PLANNING AND ZONING COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
April 25, 2006
Supervisors:, Brian Hurtgen, Lois Burn, Wally Habhegger and Stan Krueger were present. Staff: Dave
Fodroczi, Bob Bezek, Alex Blackburn, and Debbie Murphy.
The meeting was called to order at 8:30 a.m. The agenda was adopted. The next meeting is May 9, 2006.
Minutes: Burri/Habhegger moved to approve the February 28, 2006 minutes. Motion carried.
Major and Minor Subdivisions

9:30 a.m: Presentation of Rolling Hills Farm by Kim Chapman — Chapman gave a detailed presentation
to the committee of the conservation design plan for this plat. The committee thanked Chapman and
asked if he would be willing to give this type of presentation to County Board members. He stated that he
would. Fodroczi will check into this and get back to Chapman.
Summary of Plats: Blackburn reviewed the summary with the committee.
Bills/Invoices/Revenue: Burri has reviewed and approved the bills and revenues for March 2006.
Motion by Burri second by Hurtgen and carried to approve mileage reimbursement for Bob Bezek. The
90 day timeframe: for mileage reimbursement has passed, so need committee approval to allow payment.
Rezoning schedule: Bezek explained that May 17"' is scheduled for the next rezoning hearing to be held
in Hudson.
Municipal plats: None
Land Use Ordinance Amendments: Fodroczi explained that staff is going to meet with Corporation
Counsel and work on a plan to move some of these amendments forward to County Board. There will be
other revisions needed in the future with regard to the new Livestock Siting rules being put in place at the
State. Discussion held by committee. Fodroczi will talk with Timmerman and then get back to the
committee on whether or not a new public hearing is needed, and how to package the amendments. This
item will be placed on the May 9`" agenda.
Announcement: Fodroczi informed the committee that there will be a USGS regional groundwater
modeling presentation given at the Land and Water Conservation Department the afternoon of May 9
He suggested having the committee meeting over there that day so members of the committee could
attend the presentation. Discussion held. It was decided to have the May 9"' meeting in Baldwin, starting
at 10:00 a.m.

Conditions; 1. Submit financial guarantees for erosion control.
2. Address minor revisions in the erosion control plans.
3. Conditional Approval of the preliminary plat:
With a 7 -year preliminary plat life. Phases for this plat are to be
shown on the preliminary plat and reviewed and approved by the
code administrator.
4. Approval: To waive Section 18.20 of the subdivision ordinance to
allow for construction to commence prior to approval of the final
plat.
Committee action: Krueger/Hurtgen moved to approve with conditions. Motion carried on a 3 -1
vote with Habhegger voting no.

Girard Creek Preserve - Conservation Design - Concept

Slopes None indicated for concept submittal. This proposed plat was originally
submitted as a conventional design. A review of that map was completed
and it appears that slopes greater than 12 percent will not be disturbed.
Some TRC comments This proposed plat needs some changes in the layout in order to comply with
the ordinance. The cluster group must contain between 6 and 16 dwelling
units, it currently has 17 units. Lots 1 -10 could be considered cluster group
1 and lots 11 -17 could be considered cluster group 2 if there were open
space separating them, one possibility is a vegetated center median on the
road. Any cluster groups over 11 dwelling units must provide 2000 square
feet of open space per dwelling unit.
