CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI February 28, 2006 Supervisors:, Brian Hurtgen, Lois Burri, and Buck Malick were present. Jan Zoerb, Wally Habhegger and Stan Krueger were absent and excused. Staff. David Fodroczi, Bob Bezek, Alex Blackburn and Debbie Murphy. The meeting was called to order at 8:30 a.m. The agenda was adopted. Major and Minor Subdivisions Minor Subdivisions: See attachment A: Major Subdivisions: See attachment B: Summary of plats received: Blackburn went over the spreadsheet that was given to the committee, explaining what has been submitted to the department and how they are handling the land division submittals. Bills/Invoices/Revenue: Burri has reviewed and approved the bills and revenues for January 2006. Rezoning schedule: Bezek explained that staff has talked about moving, the day for rezoning hearings from the first Wednesday of the month to the third Wednesday of the month to accommodate town meeting schedules. This will be discussed further at the March 14' meeting. Job Descriptions and Springsted Study: Fodroczi reported that the liaison group met with representatives from Springsted yesterday and discussed the concerns shared by department heads. The meeting was positive. Springsted will be giving a presentation to the Personnel Committee on Friday. Fodroczi added that the some of the job descriptions in the Planning and Zoning Department need some work as they are inaccurate. He will keep the committee updated. Discussion of Land and Water Conservation plat review services: Fodroczi stated that Pete Kling will be leaving the county and will be working for a consulting firm in the Twin Cities. Staff has discussed options for who is taking care of things in the short term, and are thinking of what to do with long term solutions. In the short term, Pam Quinn, Zoning Specialist, will work in this area until the position if filled. Discussion held. The committee agreed that it would be good to explore all options. The Land and Water Committee will meet on this next week, and staff will bring this back to the committee on March 10. The committee recessed from 9:45 a.m. to 10:00 a.m. 10:00 a.m. - Hearing: Lawrence Hansen requests a waiver to the St. Croix County Subdivision Ordinance, Chapter 13.7 B.31. Alex Blackburn went over the staff report with the committee pointing out the plan for the request to exceed the 1,000 feet maximum for a dead —end road and that an existing railroad is located on the 1 north end of the property. The Town of Hudson has recommended approval of the request. There have been concerns expressed by adjoining property owners, and letters outlining some of those concerns were given to the committee. Bill Sherman, buyer of the property and Jon Sonnentag, S &N Land Surveying spoke to the committee on behalf of this request. They went over the map of the property explaining the request to the committee. The town has expressed that they would like the road to connect to Chippewa Path. The owner would rather have a cul -de -sac, but is willing to work with the town on this. The following property owners attended the hearing to express concerns/opinions: Gale Qualls, Steve Benedict, Todd Mollinex, Brad Larson, Linda Bichert. The concerns /opinions were as follows: • No problem with road extension, but want to be sure there is connectivity that would allow future access for other landowners. • The railroad to the north may be a safety issue • Concerns with proposed accesses • Concerns with accesses encroaching on neighboring properties Hearing closed. Fodroczi explained that Conservation Design on this property as the Town of Hudson Subdivision Ordinance has a minimum lot size requirement, that would preclude it. Discussion held among committee members. Sonnentag added that they would like to work with the town on this before a decision is made. He also stated that they would agree to extend the 60 day timeframe for a decision, in order to work with the town, and then bring back to the committee at a future meeting. Motion by Hurtgen, second by Malick and carried to table the request to allow the applicant to work with the Town of Hudson on this, and place on a future committee agenda. Announcements: The "clean-up of ordinances" is ready for the March 8 hearing, and all notices out to the public. A few changes were discussed with Corporation Counsel and will take to the public hearing.
