CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of October 6, 2006 The meeting was called to order by Chairman King at 8:35 A.M. Roll call was taken with King, Grant, Peterson, Rebholz and Hurtgen in attendance. Others present for all or parts of the meeting include Tim Ramberg, Rich Loney, Kevin Brown, and Randi Tolonen. A motion was made and seconded (Grant / Hurtgen) to adopt the agenda as published. Motion carried. A motion was made and seconded (King /Rebholz) to approve the minutes of the September 7, 2006 meeting. Motion carried. Noting the upcoming District 6 1NC Fall Meeting in Eau Claire on October 27, a motion was made and seconded (Rebholz /Grant) to set the next monthly scheduled meeting for November 8, 2006 at 8:30 a.m. with King and Grant reviewing vouchers prior to the meeting. Motion carried. King and Rebholz had reviewed the vouchers at 8:00 a.m. A motion was made and seconded (King /Rebholz) to approve the vouchers for payment. Motion carried. Ramberg distributed and reviewed the August 31, 2006 fund balances comparing them to the previous year's balances. Ramberg and Grant reviewed the September 28, 2006 Highway Department Safety Committee Minutes. Ramberg noted the Safety Committee appreciated the additional reward. Risk Management contributed $250 for earmuffs. Ramberg reminded the Committee of the Highway Department October 10 Back Seminar in Hammond and the Annual Safety seminar to be held October 25, 2006 in Baldwin. The Risk Manager plans to pay the renewal of the Wisconsin Council of Safety Membership as a county -wide member rather than just a single department member. This will be a benefit to all of St. Croix County, not just the Highway Department. Machinery Management Committee: Loney reported that we are done with 2006 acquisitions and the 2007 process is underway. He would like permission to seek proposals for an upcoming Committee meeting for three maintenance trucks and one haul truck due to major changes on engines and truck specs with delivery in the spring of 2007. Rebholz commented that we continue to look at long -term fuel changes along with the direction regarding energy issues we want to be heading in the future. Loney also updated the Committee on the Deer Park Shop, which will be an ongoing agenda item. We expect to be on the agenda for the November Board of Adjustments meeting for a special except=ion permit. We are also on the agenda for the Town of Cylon Board meeting on October 11 to discuss planning. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 October 6, 2006 2007 Budget Discussions: The Committee reviewed. at great length the suggestion to increase the Highway Department budget and then the reduction of budget dollars from what was submitted and how this will potentially reduce the level of service. The Committee discussed bringing a motion to the County Board floor to reinstate the amount cut to the Highway Department budget. No action was taken. The Transportation Committee discussed the planed, programmed, structured, and targeted business approach practiced by the Highway Department. The Committee discussed budget goals, increased costs, management flexibility and latitude, and alternative revenue source potentials. It was recommended that the entire Transportation Committee be present at the Finance budget meeting next year. A motion was made and seconded (Peterson /Rebholz) asking Chairman King to speak to these concerns at the upcoming County Board budget hearings. Motion carried. Consider 2007 Budget Resolutions: Ramberg presented the 2007 Budget Resolution for the Transportation Committee that reflects the cuts made by the Finance Committee. This was approved and signed by the Committee with concerns, pending any more new information received prior to the October 31, 2006 County Board meeting. Consider Approval of Jurisdictional Transfer of Portion of CTH U (Town of Troy Resolution): A motion was made and seconded (Hurtgen /Peterson) to approve the JT of a portion of CTH "U ". Motion carried. Jurisdictional Transfer Update, Village of Hammond: Ramberg reviewed discussions taking place with the Village of Hammond regarding joint proposed transfers for those portions of CTH "T" and CTH "J" within the extended Village limits. CTH "C" Excess Right of Way Request to Purchase A landowner along old State Highway 35/64 contacted the State regarding purchasing a portion of right -of -way on the new CTH "C ". The state directed him to contact the Highway Department. Highway Department records indicate that the Village of Somerset has jurisdiction of the property in question. Ramberg will refer him to the Village. Consider Equipment Charging Policy: Ramberg distributed an updated and compliant Vehicle Use Policy. A motion was made and seconded (Peterson /Hurtgen) to accept the updated policy. Motion carried. Discuss and Consider Mailbox Encroachment Policy Update: Loney updated the Committee on mailbox policies in other states, impacts of the policy and what could be covered. Update /Discuss Long -Range Strategic Transportation Matters: Ramberg noted a passenger and commuter rail meeting to be held on October 13 in Menomonie. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 October 6, 2006 Consider Seminar Attendance Requests: A motion was made and seconded (Rebholz /Grant) to allow up to 3 employees to attend the Highway Safety Seminar Eau Claire, Wisconsin on November 7, 2006 at a cost of forty - five dollars ($45.00) per person. Motion carried. Consider State Projects Requests: Ramberg reviewed the WISDOT 2006- 2007 Maintenance Cost Comparison and Proposed Allocations for 2007. The state is working on lowering reserves and increasing routine maintenance funds. Ramberg reviewed the following announcements and correspondence with the Committee: • Loney & Harer attended a meeting at the Minnesota Regional Transportation Management Center. Loney noted information that shows where all the metro area cameras are located to monitor traffic in the St. Paul - Minneapolis area. The Center would like to place two cameras in the I94- Hudson area. • Received a compliment from a resident regarding the work the Highway Department did on the Pine Lake project. • STH 64 and CTH "T" intersection improvements were discussed. Improvements were made over and above the standard guidelines. Rumble strips were installed on northbound CTH "T" to alert drives that are not conscious of their surroundings of the upcoming stop signs in addition to the stop ahead signs previously in place. • Reviewed the request for the State to review the CTH "C" curve. The State reported back that justification for changes were not found. • Discussion of the CTH "K" and County Farm property took place. The Highway Department sent a note to Administration with their concerns with the plans changed by Administration. The Highway Department noted that an infiltration /retention pond was constructed east of this intersection, which is different than the impression the Highway Department and the Transportation Committee had for the intent of the change by Finance, Administration and the County Board. • Reviewed a letter from the County Engineer to Mashuda Contractors regard sanitary sewer lines and the inspection of sewer pipes in the City of New Richmond.
