Burri asked to be excused from the May 13 meeting. AGENDA Motion A motion was introduced by Wentz, seconded by Burri, and unanimously adopted: That the agenda be approved as circulated. MINUTES Motion A motion was introduced by Lucky, seconded by Caflisch, and unanimously adopted: That the minutes of the 03/11/05 Health and Human Services Board meeting be approved with the following corrections: Page 6, last sentence of paragraph 2 should read: "Borup will write a memo to the Administration Committee informing the committee that no changes to the organizational structure are needed at this time." It was the consensus of the Board to consolidate the unemployment and cash report into one document. Health and Human Services Board member, Wentz, reviewed the vouchers. PERSONNEL ISSU Motion A motion was introduced by Wentz, seconded by Krueger, and unanimously adopted: That the Board approves hiring Fred Johnson as the Health and Human Services Director. ACTION ON ADMINISTRATION OF OJA GRANT Somerset Police Department has requested St. Croix County Health and Human Services to administer a Juvenile Accountability Block Grant as the County is an eligible entity to receive JABG funding, the police department is not. The grant, in the amount of $50,000, will be used to train 40 police /school liaison officers in five trainings. St. Croix County Health and Human Services Board Page 6 April 15, 2005 Billings would be quarterly and monies would be distributed to CESA. This grant may also benefit Health and Human Services staff to receive additional training. Motion A motion was introduced by Caflisch, seconded by Wentz, and unanimously adopted: That the Board approves the grant application to make the Department of Health and Human Services the fiscal agent for the Juvenile Accountability Block Grant. PERSONNEL ISSUES (con't) The Family and Children's Unit has a vacancy for a Social Work Supervisor, a grade 9 position. With this vacancy, there is an opportunity to review the unit and possibly restructure the supervisory responsibilities. Job descriptions and organizational chart were reviewed. Kathan said it is good business sense to restructure the unit. Kathan said if the restructuring is approved by the Health and Human Services Board it will be sent to the Personnel Committee as a reclassification request. Motion A motion was introduced by Wentz, seconded by Kretz, and unanimously adopted: That the Board approves the reorganization of the Family and Children's Unit to move Kathy Dunlap to a Grade 10 Social Work Supervisor and to post /advertise for a Grade 9 Social Work Supervisor position. Caflisch questioned why the position needs to be filled with a Grade 9 and not a Grade 7 or 8. Kathan said the Grade is determined by the point system in the Hay Committee. Personnel Committee will meet the first Friday in May and will act on the recommendation of the Health and Human Services Board. PUBLIC HEALTH PROGRAM REPORT Kramer reported one case of measles was reported as a communicable disease in Eau Claire. It is believed the disease was contracted when this person was traveling in Germany. Kramer said cases of Pertussis have dropped off sharply. The last positive case was reported on March 9 Kramer also reported an increase in Tuberculosis in Wisconsin of 44% from 66 cases in 2003 to 95 cases in 2004. There is currently one active case in St. Croix County. Kramer reported that Seal -A -Smile program was initiated this year at St. Croix Central Elementary School. She said 23 children were screened and 11 had sealants applied by Doctors Mike, Stai, and Lindquist, who volunteered their time. Dr. Rasmussen from Glenwood City continues to offer this program annually in Glenwood City without the assistance of Public Health. A new service of applying dental varnish has been made possible by Prevention Block Grant funds. Public Health nurses have been trained to do the assessment and apply the varnish. Public Health is able to bill for MA eligible clients, others are covered under the consolidated contract /grant funding. Dr. Kretz asked if these doctors have been recognized for donating their time and services. Dr. Rasmussen has been recognized as a friend of Public Health and recognition is given in the Public Health newsletter. The HFS 140 review for Public Health is set for June 9 at 1 :00 PM and requires Board involvement. The purpose of the mandated review process is to assess Statutory and Administrative Rule Authority and provision of/arrangement for the provision of all the program and services required under s. HFS 140.04 addressing the Core Functions and Essential Public Health Services. St. Croix County Health and Human Services Board Page 7 April 15, 2005 Copies of Monroe and LaCrosse Counties' smoking prohibited ordinances were shared with the Board. The next Legislative Event is scheduled for Monday, April 18, 2005. The agenda was available to Board members. Dr. Kretz will be giving a ten - minute presentation at the event and offered to also give the ten - minute presentation at the next Board meeting. The Board recessed from 9:40 to 9:50. MENTAL HEALTH /AODA PROGRAM REPORT The State awarded $5,000 to implement the Mental Health /AODA functional screen. The funds would cover the cost (wage /fringe) to train staff. Kiesler said training involves ten hours of on -line training, which is all web- based. Kiesler reported St. Croix County was not selected to receive any monies from the Homeless Grant. The pot of money for this grant was small and urban areas were given priority due to increased incidence of homelessness in those areas of the State. Kiesler estimated there are six to twelve mentally ill homeless in St. Croix County at any one time. Kiesler reported the Diversion RFP came in much higher than anticipated. Dana Baker is in negotiations with the two vendors that did apply but the RFP has not been awarded. Kiesler said the process is in a holding pattern and he will report to the Board when it changes. Kiesler and Kirt reported on Mental Health contract: costs. Figures are better thus far in 2005 than they were in 2004. Kiesler anticipates a surplus of $29,627 for 2004. He said there is no formalized policy but the past practice was to not pay outstanding bills after the audit is complete. Last year there were only 18 commitments for the whole year. There have been 17 commitments so far this year. Kirt reported that an alarming percentage have involved methamphetamine abusers who will require more extensive and costly services. It is has been reported that the majority of methamphetamine presently coming into St. Croix County is coming in through Mexico out of "Super Labs ", not made in local labs. St. Croix County law enforcement has made it extremely difficult to set up labs. MENTAL HEALTH OUTPATIENT REORGANIZATION RECOMMENDATION The client caseload in Mental Health has had less insured clients and more indigent and Medical Assistance clients. Kiesler and Kirt have been working with therapists to develop recommendations for reorganization of outpatient services to allow for the client population to expand without requiring the current staffing level to expand and to structure the services to maximize revenue in response to the changing client financial status. Kiesler outlined eleven steps to implement the change. He said currently the waiting list for CSP is nine months out and the waiting list for Mental Health Outpatient is four to six weeks out. It was the consensus of the Board to support the recommendations. Dr. Kretz applauded the staff for their cooperation to make these changes. NURSING HOME PROGRAM REPORT The current census in the Nursing Home is 69. The State surveyors have been at the Nursing Home this week. There is the potential for one D -level cite for charting. There were some infection control issues, but overall the survey went well. HEALTH AND HUMAN SERVICES GOVERNING BODY BYLAWS One change is recommended in the bylaws to change Public Health Nursing to Public Health in three places. Johnson will investigate these changes and return back to the Board at the next meeting. SETTING OPEN HEARING DATE FOR 2006 It was the consensus of the Board to hold the Open Budget Hearing on June 2, 2005 at 6:00 PM in the Nursing Home dining room. It was the consensus of the Board to have a brief meeting before the open. hearing. Dorsey asked if there were any other issues to bring before the Board. Caflisch requested the structure of the program reports be discussed at the next meeting and the Deputy Director position also be discussed.
