Present: Ronald Raymond, Jan Zoerb, Lois Burri, Bill Peavey, Gene Ruetz, Lee Milligan, Jim
Janke, Kimberly Reaman, Jon Behling, Mary Lestrud, Martha Mabis, and Mike Perkl.
The meeting was called to order by Chairman Ron Raymond.
Date of next meeting was set for August 19 at 1 pm. Next regular meeting was set for
September 6, 2005
Burri moved that the agenda be adopted as presented. Peavey seconded the motion. Motion
carried.
Ruetz moved that the previous meeting's minutes be approved. Burri seconded the motion.
Motion carried.
Peavey moved that the vouchers be approved. Ruetz seconded the motion. Motion carried.
Administrative Report
Federal Budget —Mike Perkl, UWEX Western District Director, reported that the formula
funding from the Federal budget has been maintained for Extension.
State Budget — Perkl reported that Extension's portion of the UW- System budget reduction is
$729,000. This is a reduction to permanent base cuts.
County Budget — Reaman distributed the preliminary 2006 budget which did not include county
wage and fringe figures or Agent salary and fringes for the Family Living position and
Horticulture Educator position. The budget is due to the County Finance Department by August
22. Reaman and Heise proposed three potential dates to meet to finalize the department's
budgets. The committee will meet on August 19, 1 pm at the Ag Services and Education Center.
Personnel — Perkl presented a 30 years of service plaque to Mary Lestrud, Family Living Agent.
Perkl also discussed the upcoming vacancies created by Lestrud's retirement on November 2 and
Behling's resignation on September 1.
It takes approximately 3 months to advertise, recruit and interview for each position. The
interview team is determined by the county. Often county committees will bring in additional
people to provide feedback but they don't vote.

The position description for the Family Living, Horticulture Educator and WNEP (Wisconsin
Nutrition Education Program) Coordinator were distributed. The WNEP position is fully funded
through the Federal budget. Perkl will be available and schedule an additional meeting with the
committee to review position descriptions. The recruitment and hiring process for the
Horticultural Educator and WNEP Coordinator will begin in November and the Family Living
position in January.
Motion by Zoerb, second by Burri regarding the positions:
* The Family Living position be posted as 1 FTE (100 %) and a salary cap of
$45,000.
�k The Horticulture Educator position be posted as a.5 FTE (50 %) and a salary cap
of $38,000.
* The WNEP Coordinator position be posted as a.7 FTE (70 %).
Motion passed.
4 -H Youth Development Agent's Report
Positive Youth Development Through Camping Programs — Reaman and Vanderloop
reported on the purposes of counselor training: 1) preparing counselors to work effectively with
campers and 2) gaining leadership skills through planning and implementing the camp program.
Preparing counselors to work effectively with campers involves several aspects: creating the
cabin environment; redirecting behavior before discipline is necessary; keeping campers safe and
healthy. Reaman shared part of a lesson she taught on stereotypes and how stereotypes can
hinder communication. Vanderloop shared what she personally gained through her experiences
as a counselor and then in the Jr. Director role in her last year of 4 -H.
Update of other Summer Programs — Reaman reported on the 4 -H Interstate Exchange, the
camp program and registrations for the WI State Fair
Family Living Agent's Report
Lestrud showed power point slides of youth participating in the summer 4 -H events. Evaluations
were shared showing outcomes of the For Your Image Day. Lestrud will meet with the 4 -H
Clothing Committee to plan next summer's event and do the accompanying grant- writing prior
to retirement.
Lestrud has been meeting with the Family Resource Center personnel, finance, fundraising,
board and executive committees to work with policy development at the center and to help plan
major grant- writing to facilitate center expansion into Pierce and :Polk Counties, Lestrud is also
negotiating her role at the center following retirement.
The current focus for the nutrition program is food safety as it applies to summer picnics, and
Martha Mabis will also have a booth at Farm City Day on whole grains as well as hunger
awareness. Our St. Croix County Nutrition Program focuses mostly on meeting with WIC clients
(low- income families with young children) - - -82 days per year, and also with building awareness
of hunger and food availability for hungry residents.
Resource Agent's Report
Janke has been contacted by the City of Hudson requesting an update to the downtown parking
study that was done five years ago. Janke and the Survey Research Center will conduct a total of
15 separate occupancy counts of street and public parking lots spread throughout the day and
evening on Aug 17, 19, and 20. They will also conduct 300 intercept interviews with downtown
visitors to learn where they parked and gather opinions about the parking situation. Additional
elements of the project that are scheduled for this fall include an opinion survey of downtown
business owners and employees and a survey of residents in the Hudson area.
Local governments in the New Richmond area (City of New Richmond, Towns of Erin Prairie,
Richmond, Stanton, and Star Prairie) have asked for Extension's assistance in developing a
cooperative boundary agreement. Janke and Extension Specialist Alicia Acken have agreed to
work with the group to provide educational support and facilitate the process.
UW -River Falls is organizing local governments in Western Wisconsin for the purpose of
intergovernmental collaboration. Janke is serving on the planning committee.
Six small businesses attended the July management counseling sessions in New Richmond.
Janke is on the Search and Screen Committee for the permanent director of the Small Business
Development Center at UWRF.
Janke distributed results of the survey of local officials regarding their interest workshops on
various land use and comprehensive planning topics. The same survey was also sent out by the
Janke's counterparts in Pierce, Polk, and Dunn Counties. The data will be used to plan
workshops.
Ruetz moved to adjourn. Burn seconded the motion. Motion carried.
