Special Meeting
September 15, 2005
Meeting called to order by Chair Swenson at 8:3o a.m. Present: Clarence Malick,
Ralph Swenson, Esther Wentz, Daryl Standafer and Stan Krueger (Krueger arrived at
8:35). Staff present: Administrative Coordinator Chuck Whiting, Human Resource
Director Deb Kathan, Finance Director Michelle Pietrick and County Clerk Cindy
Campbell.
Motion by Standafer, 2nd by Wentz to adopt the agenda. Carried unanimously.
Swenson indicated the date of the next meeting is September 28, 2005.
NEW BUSINESS
i. Mileage Reimbursement Rate. Swenson stated the IRS increased the
mileage rate from $.405 per mile to $.485 effective September 1, 2005 until December
31, 2005. Pursuant to the county's policy, mileage reimbursement is set by the County
Board of Supervisors and corresponds with the rate used by the IRS for tax purposes.
Malick indicated previously the Finance Committee approved the last increase and
announced the increase to the County Board. Pietrick indicated vouchers submitted
for mileage since September ist are being held pending mileage rate clarification.
Motion by Standafer, 2nd by Malick to adopt the mileage rate of $.485 effective
September 1, 2005 effective to the end of 2005 to be consistent with the IRS. Carried
iunanimously.
2. Meal and Lodging Reimbursement Rates. Human Resource
Director Deb Kathan has received updated meal and lodging reimbursement amounts.
The county's current rates and updated rates presented to the Finance Committee are
described below.

Malick indicated the state put these rates into effect July 1, 2005 and noted St. Croix
County has one rate for out -of- county meals and no separate out -of -state rates.
Whiting suggested no urgency and suggested January 1St as an effective date.
Discussion regarding lodging rates. Motion by Malick, 2nd by Standafer to adopt as our
St. Croix County meal reimbursement rates the In -state amounts set by the State of
Wisconsin (Breakfast $8.00; Lunch $9.00; Dinner $17.00) including the lodging rate
remain at $62 and make it effective January 1, 20o6 for expenses incurred on or after
January 12oo6. Carried unanimously.
