before the Land and Water Committee. Staff was asked if the amendments were properly noticed and identified yes and that two members of the Planning and Zoning Committee are also members of the Land and Water Committee. Habhegger suggested that Mr. Raymond discuss the issue with Bob Heise and get any feedback to Mr. Bezek prior to the August 7` meeting. Denzer identified that Supervisor Denise Gunderson had a concern that; holding hearings on the first Wednesday always conflicts with the Town of Somerset. Denzer went on to identify that while staff are sympathetic to Somerset's concerns, the date chosen had the least number of conflicts with local municipal meetings. Ron Raymond also interjected that when he chaired the Committee this was an issue and that they also often chose the first Wednesday due to lack of conflict. Hearing no additional concerns, Habhegger closed the public hearing. It was decided that the full Committee will vote on the amendments on their August 7th meeting. No motion was necessary.
