Present: Ronald Raymond, Jan Zoerb, Lois Burri, Bill Peavey, Gene Ruetz, Lee Milligan, James
Janke, Kimberly Reaman, Martha Mabis
The meeting was called to order by Chairman Ronald Raymond at 9:04 a.m.
Date of next meeting was set for Tuesday, January 3, 2006 at 9:00 a.m.
Gene Ruetz moved that the agenda be adopted as presented. Lois Burri seconded the motion.
Motion carried.
Ron Raymond moved that the previous meeting's minutes be approved. Lois Burri seconded the
motion. Motion carried.
Bill Peavey moved that the vouchers be approved. Lois Burri seconded the motion. Motion
carried.
ADMINISTRATIVE REPORT
Federal Budget Update —No report.
State Budget Update— No report.
County Budget - Reaman reported on the status of the 2005 budget. The department was able to
cover the cost of the unused leave from Lestrud's retirement out of the 2005 budget.
WACEC Update - Raymond reported the District WACEC Annual Meeting will be April 7,
2006.
Personnel:
• Staff discussed with committee the reduction of one FTE support staff as a result of the
$46,000. cut to the UWEX budget
• Reaman discussed the county bylaw which dictates contracts be signed by the Administrative
Coordinator, the Clerk, and the Chair. Historically, the annual contract to renew the agent's
contract for services has been signed by the Extension Committee. In the future, the Ag and
Extension Committee will review the contract, authorize it as the parent committee and
forward it to the Administrative Coordinator with an appropriate recommendation.
• Reaman distributed an updated shared leadership proposal for 2006. The administrative
responsibilities completed by Lestrud were re- distributed to Milligan, Janke and Reaman.
Motion by Zoerb, second by Burri to approve the shared leadership for administrative
responsibilities for UW- Extension for 2006.
• The Wisconsin Nutrition Educator Program (WNEP) coordinator interviews were held in

November. This is a 70% position between Polk and St. Croix County funded by Federal
funds. An offer has been extended to a candidate.
• Preliminary interviews were held for the 50% Horticulture Educator position. These
candidates will be participating in the final interviews December 21. Raymond and Reutz
will participate in the interviews.
• The Family Living position will be posted the beginning of January.
4 -11 YOUTH AGENT'S REPORT
Grow 4 -11 Initiative — Three new clubs have been started in St. Croix County as a result of the
Grow 4 -H Initiative. This winter, Reaman will randomly select three existing clubs, one large,
one mid size, and one small club to complete an extensive club assessment. Each club will be
asked to include a team of youth, leaders and parents to participate in the assessment.
Relational Aggression — This is one of the research round - tables that Reaman participated in at
the National 4 -H Agents Conference. Reaman shared the basic concepts of relational aggression
and how it differs from physical and direct verbal aggression. Reaman also discussed the use of
technology in relational aggression. The 2006 National 4 -H Agents Conference will be hosted in
Milwaukee Oct. 22 -26. Reaman is a tri-chair for the overall conference and anticipates between
1,000 and 1,200 4 -H professionals to attend the conference. Featured speakers have been
confirmed and include Dr. Margaret Wheatley, an organizational leadership theorist; Bill
- Stanczykiewicz, from the Indiana Youth Institute; Dr. Richard Lerner, presenting a 4 -H Study on
Positive Youth Development; and Nancy Redd, a 4 -H Alumnus who was Miss Virginia and just
graduated from Harvard Law School.
St. Croix County Plat and Directory — The 2005 Plat Books are in and available for $25.
RESOURCE AGENT'S REPORT
The Legislative Call Trip is being planned for late February. Under the leadership of the
Economic Development Corporations, several priority topics have been identified at listening
sessions last month.
Six clients participated in the small business management advising sessions on November 17.
An additional seven clients received services outside of the sessions. The next day of business
advising is December 17, and all appointments are filled already.
Janke described the Issues and Opportunities workshop that initiated the public participation
activities for the Star Prairie Town Plan.
The New Richmond Boundary Committee continues to make progress at the November 30
meeting. The next step will be for the towns of Richmond and Star Prairie to meet with the City
officials to begin to work on the content for a boundary agreement.
Janke is working with the Town of Emerald and the Town of Star Prairie to develop citizen
opinion surveys on land use issues.
The data collection for the various surveys within the Hudson Downtown Parking study is nearly

AGRICULTURE AGENT'S REPORT
Milligan conducted three Milk Money programs in November.
Milligan and Greg Andrews coordinated a pilot Corn Hybrid Selection program at the Red Barn.
Over twenty producers and agronomists participated. This format may be used in the future in
neighborhood meetings.
The Farm City Day Committee met with Milligan. Scott Nelson is the new general chair of the
committee.
Farm and office visits included farm management, manure management, compost barns, milk
quality, corn storage, dairy and beef nutrition, and livestock facility issues and concerns.
Milligan has been involved in coordinating local and area educational activities for the winter
meetings. These include a Compost Barn Tour, Low Cost Parlor II, Ag Lender's Conference,
Growing Wisconsin Agriculture, Building A Vision series, Pesticide Applicator Training,
Nutrient Management Planning, Swine Management for Beginners, and other crop, livestock,
and farm management programs.
