Present: Ronald Raymond, Lois Burri, Bill Peavey, Gene Ruetz, Jim Janke, Kimberly Reaman,
and Mary Lestrud
Absent: Jan Zoerb and Lee Milligan
The meeting was called to order by Chairman Ronald Raymond at 9:00 a.m.
Date of next meeting was set for Tuesday, Oct. 4 at 9:00 a.m.
Gene Ruetz moved that the agenda be adopted as presented. Lois Burri seconded the motion.
Motion carried.
Bill Peavey moved that the previous meeting's minutes be approved. Gene seconded the motion.
Motion carried.
Bill moved that the vouchers be approved. Lois seconded the motion. Motion carried.
ADMINISTRATIVE. REPORT
Federal Budget Update —No report.
State Budget Update— No report.
County Budget— Reaman distributed the Revenue Cover Sheet for the 2006 budget. Motion by
Burri, second by Ruetz to approve the Revenue Cover Sheet. Motion passed.
Personnel – The 133 contract between the Board of Regents of the University of Wisconsin
System and St. Croix County for the fiscal period of July 1, 2005 to June 30, 2006 was reviewed.
The contract outlines the agent's salaries and fringe benefit rates. A 2% increase has been
projected for the upcoming year. Extension Committee members present signed the contract.
4 -H YOUTH AGENT'S REPORT
4 -H Leaders' Recognition Banquet – The banquet is October 11, 7 pm at the American Legion
in Baldwin. Committee members will receive an official invitation. Burri and Ruetz agreed to
help present the Years of Service Awards to 4 -11 leaders.
Grow 4 -H Campaign – Rachel Ackley has been hired as the Grow 4 -H coordinator. The part
time, limited term, position and expenses are covered through an Urban Initiative Grant awarded
to St. Croix County, Pierce County, Dunn County, Eau Claire County and LaCrosse County.
The focus of the Grow 4 -H Initiative is to market 4 -H to the new and underserved audiences in
the 5 counties and hopefully start new 4 -H clubs.
Managerial Beef Animals – Reaman discussed a current situation with an adult, who is not a

certified 4 -H leader and four 4 -H members regarding an arrangement they had with market beef.
The steps developed to address the issue were discussed.
Shooting Sports Committee Update — Reaman discussed the situation regarding two leaders in
the 4 -H Shooting Sports Committee and updated the committee on progress made to date as well
as future steps.
RF,SOIJRC'F, AGENT'S REPORT
Janke discussed the downtown Hudson Parking Study. The counts of occupied parking spaces
and interviews with downtown visitors were conducted on August 17, 19, and 20. Five
occupancy counts were done on each date. A total of 287 visitor surveys were completed. Janke
is preparing the occupancy data to be displayed on maps.
Small business management counseling was held in Hudson on August 30. The next session is
scheduled in New Richmond on September 27. A workshop on Business Feasibility Analysis is
scheduled in New Richmond on September 26. The interim director at the UW -River Falls
Small Business Development Center has been hired as the permanent director.
Janke met with the New Richmond Boundary Committee on August 31. He made arrangements
for George Hall from the State Department of Administration to meet with the committee to offer
his guidance and suggestions regarding how to proceed.
Four business owners have been interviewed by Janke for the newspaper series on
entrepreneurship in the business services sector. The next step will be to write the articles for
these before conducting more interviews.
Janke is part of a team organizing a Western Wisconsin Entrepreneurs and Inventors Network
modeled after similar organizations in Juneau County and Eau Claire /Chippewa Counties. The
network hosts quarterly meetings for aspiring entrepreneurs and inventors to converse with each
other and to experience an educational presentation. The topic for the first meeting will be about
angel investing.
FAMILY LIVING AGENT'S REPORT
Mary shared copies of the new Family First newspaper. Seven thousand copies are in
distribution to young families throughout the county, and the free newspapers are available at
many businesses and agencies throughout the county. Mary chaired the committee that
spearheaded this project and works as part of the editorial board. The remainder of Mary's report
was deferred until next time in the interests of time.
