PLANNING AND ZONING COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON WI
April 11, 2006
Present:

Call to Order: Vice Chair Burri called the meeting to order at 8:35 a.m.
Action on Previous Minutes: Motion by Krueger, 2 °a by Hurtgen to approve the
Planning and Zoning Committee meeting minutes of December 27, 2005; January 5,
January 24, February 1 and March 14, 2006. Motion carried.

1. Land Use Ordinance Applications
Municipal Plats — none submitted
Waiver Request Public Hearings to be Scheduled — Bezek noted there is one waiver
request to be included in the April 25 meeting.
2. Planning and Zoning Business
a. Bills and Invoices — The March 2006 Revenue Report and March 2006 Bills and
Invoices were reviewed by the Committee.
b. Planning Report — Budrow reported that the town planning project is near completion.
Cylon, Stanton and Pleasant Valley adopted �lans at the last town board meetings.
Hammond will adopt its plan at the April 18 town board meeting. Baldwin will adopt its
plan at the May meeting. Budrow reported that public hearings were successful with few
comments. A final closing workshop is planned for April 20 at the Hammond town hall
for review of the implementation activities. Jim Janke will go over implementation of the
plan. There has been some questions from the towns on making adjustments to their
ordinances. Fodroczi stated that the staff will be able to provide the time to help the towns
draft changes to their ordinances.
The Town of Star Prairie has received responses from its community survey. Ellen
Denzer, Jim Janke and Dave Trechter from UW River Falls reviewed those results at the
last plan commission meeting. The survey results revealed issues as expected by the plan
commission and town board in addition to some unexpected concerns. Denzer will
continue to work with the Town.
A draft comprehensive plan was received last week from the Town of St. Joseph. A public
hearing will be held on April 20. Fodroczi will review the plan and submit comments.
The notice included nothing about a public comment period.
Fodroczi reported that follow -up documentation was received on the USGS groundwater
modeling contract. USGS is finalizing the calibration of the three - county regional
groundwater model. USGS staff will come here to do a briefing on what they have done
thus far. The second stage to be done this year will be localized inset models. We will
then discuss where that should be and what the issues are. Fodroczi talked with them
about the potential of a presentation at a Planning and Zoning Committee meeting in May.
The livestock siting rules with the Department of Agriculture are being finalized. It may
be necessary to take a resolution to the County Board in May. We have an obligation to do
any related ordinance amendments prior to November 1. There is the legal question about
whether or not we should do this resolution in May. This will be worked out with Land
and Water and Corporation Counsel. If something needs to go to County Board, it will be
brought to Planning and Zoning Committee and Land and Water Committee meetings in
May.
Focroczi stated that he will present an annual department report to County Board on April
18.
c. Land Information Report — Budrow reported that we are developing a land regulation
database using retained fees and working with Code Administration staff on all the land
regulation work that they do. Data on rezonings, sanitary permits, special exceptions, and
code enforcement will be included in a single database system with a GIS component for
better management. The State of Wisconsin WLIA has received a grant to write a strategic
plan for GIS in Wisconsin. Budrow will attend a planning meeting on April 12 in Stevens
Point. It is designed to get the various stakeholders in the State in GIS and Land
Information together to look at a statewide model for GIS.
Budrow stated that there are currently 750 log -in users of the existing land information
website. Fodroczi noted that there is a bill in the Legislature that, if passed, would allow
owners to opt out and enlist the owner information on any website.
An email was received from Pierce County about an article the previous week regarding
the NAZCA software product, a land records portal. It is now online in Clark County.
Stearns County, Minnesota may insist that NAZCA make changes to make it work in that
County or the County will seek the return of a large sum of money. NAZCA suggested
that the County learn how the software was implemented in Wisconsin counties. We will
continue to watch this development.
d. Real Property Lister Update — Fodroczi reported that the Real Property information
rolled over to the current tax year last week and work roll packages are nearly complete.
The first one went out yesterday. This year a disk of the work rolls in electronic form is
included.
e. Code Administration Report - Bezek reported that a deputy zoning administrator
workshop is planned for April 26. All deputy zoning administrators and building
inspectors have been invited. Town board members are also welcome to attend. The land
information website will be demonstrated. He stated that a zoning checklist was created by
Jennifer Emmerich which will be used to ensure that building inspectors are covering
zoning districts when applying for building permits. The checklists will be returned to this
office.
f. Rezoning Schedule - Bezek reported that three rezonings are scheduled for May 17.
He also stated that the application process has now changed. All applications must be
submitted by the first Monday of the month. At the end of the first week all applications
for rezoning, board of adjustment and land divisions are packaged and sent to the towns.
This schedule gives sufficient time for plan commissions and town boards to meet to
review the applications and respond.
Bezek distributed copies of a matrix showing all applications scheduled for the month.
This will be mailed each month with instructions to the towns on the County land use
applications received for the month. This is the first month using this new format.
g. Town of St. Joseph Road Inspection Agreement — Fodroczi explained that we had a
request from the Town of St. Joseph to enter into a cooperative agreement for subdivision
road construction review and inspections. Using the agreement with the Town of Troy as a
format we worked with the town attorney. Fodroczi distributed the most recent updated
version with his changes noted and Corporate Counsel's requested language changes. One
important change is that the County can terminate the agreement. This agreement does
require full County Board approval. If approved, it will be effective for applications
submitted in May. Motion by Zoerb to approve the Town of St. Joseph town road
inspection agreement. Motion 2 nd by Krueger and approved.
Register of Deeds
a. Approval of contract for Aperture Card project for Register of Deeds Office - Kay
Walsh reported that Dana Baker helped prepare the RFP which was then put out on the
internet and also sent to vendors. Five vendors submitted proposals. The scoring
committee consisting of Walsh, Cheryl Slind and Brett Budrow scored on the technical
initiatives and Baker scored the cost proposals. $90,000 was budgeted for this project.
Midwest Micro Imaging, Inc., Golden Valley, Minnesota, was selected with a cost of
$45,625 which is a savings of $44,375. There could be some additional minimal costs
with Fidlar. Baker contacted the Midwest's references and received very favorable
comments. The company has a good history, a good Better Business Bureau rating and is
in good standing with the State of Minnesota. The company will start on May 1 and plan
to be complete by November 1. It will correct any errors for two years following. Motion
by Habhegger, 2 nd by Krueger to hire Midwest Micro Imaging, Inc. with review by
Corporation Counsel. Motion carried.
b. Update from Register of Deeds - Walsh reported that First Deputy Polly Orf retired
on February 22. She is, however, filling in when other staff are out. Geri Campbell will
take the first deputy position. Bonny Clum has been assigned as vitals clerk. The real
estate clerk position was posted and Patricia Bacon, who previously worked for a title
company, was hired and began her duties on March 27. Beth Pabst continues to work from
her home while her husband is recuperating.
Walsh stated that our first electronic recording was processed on April 7 from US
Recordings. There is a bill in the legislature to allow Registers of Deeds to accept
warranty deeds and land contracts electronically. That will be accessed through the State
Department of Revenue website.
The Department of Revenue will host a workshop for the electronic recording of
Wisconsin Real Estate Transfer Returns which we began accepting on February 6. 38 have
been received thus far. All 72 counties are now accepting transfer forms electronically.
Fidlar will host an electronic recording workshop for local users on May 2.
Announcements & Correspondence: Fodroczi announced that Jim Janke plans to retire
in July and commented on Janke's immense help provided over many years. He has been
an incredible asset to this department and is now helping with the Town of Star Prairie
survey results.

session per Wisconsin Statute 19.85 1 c for the purpose of considering performance
evaluation data of a public employee, seconded by Habhegger. Motion approved by
unanimous roll call vote. Motion by Krueger, seconded by Zoerb to come out of closed
session. Motion carried.
