CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI February 1, 2006 Supervisors: Brian Hurtgen, Wally Habhegger, and Lois Burri were present. Stan Krueger and Jan Zoerb were absent and excused. Staff: Bob Bezek, and Debbie Murphy. Vice Chair Burn called the meeting to order at 7:00 p.m. The next meeting for this committee will be February 14, 2006 at the Government Center in Hudson. New Business: Vice Chair Burri opened the hearing. The public hearing notice was read into the record as follows: PUBLIC HEARING NOTICE The St. Croix County Planning and Zoning Committee will be conducting a public hearing on Wednesday, February 1, 2006, at 7:00 p.m. at the St. Croix County Government Center, 1101 Carmichael Road, Hudson, Wisconsin, to consider the following petition(s): 1) Ralph Reed to rezone approximately 6 +/- acres of land from Ag/Residential to Commercial. Location: The SW ' / 4 of the SW ' / 4, Section 16, T30N -R18W, Town of Richmond. Information on this petition may be obtained from the office of the Planning and Zoning Department, Hudson, St. Croix County, Wisconsin. In the case of cancellation of this hearing, such notice will be announced on WIXK and WEVR Radio Stations, or call the Planning and Zoning Office Department at 715- 386 -4680 betbre 5:00 p.m. Jan Zoerb, Chairperson Planning and Zoning Committee Ralph Reed: Bezek explained that the request is to rezone approximately 6 +/- acres of land from Ag/Residential to Commercial to allow the applicant to construct a mini- storage facility. Bezek went over the request through a PowerPoint presentation, pointing out that this property is located in a residential area in the Town of Richmond. Originally the applicant wished to divide off 3 -acres for the commercial site and leave 3 -acres in Ag/Residential for the house that is located on the 6- acres, but the City of New Richmond is currently limiting land divisions under 35 acres within their Extraterritorial Plat Authority. The applicant is therefore looking to rezone the entire parcel to Commercial, with the possibility of dividing the site at a later time. Jon Haasch, agent for the applicant, reiterated that the applicant would like to keep 3 -acres in Ag /Residential, but is not allowed under the City of New Richmond authority. The applicant wishes to construct mini - storage units on the property. The following property owners voiced their opposition and concerns with the request: Jim Soderquist, neighboring property owner to the north, had concerns with traffic in and out of the site, as is a busy corner; this is a residential area and does not believe a commercial use should be located in an area where there are homes; there are covenants in this development that limit the use of the land for only residential uses. William and Wendy Becker, neighboring property owners, had concerns about the type of people that would be going in and out of the storage facility; concerns about hazardous materials on the site; property values may decrease from a commercial site in a residential neighborhood; concerns about children in the area and having strangers in and out of the property and near the homes located in the development. Bezek told the committee that this request has not been before the Town of Richmond Board. They will hear this on February 13` Staff has concerns about this commercial use in a residential area, and recommends tabling until a recommendation is sent from the town, and Bezek will check into the covenants restricting uses to residential. Habhegger asked staff to find out what the City of New Richmond has to say about this request. 1 Motion by Habhegger, second by Hurtgen and carried to table the request until a future meeting. The committee would like to receive a recommendation from the Town of Richmond and the City of New Richmond, and also to find out more about the covenants on the property.
