DESCRIPTION: MOUND RESTRICTION RELEASE
The Department has reviewed the request to release the mound restriction on the above referenced
property. This request is supported with information that indicates this property is acceptable for
development with a below grade soil absorption type private sewage system. Therefore, the Department
waives the above mentioned restriction and has no objection to the development of this property provided
that the private sewage oymbenn is constructed in accordance with the applicable requirements of Chapter
Comm 83, Wisconsin Administrative Code.

RE: Onsite soil verification, lot 22 of Troy Village Subdivision, Sec. 24, Town of Troy, St.
Croix County, Wisconsin
Dear Leroy:
I have reviewed the soil report for lot 22 in Troy Village Subdivision, filed by Tom Nelson,
id #227387 and have conducted an onsite soil verification of this lot in November of 1998.
My findings have verified that the soil conditions as reported by Mr. Nelson are accurately
described. The soils at these sites are suitable for subsurface sewage disposal with a loading
rates of 0.5/0.6 GPD /sq.ft. The tested area will have to be cut to maintain a maximum soil
cover of 42 inches over the distribution pipes.

RE: Onsite soil verification, lot 22 of Troy Village Subdivision, Sec. 24, Town of Troy, St. Croix County,
Wisconsin
Dear Leroy:
I conducted a second onsite on February 9, 1999, to verify that the replacement mound site wasn't disturbed
during the grading of Lindsay Road or from the construction of the building pad. The boring was dug between
boring 143 and 206 as described by James Filkins dated 4- 10 -97. The soil conditions for this boring were very
similar to the borings described by Mr. Filkins. Therefore, we can use this onsite inspection report to justify
that the mound replacement site was never disturbed. The following soil description is from my onsite:

I have reviewed the information faxed to me from Cynthia Sutmar on 2/11/99. Generally. the information looks pretty
good, however, I do have some questions that you should be able to take care of in short order. My questions /concerns
are as follows:
1. What is the surface grade elevation of B -3? You forgot to enter the information on the soil and site evaluation form.
2. Your Munsell soil color notation for 8 -2. Horizon 2, is 10YR 3/5, This is not a standard color notation, please explain.
3. You should really complete the flood plain elevation section. If it does not apply to this site, you may write NA. This
acknowledges that you considered /investigated this site limitation.
4, Technically, the name of record for this subdivision is "Troy Village ", not "Troy Bume Village" as indicated on your
report. All official documents should be for Troy Village. Advertising etc., can be for Troy Burne Village if the owner
wishes.
5. Lot 22 is located in Section 24, T28N, R20W, not Section 19, T28N, R1 9W, as you indicate.
S. The area evaluated, in my opinion, is suitable for both a mound and an at -grade system (if not filled), as well as the
conventional and in- ground pressure systems as you indicated.
7. You indicate that "this site was graded so as to remove unsuitable soils above ". How is it then, that there appears to
be "A" horizon material at each soil boring? Has this site been filled? Was the test completed prior to cutting? Please
explain this situation a little better.
8. Please indicate the proposed final grade over the soil absorption system. Unless the site is cut down around B -1 (and
maybe B -3) the system will have too much cover over the distribution pipes (max. 3.5 feet) to be code compliant.
9. 1 believe that county zoning office personnel. conducted an onsite soils verification on this lot. Please submit a copy of
their report.
10. 1 am not convinced that a mound can be installed as shown. The longest mound dimension must be perpendicular to
the direction of slope. Based on the information I have, I believe that the mound. should not be orientated parallel with the
west lot line as shown. Rather, it should be rotated east to lie along the land surface contour. Please show the
preplanned mound area as would be required to install such a system. The idea of preplanning at this level of detail is to
ensure a code compliant site exists for a system.
11. 1 am not completely satisfied with the faxed scale drawings I've received thus far. Apparently, the fax machine
automatically reduces the drawings and alters the scale in the process of transmission (probably to put the little header
at the top of the page). In the future, where scale drawings are used, originals or same size photo copies must be
submitted.
Please submit appropriately revised information directly to me in Chippewa Falls. It is possible that your additional
information will be received at the same time as the files from Madison, and thus there would be no time delay. If you

Improper use and maintenance of your septic system could result in its premature failure to handle wastes. Proper maintenance
consists of pumping out the septic tank every three years or sooner, if needed by a licensed pumper. What you put into the system
can affect the function of the septic tank as a treatment stage in the waste disposal system.
