MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of December 7, 2006
The meeting was called to order by Chairman King at 8:30 A.M.
Roll call was taken with King, Grant, Peterson, Rebholz and Hurtgen in
attendance. Others present for all or parts of the meeting include Tim
Ramberg, Rich Loney, Jim Harer, Jane Bond, Representative John Murtha
and Kevin Brown.
A motion was made and seconded (Hurtgen /Petersoni) to adopt the agenda as
published. Motion carried.
A motion was made and seconded (Hurtgen /Rebholz) to approve the minutes
of the November 8 th 2006 meeting. Motion carried.
A motion was made and seconded (Peterson /Hurtgen) to set two meetings
for December 19, 2006 at 8:30 a.m. at the Government Center and the
regular meeting for January 9 2007 at 8:30 a.m. at the Highway
Department Office with King and Hurtgen reviewing vendors prior to the
meeting. Motion carried.
King and Grant reviewed the vouchers at 8:00 A.M. A motion was made and
seconded (King /Grant) to approve the vouchers for payment. Motion
carried.
Bond distributed and reviewed the November 15, 2006 fund balance
comparing them to the previous year's balances.
The following seminar attendance requests were considered:
A motion was made and seconded (Peterson /Rebholz) to the Commissioner to
attend the Transportation Development Association Conference (TDA)on
March 14 & 15 2007. Wisconsin County Highway Association (WCHA) will
cover registration and transportation costs. Motion carried.
A motion was made and seconded (King /Hurtgen) to allow up to 2 employees
to attend the 2007 NACE Annual meeting in Milwaukee Wisconsin April 22
through 26 2007 at a total registration fee of four hundred twenty -
five dollars ($425.00) plus accommodations. Motion carried.
Ramberg reviewed the 2007 Winter Highway Conference.
There were no state project requests to present this month. Ramberg
noted WisDOT is working on another sign program in 2007.
Ramberg reviewed the following announcements and correspondence with the
Committee.
• Presented a Christmas card /note of thanks from the Town of Cylon.
• Noted the Finance Committee will review a presentation of the
proposed employee compensation plan.

• Acknowledged a letter from Senator Harsdorf regarding St. Croix
County resolution (37)2006 supporting the segregation of
Transportation funds.
• Distributed the 10/27/2006 WCHA Northwest Region Fall minutes.
• Correspondence regarding removing a driveway on CTH "VV".
• Reviewed WCHA Executive Committee meeting with the Secretary of
Transportation.
• Noted the Deer Park Shop site is on the December 28, 2006 Board of
Adjustment agenda.
• Thank you note to the Zoning Department for the donation of the
conference table and chairs.
Discuss and Consider Mailbox Encroachment Policy Update: Ramberg and
Harer distributed and reviewed documentation regarding rural mailbox
guidelines along with a letter to local Postmasters regarding the
Transportation Committee's guidelines. A motion was made and seconded
(Peterson /King) to adopt the Rural Mailbox Guidelines as presented. A
copy of the guidelines is planned to be given to each Town Chairman,
requesting that a copy be given to each person applying for a permit.
Motion carried.
Review WisDOT 2007 Routine Maintenance Agreement (RMA): Ramberg
discussed the terms of the 2007 RMA. A motion was made and seconded
(Hurtgen /Peterson) to approve the 2007 Routine Maintenance Agreement
(RMA) with a letter drafted to WisDOT noting St. Croix County's state
maintenance concerns addressed. Motion carried.
Jurisdictional Transfer Update, Village of Hammond: A motion was made
and seconded (King /Hurtgen) to approve the jurisdictional transfer with
the Village of Hammond on CTH "T" and CTH "J" as presented in the
Village of Hammond resolutions #11106 and #11206. Motion carried.
Jurisdiction Classification Map Update: Ramberg reviewed correspondence
to Jeff Abboud regarding the Transportation Committee's position on
WisDOT's request for changes to the functional classification map.
Machinery Management Consideration: Loney distributed the 2007 machinery
priority list. A motion was made and seconded (Rebholz /Hurtgen) to move
forward with acquisition of items 1 through 24 as outlined. Motion
carried.
Update /Discuss Long -Range Strategic Transportation Matters: Ramberg and
Loney reviewed the status of the Stillwater bridge /crossing as well as
the latest information from the West Central Wisconsin Rail Coalition
meetings.
Additional Revenue Source Alternative Discussion Ramberg discussed
information regarding Hotel and Wheel tax revenue. He noted that WCHA
is looking into a statewide implementation of local registration fees.
The Committee concurred that the Transportation Committee is not in a
position to initiate a county hotel tax, and feels the Finance Committee
is a more appropriate committee to look into it. The Transportation

Committee will continue to investigate wheel tax revenue as part of a
joint effort with WCHA.
Other Business: Ramberg gave an update of the status of the Highway
Department History project.
Adjournment: A motion was made and seconded (Peterson /Hurtgen) to
adjourn at 11:45 A.M. Motion carried.
