June 21, 2006
Present:
Committee: Wallace Habhegger, Lois Burri, Stan Krueger, Ron Troyer, Gene Ruetz
Staff: Bob Bezek, Alex Blackburn
Call to Order: Chair Habhegger called the meeting to order at 7:00 pm.
Adoption of Agenda: Motion by Burri, 2nd by Ruetz to adopt agenda. Motion carried.
Date of Next Meeting: Two rezonings are scheduled for July 26, 2006 in Hudson. The next regular
Committee meeting will be held on August 8.
Action on Previous Minutes: A correction on previous minutes.

Item 1 Rollin Hills of Hammond: Waiver to 8

pursuant to section 13.7G2d and 13.7G2h of the St. Croix County Land Division Ordinance.
Alex Blackburn gave an overview of the site and the lot width issue. He explained the problem with rectangular
lots. Dave Peters and Ed Flanum, representing the development, also spoke about the issue and answered
questions from the Committee.
Chairman Habheggar opened the public hearing. Surveyor Ed Flanum spoke favorably about the project. No
one spoke in objection to the request. Chairman Habheggar closed the public hearing.
Motion by Krueger to approve the request so the applicant could get density bonus and maintain open space
requirement. 2„d by Burri, no discussion, motion carried unanimously.
Item 2, Jerry and Maita Yang: Request to rezone approximately 20 +/- acres of land from Agricultural to
Agricultural H in Section 28, Town of Eau Galle.
Bob Bezek gave an overview of the site and the applicant's request. Supervisor Ruetz identified that the
wetland to the West of the property is a dam. Jerry Yang was present but did not speak in regards to his request.
Chairman Habhegger opened the public hearing. No one spoke in objection to the request. Chairman
Habhegger closed the public hearing.
Motion by Krueger, 2 nd by Troyer, to approve the request based on the following staff findings and condition:
1. The Town of Eau Galle has recommended approval.
2. The request is consistent with Wisconsin § 91.77.
3. The request is consistent with the County Development Management Plan and the County Natural
Resources Management Plan based on:
a. The parcel is in the rural planning area and is an appropriate use.
b. The proposed use is consistent with minimum lot size requirements in the rural planning area.
c. The request is consistent with the surrounding neighborhood, countryside or terrain.
d. The proposed use has minimal potential to adversely impact stormwater management.
e. The proposed use has minimal potential to adversely impact water resources with
sedimentation resulting from erosion.
f The proposed use has minimal potential to adversely impact shoreland areas or wetlands and
closed depressions located in shoreland areas.
g. The proposed use has minimal potential to adversely impact closed depressions or wetlands.

h. The proposed use is consistent with restricting development on slopes in excess of 20 %.
i. The proposed use is consistent with policies to preserve woodlands, prairie remnants, unique
open spaces, or environmental corridors.
j. The request does protect or preserve agricultural land.
k. The proposed use is generally consistent or not in conflict with the St. Croix County Natural
Resources Management Plan.
4. The request is consistent with the spirit and intent of applicable County Land Use Ordinances.
5. Prior to the issuance of a building permit or occupancy permit for a use on the rezoned parcel, the
landowner shall cause a certified survey map to be made of the property and filed with the register of
deeds.
No discussion followed, the motion passed unanimously.
Item 3, Tom and Renee Patnode: Request to rezone approximately 37 - +-/- acres of land from Agricultural to
Agricultural Residential in Section 19, Town of Troy.
Bob Bezek gave an overview of the site and the applicant's request. Troy Nemmers with Humphrey
Engineering, representing the applicant, was present and spoke in regards to the request. He identified that they
are using Troy's TDR program and are preserving an environmental corridor. Habheggar wanted to note that
Humphrey's report be made part of the record. Krueger had a question about a particular lot and Nemmers
identified that it was a, requirement of Troy's ordinance.
Chairman Habheggar opened the public hearing. No one spoke either for or in objection to the request.
Chairman Habheggar closed the public hearing.
Motion by Bum, 2" by Ruetz, to approve the request based on the following staff findings and condition:
1. The Town of Troy has recommended approval.
2. The request is consistent with Wisconsin § 91.77.
3. The requsest is consistent with the County Development Management Plan and the County Natural
Resources Management Plan based on:
a. The parcel is in the rural planning area and is an appropriate use.
b. The proposed use is consistent with minimum lot size requirements in the rural planning area.
c. The request is consistent with the surrounding neighborhood, countryside or terrain.
d. The proposed use has a significant potential to adversely impact stormwater management but
can be designed to control runoff
e. The proposed use has the potential to adversely impact water resources with sedimentation
resulting from erosion which can be managed.
f. The proposed use has minimal potential to adversely impact shoreland areas or wetlands and
closed depressions located in shoreland areas.
g. The proposed use has minimal potential to adversely impact closed depressions or wetlands.
h. The proposed use is generally consistent or not in conflict with the St. Croix County Natural
Resources Management Plan.
4. With limitations, the request is consistent with the spirit and intent of applicable County Land Use
Ordinances. When considering a land division, approving authorities should place limitations on
access routes and densities in order to protect steep slopes over 30% and unique characteristics
associated with the environmental corridors that exists on the site.
No discussion followed, the motion passed unanimously.
