CROIX COUNTY GOVERNMENT CENTER, HUDSON WI August 23, 2006 Present: Committee: Supervisors Wally Habhagger, Lois Burri, Stan Krueger, Ron Troyer, Gene Ruetz Staff: Bob Bezek, Alex Blackburn, Dave Fodroczi Call to Order: Chair Habhagger called the meeting to order at 7:00 p.m. Adoption of Agenda: Motion by Burn, 2 "d by Troyer to adopt the agenda. Motion carried. Date of Next Meeting: September 6,2006,8:30 a.m. in Hudson. Action on Previous Minutes: None Hearings: Robert Buberl: Waiver to the requirement that all accesses serving three or more lots or parcels shall be dedicated public roads pursuant to section 13.7G3.e of the St. Croix County Land Division Ordinance. Alex Blackburn presented the staff report concerning the Buberl request. Robert Buberl then provided a handout and discussed why he wants the waiver. Committee members had routine questions regarding the proposed layout of the lots. Chairman Habhagger opened the public hearing. Frank Rhodes, a potential owner of one lot, spoke in favor of the request. No one spoke against the request. Habhagger closed the public hearing. A motion was made by Troyer to deny the request with the following findings: 1. The condition for which a waiver from a design standard is sought must be unique to the property. 2. The approval of this waiver may set precedence, and future land divisions would make similar requests. 3. Private roads typically result in disagreements over access rights and maintenance responsibilities. Burri seconded the motion. Motion carried: Troyer -yes, Burri -yes, Habhagger -yes, Reutz -yes, Krueger -No. Eagle Ridge PropertyManagement, Inc.: Rezone approximately 17 acres from Agricultural to Agricultural Residential. Bezek presented the staff report on situation. The applicant's representative, Louis Filkens, also described the applicant's intentions and their status regarding approval from the Town of Troy. There was some discussion regarding the Town of Troy's cluster ordinance and how that corresponds with the County ordinance. Bezek will research the situation further. Chairman Habhagger opened the public. No one spoke in favor or against the proposal. Habhagger closed the hearing. Since no Town recommendation was available staff recommended tabling a decision. Burri made a motion to table that was seconded by Krueger. The motion carried unanimously. 2007 Budget Discussion: Economic Development: Committee discussed how to address Economic Development's increase request. Troyer had concerns with Economic Development's estimate for in -kind services, particularly the value of the office space. A motion was made by Habhegger to leave Economic Development at $50,000 and require that the in -kind contribution better reflect the true cost of providing office space. Krueger seconded the motion. Motion carried unanimously. Register of Deeds: Motion by Troyer to accept budget as presented and seconded by Burn. Motion carried unanimously. Planning and Zoning: Fodroczi identified that due to some delays from Finance and the need for some additional refinement from staff, the Planning and Zoning budget is not ready for approval tonight and that a special meeting will be necessary to take action prior to the finance committee's meeting to discuss and approve budgets. A meeting was subsequently set for September 6, 2006, at 8:30 am.
