PUBLIC HEARING NOTICE
The St. Croix County Planning and Zoning Committee will conduct a public hearing
on Thursday, October 19, 2006 at 7 p.m. in the Community Room on the lower
south side of the St. Croix County Government Center, 1101 Carmichael Road,
Hudson, Wisconsin, to consider the following:
Ordinance amendments to the St. Croix County Land Use Regulations Chapter
17 Zoning, to bring this chapter into mandatory compliance with Wisconsin
Administrative Code Chapter ATCP 51 Livestock Facility Siting. Specific
changes are proposed to sections: 17.09 Definitions, 17.12 General Provisions,
17.14 Agricultural District, 17.145 Agricultural District Two and 17.15 Agricultural
Residential District.
Anyone interested in reviewing, or obtaining a copy of the proposed ordinance
amendment, please visit the Planning and Zoning Department at the St. Croix
County Government Center, Hudson, Wisconsin, or visit the County web page at
www.co.saint - croix.wi.us. In the event of cancellation, notice will be announced on
WIXK and WEVR Radio Stations, or call the Planning and Zoning Department at
715- 386 -4680 before 5:00 p.m. on the day of the hearing. Comments will be
accepted through 5:00 p.m. on Monday, October 23, 2006 and may be submitted,

PLANNING AND ZONING COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
October 19, 2006
Supervisors: Wally Habhegger, Lois Burri, Stan Krueger and Ron Troyer were present. Gene Ruetz was
absent and excused. Staff: Bob Bezek, Ellen Denzer, Dave Fodroczi, Bob Heise and Steve Olson.
Guests: Garth Mueller, Linda Geraghty, Mike Geraghty, Fritz Anding, Doug Rivard, Warren Bader, Loren
Smeester and Robert Speer.
Chairperson Habhegger called the meeting to order at 7:00 p.m. The next meeting for this committee will be
October 24, 2006 at the Government Center in Hudson. Krueger / Burri moved to adopt the agenda, carried.
The notice was read into the record.

Bezek used handouts to summarize the changes to the ATCP 51 administrative rules and proposed changes
to the County Zoning Ordinance to comply with the rules. He reviewed the three agricultural zoning districts
and general provisions where the proposed ordinance revisions would apply. Bezek also explained how the
definition of animal units would be replaced by a cross - reference to administrative rule NR 243. After Bezek
completed his presentation, Chairperson Habhegger allowed time for questions before opening the public
hearing. Bezek then answered several questions regarding the relationship of the proposed amendments to
subdivisions, town plans, bison, and other animals not classified as livestock.

Habhegger opened the public hearing at 7:45 p.m. Those in attendance made the following comments:
Garth Mueller suggested that we add some general provisions about grandfathering existing uses and
expressed support that the proposed amendments were not more restrictive than State requirements.
Linda Geraghty and Mike Geraghty asked that ordinance language be clarified for replacing nonconforming
structures that are destroyed.
Fritz Anding expressed concern that the proposed ordinance provisions might be too strict for young farmers
starting in the dairy industry.
Mike Geraghty commented that he was able to start farming on 20 acres with an animal waste management
plan on 300 acres of rented land.
Doug Rivard commented that he managed 10 -12 head of beef livestock and that it would be good to have
ordinance provisions in place that met State requirements.
Warren Bader expressed support for the proposed amendments since they met, but did not exceed, State
requirements.
Loren Smeester supported amendments that were not more restrictive than State requirements.
Habhegger closed the hearing and adjourned the meeting at 8:40 p.m. He thanked all of the public in attendance
for their participation in the hearing.
