CROIX COUNTY GOVERNMENT CENTER, HUDSON WI September 12, 2006 Present: Committee: Supervisors Wally Habhegger, Lois Burri, Ron Troyer, Stan Krueger, Absent and Excused: Gene Ruetz Staff: Dave Fodroczi, Bob Bezek, Ellen Denzer, Brett Budrow, Judy Olson Call to Order: Chair Habhegger called the meeting to order at 8:35 a.m. Adoption of Agenda: Motion by Burri, 2 nd by Troyer to adopt the agenda. Motion carried. Action on Previous Minutes: Motion by Burn, 2 nd by Troyer to approve the minutes of August 8, 2006. Motion carried Date of Next Meeting: Planning and Zoning Committee meeting Tuesday, September 26. Land Use Ordinance Applications Municipal Plats — none Waiver Request Public Hearings to be Scheduled — No waivers are scheduled for September. One waiver will be scheduled for October 24. Planning and Zoning Business Bills and Invoices — The August 2006 Planning Revenue Report and August 2006 Planning Bills and Invoices were reviewed by the Committee and signed by Chair Habhegger. Personnel Update - Fodroczi reported that he is waiting for word from Chuck Whiting who is working with union officials on determining whether the office manager position should be in or out of the union. Several other positions in other departments are also being negotiated. Fodroczi will wait for this determination before doing recruitment for this position. He talked about the differences in all the office manager positions /departments. Fodroczi and Bezek have discussed making adjustments to the Code Enforcement position before refilling. He will report more at the next meeting. Office Space Remodeling - Materials and equipment needed for the remodeling should arrive from the vendor before the end of September. Installation can then be scheduled. Planning Report — Denzer reported that a visioning workshop is planned for the Town of Star Prairie on October I I and 25 at WITC. Anna Haines from UW- Stevens Point will lead the workshop. She recently co- authored a book on visioning. Town plans for the Towns of Cylon, Stanton, Baldwin, Hammond and Pleasant Valley have been sent to the State for review and approval. No response has been received so far. Costs will be sent to the towns for final payments. Implementation will be the next step for each town. Budrow reported that the Town of Baldwin is working on implementation and is completing the land division ordinance, making changes to allow no major subdivisions. That new ordinance will be adopted in November or December. Town of Baldwin is also implementing its own driveway ordinance. Budrow continues to work with that plan commission. He reported that the Town of Hammond is working on a rural living guide and is looking for assistance, but may wait until there is a new Extension Agent to provide that help. Town of Hudson has adopted its comprehensive plan. Planning and Zoning Department has received a copy. Town of St. Joseph requested comments on its plan, which were sent but no response was received. That plan was adopted by the Town. A CI) of that plan was all that was provided to the Planning and Zoning Department. Fodroczi and Denzer will meet today with West Central Regional Planning to look at structuring comprehensive planning projects and grant applications. Four out of six counties in the West Central Regional Planning jurisdiction are in similar situations with varying levels of municipal involvement. Those counties will be at today's meeting to discuss a joint grant application for a Comprehensive Planning Grant. We need to update our Comprehensive Plan and bring it into compliance with the state planning law by 2010. Multi jurisdictional planning grant applications are much more likely to receive funding. We can apply with other municipalities in our County or we can apply with other Counties and Regional Planning in our region and invite other municipalities to join us. Staff will report back at the next meeting. The grant application deadline is November 1, 2006. Fodroczi reported that the City of River Falls has been debating a moratorium within three miles of the City in the extraterritorial plat review area. Changes are contemplated that would limit land divisions within that area with no parcels less than 35 acres allowed. The first reading of the ordinance was at the City Council meeting the previous week. It was reviewed at the Plan Commission's last meeting. A public hearing will be held this evening. Fodroczi stated that no record of decision on the St. Croix River Crossing has been released yet, but he expects that will happen very soon. Various mitigation groups are in place. Rich Loney attended the transit group meeting the previous week. More meetings will be scheduled. Fodroczi reported that the electronics collection held on Saturday, September 9 at WITC went very well with over 400 participants. There were no delay problems. The collection should have good coverage in this week's New Richmond News. The Clean Sweep is scheduled at the New Richmond Public Works Department on Saturday, September 16. Land Information Report - Budrow reported that the E911 road centerline address mapping has taken priority. To have good mapping for the new system we are receiving spatially accurate files from the Lawrence Group in St. Paul. That company is doing this for the whole Twin Cities area through the Metropolitan Council. Budrow provides Lawrence Group with information, we get free mapping, and there is no maintenance. Polk and Pierce Counties will also go with our data set. We are working on a new land regulation data model to develop new database applications for POWTS, plats, code enforcement, etc. This will provide better integration between these ordinances. The new version of ARC GIS software will be running soon and provide increased efficiency. The County Surveyor provided an updated file of PLSS section corner coordinates. The new information will be used to improve the spatial accuracy of our parcel mapping. We have recently received a request from City of New Richmond to improve the accuracy of the parcel mapping around the city. Real Property Lister Update — Fodroczi reported that staff is current on CSMs for this year with 28 out of 35 of this year's subdivision plats entered — a total of 240 new parcels. All but the last two weeks of documents are entered. In previous years no plats were entered until January. He and Real Property staff are working with Information Technology Department on a long term approach with reporting. There are some database issues. The tax processing function will be transferred to the Treasurer's office with 2006 being the transition year. Code Administration Report - Bezek reported that staff is working on the animal siting ordinance. ATCP adopted new feedlot siting legislation. The new rules can be applied immediately and must begin by November 1. Bezek, Fodroczi and Bob Heise met on how to accomplish the necessary changes to our ordinance. It would take some simple modifications to the ordinance to make this work. Feedlots are presently allowed in the Agricultural District and the Agricultural District Two. A special exception permit is required in the Agriculture - Residential District. Bezek distributed copies of the current ordinance with existing language showing the changes that would make language consistent with DATCP. He then distributed the current Agricultural District and Agricultural District Two permitted uses and proposed changes. Bezek questioned if we should treat lots with less than 500 animal units the same as those with more than 500 units? Fodroczi stated that there needs to be consistency with both ordinances. Staff will do further review. Bezek distributed the timeline with a public hearing on October 19 and adoption planned for the County Board Meeting on October 31, 2006. Bezek will have a draft for the Committee by the end of September. He noted that there is one contentious issue of how many animal units to be allowed on small acreages. Rezoning Schedule - Three rezonings are scheduled for September 27, 2006. Bezek stated that only one waiver request was submitted this month and no rezonings. Committee members agreed to cover this at its regular meeting on October 24 and schedule no meeting on October 25. Land Use Ordinance Amendments — Denzer distributed the replacement pages for the amended ordinances that were approved on August 15. Correction to ordinance No. 730(2006) - Denzer explained that the ordinance changes took place July 1, but contained some incorrect subsection numbers. This correction is being done instead of holding a public hearing. Motion by Krueger, 2 nd by Burri to approve. Motion carried. All present members signed the correction which will be forwarded to County Board. Announcements and Correspondence — Fodroczi gave an update on the status of the Government Center property. He, Krueger, Buck Malick and Chuck Whiting met with City of Hudson Development Director Denny Darnold and Mayor Breault about this property and the prospect that the County may dispose of it. Rezoning the property would require amendments to the comprehensive plan. There is much interest and many citizen concerns. One neighborhood group is especially concerned with what will happen to the property. There will be a joint workshop scheduled to discuss options with the goal of doing something positive while considering the County, City and neighborhood needs.
