April 20, 2005

Chairman Mehls called the meeting to order at 4:00 p.m.
The Agenda was adopted on a Jacobson/Grant MOTION.
The Minutes of the March 9, 2005 Emergency Management/Emergency Communications Committee Meeting were
approved on a Grant/Struemke MOTION.

Line of Succession for Emergency Management Director for EOC Activation
The Committee discussed this issue as it pertains to the Memorandum of Understanding that is being presented to
the Village of Baldwin and all subsequent MOUs that are made with the municipalities. The line of succession to
activate the EOC would be: I s '- Emergency Management Director, 2nd —Sheriffs Dept. Chief Deputy and Yd —
Risk Manager, which will be discussed with the Administrative Coordinator. This was made on a
Struemke /Jacobson MOTION.
Memorandum of Understanding with the American Red Cross
This MOU was prepared by the Red Cross, which they want with Emergency Management. It has been reviewed
and modified by Corporation Counsel. A Jacobson/Grant MOTION was made to accept it and pass it onto Board
Chairman Malick for his signature.
Emergency Management COOP -COG PIan
Colvard presented the plan to the Committee. The plan was developed for the department identifying how the
department would function if there was a disaster that prevented operations in the Government Center for a period
of time. A Mehls /Jacobson MOTION was made to accept the plan as written.
Emergency Communications COOP -COG Plan
Swetlik presented the updated Emergency Communications Plan including their policies to the Committee. A
Mehls /Grant MOTION was made to accept the plan.
Combined Meeting with the Village of Baldwin
Village of Baldwin personnel arrived at 5:00 p.m. to participate in a joint meeting with the County.
Village of Baldwin personnel included: Duane Russell, W.P. Zwenlingen, Greg Larson, Don McGee,
Claire Stein, Ken Brate, Doug Newton and Cindy Deringer
Memorandum of Understanding with the Village of Baldwin
Colvard explained the reasoning behind the use of an MOU with municipalities that may use county equipment
during an emergency. The Village approved the MOU and will sign it and return two original copies to County.
National Incident Management System Requirements due by Sept. 30, 2005
The State has adopted the NIMS (National Incident Management System). Each municipality /agency will need to
adopt, in resolution form, this system as the way to handle emergencies in order to participate in preparedness grant
monies. The deadline for adoption is September 30, 2005. It consists of completion of an Independent Study
Course #700 to be completed by Public Works, EMS, Fire, and Police personnel. This course can be taken either
by computer or WITC will teach the class for a fee, or the EM Director can present the class for municipal
personnel. Colvard handed out additional information identifying the five components of NIMS. He also
explained in detail the elements of the NIMS. If any community or agency has any questions or concerns about
NIMS, they can contact him.
Tour Backup Communications and EOC Facilities
Chairman Mehls provided a tour of the facility identifying the EOC and its equipment and the Backup
Communications Center and its equipment, which could be used by the Village in the event of a disaster or major
emergency situation.
Swetlik provided a tour of the Emergency Communications back -up center as well as the Communications Van.
Recommendation was made by the Village that the County put together individual boxes of equipment that could
be used by a municipality in the event of a disaster. This idea was presented to help identify what costs
municipalities would be liable for it they used the EOC. Also, the equipment: would be comparable with the
equipment used by the County.
6:00 p.m. The Village of Baldwin personnel had to leave the combined meeting and re- adjourn at their
Village Hall to continue their meeting. The Committee continued its meeting.
Power Failure Damage
There was a power failure in February, which resulted in an interruption of power to the Communications Center.
This failure ruined two 30 -button key set phones in Communications and damaged the UPS System. This incident
has been turned into the County's insurance company at the recommendation of Risk Management, and they are
waiting for their reply. Communication's damages were approximately $7,100 and Computer Service's damages for
the UPS was approximately $730. The majority of the costs are hoped to be covered by the insurance company.
Emergency Service Agency Representative's Concerns and Issues

Emergency Management Director's Report
The Office of Justice Assistance is auditing the 2003 Equipment Grant documentation and actual purchases on
April 20th and 21st. So far, the State team has complimented the Emergency Management Dept. for its
accountability of the equipment.
Colvard attended and completed a Hazardous Material Technician Level course at CVTC in Eau Claire.
Pierce County requested that Colvard be an evaluator for their Full -Scale School Exercise in Spring Valley, on
April 30th.
Emergency Management is hosting a three -day Critical Incident Management Class, that is 100% funded by the
state. This course was requested by a few law enforcement departments. There are 28 participants in the class.
There will be a Public Health Mass Immunization Training Session at St. Croix Central High School on June 23rd.
Mehls explained the concept of mass immunization and the problems associated with it. Eight to ten people from
New Richmond are going to participate in the training.
Emergency Communications Director's Report:
The Cellular E911 Grant application has been submitted. The amount requested is in the range of $437,000. An
answer is expected by the end of June, 2005.
The Interoperability Grant is being managed by Technical head Telecommunicator Steve Bahneman. Steve has sent
out surveys to 38 individual Police, EMS, and Fire personnel that serve St. Croix County. To this date, 17 surveys
have been returned. Bahneman has compiled the information on the surveys and forwarded it to Ellert and
Associates (the consulting firm awarded the contract to coordinate the interoperability study) who will assess the
needs of all the counties involved.
Bahneman will also be attending the upcoming Regional Meeting in Black River Falls.
