Present:
Committee: Supervisors Wally Habhegger, Lois Burri, Ron Troyer, Stan Krueger,
Excused: Gene Ruetz
Staff: Dave Fodroczi, Bob Bezek, Judy Olson
Call to Order: Chair Habhegger called the meeting to order at 8:30 a.m.
Adoption of Agenda: Motion by Burn, 2 nd by Troyer to adopt the agenda. Motion carried.

Old and New Business
Planning and Zoning Budget - Fodroczi distributed the schedule for Finance Committee
Budget Hearings to be held on September 25 and 26. He then presented the Planning and Zoning
Department revenues and expense summary comparing 2006 projections, actual through July and
2007 projections. The 2007 projections include the St. Croix River Crossing mitigation income
with cost of added personnel. Total personnel increase will be 2.5 %. Total operating expenses
are lower.
The number of septic permits is expected to be down in 2007 and projected revenue down even
with a fee increase.
Committee members also reviewed and discussed the proposed Code Administration fees
schedule for 2007 with total proposed revenue showing a 10% increase.
Motion by Troyer, 2 nd by Krueger to adopt the fee schedule effective January 1, 2007 as
presented. Motion carried.
Fodroczi then explained the projected temporary and part -time personnel position requests, plus
one new Planner for comprehensive planning and the St. Croix River Crossing mitigation
project. Motion by Krueger, 2nd by Burri to approve the projected expenses and revenue
including personnel costs and send to Finance Committee. Motion carried.
Committee reviewed the position descriptions. The new Planner position will be filled after the
mitigation funds are received, which is expected no sooner than March 2007. This position will
end when those funds are depleted and the project is complete. Motion by Burri, 2 nd by Troyer
to approve the Planner job description with the position to begin after funds are received and
sunset when the project is complete. Motion carried.
Motion by Troyer, 2 nd by Burri to approve the part-time position requests for one summer
Planning and Zoning Intern, two Administrative Secretaries and one Real Property Lister
Assistant. These positions are continuing from 2006 with the Real Property Lister Assistant
hours increasing from 600 to 1000. Motion carried.
WCA Resolutions - After reviewing 2006 Resolutions pertaining to this Committee, Burn
moved to oppose Resolution 8 Opposing an Increase in the State - Imposed Recycling Tipping
Fee, and Resolution 9 Urging the Wisconsin Legislature to Raise Landfill Tipping Fees to
Reduce or Eliminate the Economic Incentive for Out -of -State Waste Being Deposited in
Wisconsin Landfills, and support Resolution 10 Requesting the State Legislature to Support AB
798, Increasing the Recycling Tipping Fee on Landfill Waste and Increasing Funding for Local
Recycling Programs. Motion 2' by Troyer and carried.
Motion by Troyer, 2 nd by Krueger to support Resolution 12 Supporting Wisconsin's Smart
Growth Comprehensive Planning Law and Grant Program, and Resolution 13 Urging Wisconsin
Legislature to Clarify Smart Growth Law in order to Avoid Unnecessary Litigation. Motion
carried.
Motion by Burri, 2 nd by Troyer to approve Resolution 39 Zoning and Land Use Control, and
oppose Resolution 40 Ordinary High Water Mark. Motion carried.
