• MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of July 7, 2006
The meeting was called to order by Chairman King at 9:00 A.M.
Roll call was taken with King, Grant, Peterson, Rebholz and Hurtgen in
attendance. Others present for all or parts of the meeting include Tim
Ramberg, Rich Loney, and Jane Bond.
A motion was made and seconded (Peterson /Hurtgen) to adopt the agenda as
published. Motion carried.
A motion was made and seconded (Hurtgen /Rebholz) to approve the minutes
of the June 9, 2006 meeting. Motion carried.
A motion was made and seconded (Peterson /King) to set the next meeting
for August 9, 2006 at 9:00 a.m. with King and Hurtgen reviewing vendors
prior to the meeting. Motion carried.
King and Rebholz reviewed the vouchers at 8:30 A.M. A motion was made
and seconded (King /Rebholz) to approve the vouchers for payment. Motion
carried.
Bond distributed and reviewed the June 15, 2006 fund balance comparing
them to the previous year's balances.
Bond and Grant reviewed the June 22, 2006 Highway Department Safety
Committee Minutes.
Seminar attendance requests were presented and the following actions
were taken:
• A motion was made and seconded (King /Grant) to allow up to three
(3) employees to attend all or part of the 2006 Wisconsin Highway
Superintendent's and Forman's Conference in. Wisconsin Rapids
September 20 through 22 2006. Cost is $57.00 per person plus
accommodations. Motion carried.
• A motion was made and seconded (Peterson /Rebholz) to allow up to
two (2) employees to attend the 2006 CHEMS conference on October
13, 2006 in Stevens Point Wisconsin. Cost is $40.00 per person.
Motion carried.
A motion was made and seconded (King /Hurtgen) to approve the following
State Project Requests; thin overlay on State Highway 63 in the amount
of one hundred fifty thousand ($150,000.00) dollars; concrete paving
repair on I -94 in the amount of fifty thousand ($50,000.00) dollars;
culvert repair in various locations for forty -eight thousand
($48,000.00) dollars; driveway removal for two thousand ($2,000.00)
dollars and seal coating on State Highway 64 for twenty -five thousand
($25,000.00) dollars. Motion carried.
Ramberg reviewed the following announcements and correspondence with the
Committee.
• Several "Thank You" notes were reviewed referring to work quality.

• Review of correspondence to the Village of Somerset regarding
request to purchase land from the Highway Department.
• Invitation from the Office on Aging to participate in a committee
dealing with the transportation needs for seniors funding.
• Receipt of additional county resolutions regarding the preservation
of transportation funds.
Review Summer Highway Conference Information Received: Ramberg and the
Committee reviewed topics discussed at the recent WCHA Summer Highway
Conference.
Update /Discuss Long -Range Strategic Transportation Matters: Ramberg
reviewed correspondence concerning long -range transportation needs for
Western Wisconsin, in particular, St. Croix County. The Committee
intends to invite experts from the State who are currently working on
similar regional feasibility studies to a future Transportation
Committee meeting.
Machinery Management Update: Loney distributed and reviewed the 2006
updated equipment needs list, noting items previously approved for
purchase and the effect on the machinery budget.
Consider Maintenance Truck Hydraulic System Proposals: Loney and Ramberg
reviewed maintenance truck hydraulic system proposals received with the
Committee. A motion was made and seconded (Rebholz /Hurtgen) to approve
the purchase of maintenance truck hydraulics from Universal Truck &
Equipment of Galesville, WI in the amount of twenty -three thousand
ninety ($23,090.00) dollars. Motion carried.
Consider Maintenance Truck Wing Proposals: Ramberg and Loney reviewed
maintenance truck wing proposals received with the Committee. A motion
was made and seconded (Peterson /Grant) to approve the purchase of
maintenance truck wings from Universal Truck & Equipment of Galesville,
WI in the amount of seven thousand three hundred eighty ($7,380.00)
dollars. Motion carried.
Consider Skid Steer Proposals: Loney and Ramberg reviewed skid steer
proposals received with the Committee. A motion was made and seconded
(Hurtgen /Rebholz) to approve the purchase of one Bobcat T -300 from Tri-
State Bobcat in the amount of forty -five thousand six hundred sixty -
eight dollars and ninety -three cents ($45,668.93). Motion carried.
Consider Crushing Proposals: Loney reviewed proposals received for
crushing at the Spooner quarry with the Committee. A motion was made and
seconded (Peterson /Hurtgen) to approve the proposal for crushing in the
Spooner Quarry from Johnson Aggregates of New Richmond Wisconsin for 1-
1/4" at $1.60 per ton; %" at $1.60 per ton; and Recycled at $1.60 per
ton. Motion carried.
Deer Park Shop Site Plan Update: Loney updated the Committee on the
progress of the Deer Park shop site plan. He shared additional requests

received to utilize the building. These types of requests would be
further investigated when building plans are being developed.
Springstead Classification Study Update: Ramberg and Loney gave an
update of the progress of the employee classification study group,
noting that the next phase will begin with another group looking at
compensation bands, finalizing the pointing of positions, etc.
2007 Budget Discussion: The group discussed upcoming items to be
included in the 2007 Highway Department budget, as well as the impact of
the rising material costs. Ramberg will keep the Committee informed as
additional budget information become available.
Other Business: There was no other business to come before the Committee
this month.
Adjournment: A motion was made and seconded (Peterson /King) to adjourn
at 12:35 P.M. Motion carried.
