Date of Next Meeting: July 11 2006 Action on Previous Minutes: Motion by Krueger, second by Troyer to approve the Planning and Zoning Committee meeting minutes of May 9, 2006 minutes and June 13, 2006. County Surveyor's Dept action NA Slopes The proposed road construction will avoid the disturbance of any slopes over 12 percent. Some TRC comments 1. Staff is requesting a meeting with the applicants to discuss the placement of the septic systems in the open space. We want to make sure that each land owner knows where their mound is located. We also need to make sure that each mound can be constructed without causing damage to the other septic sites. Committee action: No action needed. County Surveyor's Dept action Needed Staff recommendation Conditional approval Conditions: 1. Submit bids for approval and financial guarantees for 120 percent of the approved amount. 2. Add notes to the erosion control plans as required by the Land and Water Conservation Department. 3. Address any revisions from the County Surveyor's office. 4. Change road name to Germain Lane. Committee action: Motion for approval with conditions by Krueger, second by Troyer. Motion carried. Croix Hills, Hammond, Section 35 - Owner(s) Troy French Agent(s) Surveyor Roger Humphrey Location Section 35, Town of Hammond Number of lots Will be 8 lots and 1 outlot totaling 40.06 acres Original parcel 40.06 acres Zoning district Ag. Residential Soil test Soil tests have been submitted and approved for lots 1 -8 Waiver request for road Conditionally approved on January 24, 2006. One of the construction. conditions was to submit bids and financial guarantees for road construction and erosion control. No bids or financial guarantees were ever received, however the road is now built. Bids and financial guarantees Not received. Township action The town has approved the map Extraterritorial action The Village of Hammond has approved the map. DOT action NA LWCD action. The LWCC has recommended approval of the erosion control plans DNR action The DNR has received the map Highway Department action The Highway Department two minor revisions. County Surveyor's Dept action Needed Staff recommendation Conditional approval Conditions: 1. Change lot 9 to an outlot, there is no approved soil test for lot 9. 2. Address minor revisions as requested by the Highway Department. 3. Address any revisions from the County Surveyor. 3 Committee Action: Motion by Krueger for approval with conditions, second by Ruetz. Motion carried Planning and Zoning Business Bills and Invoices — All members have reviewed the bills and revenues for April 2006. Chair Habhegger signed off on them. Municipal Plats — Motion by Krueger, second by Ruetz to certify no objection to the Plat of Baldwin Commercial in the Village of Baldwin, stipulating that no opinion is expressed about available wastewater capacity. Motion carried. Distribution of Municipal Recycling Grants — Jennifer Havens presented recycling grant money received for 1997 -2005 and how this money was distributed to the municipalities. She also presented a schedule of 2005 Final Payments and 2006 Preliminary Payments to the municipalities to be processed and sent out in two weeks. Land Use Ordinance Amendments — Fodroczi reported that the amendments passed by the County Board in May are being processed and will go into affect the first of July. On July 13 staff will meet with Corporation Counsel. The results will be given to the Planning and Zoning Committee the 25 of July and will be presented to the County Board in September. For July 1 l Fodroczi will put together a packet of materials for the committee's consideration on the following: 1. To address the amendment that didn't pass. 2. To discuss whether the grading and filling within 300 feet of the high water mark should be changed from a special exception to a land use permit. 3. To discuss tax certification of CSM. Sanitary Ordinance Amendment — Bob Bezek distributed sanitary ordinance 12.1. He pointed out changes made in the document. After a discussion, Troyer made a motion to approve the changes, second by Krueger. Motion carried. Committee / Department Goals and Priorities -- Fodroczi and Budrow presented a PowerPoint presentation to complete a detailed review of the Department's 2005 Annual Report. They covered the Land Information Program activities and projected 2006 budget. Budrow also gave a demonstration of the digital orthophotography and the Land Information website. 2006 Capital Outlay Plan — Fodroczi presented the Planning and Zoning suite remodeling costs. After discussion it was recommended that they continue with the project and possibly look into dry walling costs of the same project. Position Descriptions, Vacancies and Staff Recruitment - Fodroczi reported that there was a scheduled meeting between Chuck Whiting and a union representative to discuss the Office Manager position. Becky Eggen of Baldwin has accepted the position of Administrative Secretary vacated by Jessie Nye. She will start July 10th.
