MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of April 7, 2006
The meeting was called to order by Chairman King at 9:00 A.M.
Roll call was taken with King, Grant, Jacobson, Peterson and Rebholz in
attendance. Others present for all or parts of the meeting include Tim
Ramberg, Rich Loney, Kevin Brown, and Jane Bond.
A motion was made and seconded (Jacobson /Peterson) to adopt the agenda
as published. Motion carried.
A motion was made and seconded (Grant /Rebholz) to approve the minutes of
the March 17, 2006 meeting. Motion carried.
A motion was made and seconded (King /Rebholz) to set the next meeting
for May 9, 2006 at 9:00 a.m. with King and Peterson reviewing vendors
prior to the meeting. Motion carried.
King and Jacobson reviewed the vouchers at 8:30 A.M. A motion was made
and seconded (King /Jacobson) to approve the vouchers for payment.
Motion carried.
Bond distributed and reviewed the year -end fund balance comparing them
to the previous year's balances.
Bond reported that the Safety Committee met on March 30 She updated
the Committee on the Safety Committee discussions.
Ramberg reviewed several seminar attendance requests with the Committee.
A motion was made and seconded (Peterson /Grant) to allow up to two (2)
employees to attend WCHA Bridge Maintenance training in Eau Claire
Wisconsin on April 20, 2006 at a cost of forty -five dollars ($45.00) per
person. Motion carried.
A motion was made and seconded (Rebholz /King) to allow up to two people
to attend the 2006 WCS Health and Safety Expo in. the Wisconsin Dells
April 25 and 26, 2006 at a cost of two hundred ninety -five dollars
($295.00) per person. Motion carried.
The OSHA requirement for ongoing forklift operator training at the
Highway Department was discussed. In an effort to provide the most
effective training to our employees, the Safety Committee requested
consideration of in -house forklift operator trainers. A motion was made
and seconded (Peterson /Rebholz) to allow up to two people to attend the
WCS Forklift Operator Trainer training on April 24, 2006 in the
Wisconsin Dells at the cost five hundred thirty -nine dollars ($539.00)
for both participants. Motion carried.
Ramberg noted that Nortrax was holding an open house in Eau Claire
Wisconsin.
There were no State Project Requests this month.

Ramberg reviewed the following announcements and correspondence with the
Committee.
• May 12 District 6 Commissioner's and Committeemen's meeting in
Mondovi.
• Motor vehicle accident at CTH "M" and 170 street.
• Status of removal of driveways on CTH "A ".
• Overview of discussions at the recent TDA Fly -In.
Stillwater Bridge /Crossing Update: Ramberg noted there had been no
significant changes on the status of the Stillwater Bridge /Crossing
progress. St. Croix County is currently waiting for documents to sign.
Machinery Management Update: Loney distributed and reviewed the 2006
updated equipment needs list noting items previously approved for
purchase and the effect on the machinery budget.
Review and Award Culvert Proposals Loney reviewed the culvert proposals
received. A motion was made and seconded (Jacobson /Peterson) to approve
purchasing of culverts and various attachments from both Contech
Construction, Madison, Wisconsin and Johnston Fargo Culvert, St. Paul,
Minnesota on an "as needed" basis, depending upon price, availability
and delivery schedules. Motion carried.
Review and Award Guardrail Proposals: Loney reviewed the guard rail
proposals received. A motion was made and seconded (Peterson /King) to
approve purchasing of guard rail and accessories from Timme Inc,
Endeavor, Wisconsin or other vendors on an "as needed" basis, depending
upon availability and pricing. Motion carried.
Review and Award Hotmix Material Proposals: Loney reviewed the hotmix
proposals received. A motion was made and seconded (Rebhol z/ Peterson)
to award the 2006 hotmix proposal to Monarch Paving of Turtle Lake,
Wisconsin for $34.00 per ton coldmix, $28.98 per ton for hotmix type E -1
or E -0.3, $34.25 per ton for hotmix type E -3, and $36.85 per ton for
hotmix type E -10, all picked up at their New Richmond Plant, and
quality control testing for $.15 per ton. Motion carried.
Review and Award Road Oil Proposals: Loney reviewed the proposals
received for road oil. A motion was made and seconded (Jacobson /King) to
award the 2006 road oil proposal to Marathon /Ashland Company of Eau
Claire, WI for CRS -2 sealcoat oil applied at $1.125 per gallon, CRS -2L /P
sealcoat oil applied at $1.425 per gallon, CRS- 2 /HFRS -2 sealcoat oil and
MS -2 Oil picked up at $1.00 per gallon and the 2006 hotmix oil PG58 -28
to Flint Hills Resources of Steven's Point, Wisconsin for $307.83 per
ton and SC coldmix Oil for $1.8072 per gallon. Motion carried.
Review and Award Milling and Crushing Proposals: Loney reviewed the
milling and crushing proposals received. A motion was made and seconded
(Jacobson /Peterson) to award the milling and crushing proposals to The
Kraemer Company, Inc. of Plain, Wisconsin for four thousand six hundred
ninety -five dollars ($4,695.00) per mile milling, two thousand six

hundred forty -five dollars ($2,645.00) per mile reclaimed, $.09 per
square foot for urban mill and crush and $.09 per square foot for six
(6) foot wide milling and $.09 per square foot for profile milling or
Mathy Construction Company, of Onalaska Wisconsin on an "as needed"
basis, depending upon availability and pricing. Motion carried.
Discuss and Consider Mailbox Encroachment Policy Update: Ramberg
distributed information regarding mailboxes and other encroachments on
right of way. This information will be discussed at a later meeting.
Year -end Financial Closing Update: Bond noted that the financial books
have been completed for 2005. The Report of Financial Operations will
be ready for review at a later meeting.
Summer Work Schedule: Ramberg gave an overview of the maintenance and
construction projects scheduled for this summer.
Consider Unpaid Leave of Absence Request: A motion was made and seconded
(Peterson /Jacobson) to approve an unpaid leave of absence request.
Motion carried.
Other Business: A motion was made and seconded (Peterson /Grant) to
formally recognize the accomplishments made by Jacobson during his time
on the Transportation Committee and thank him for all of his
contributions to St. Croix County. Motion carried.
Adjournment: A motion was made and seconded (Peterson /Rebholz) to
adjourn at 11:43 A.M. Motion carried.
