Squaw Lake Evaluation - Monitoring Grant — Signature
Heise presented the grant agreement for signature. Burri made motion to approve Chair Raymond's signature on
the grant agreement, seconded by Zoerb. Carried.
PARKS DEPARTMENT
Review Outdoor Recreation Plan
Reviewed the entire plan with Ellen Denzer, section by section.
Zoerb asked for clarification on the bicycle trails. The County Highway Department has jurisdiction of the bicycle
trails. They are working on implementation of the County Bicycle Transportation Plan.
Committee reviewed and discussed the Goals and Objectives Extensive discussion on "levels of service ".
Raymond stated that "levels of service" standards will assist us in supplying the specific types of recreation that
are needed in various areas of the county and guide us in acquiring properties that are compatible with that, and
populating those properties with the proper kinds of facilities to support those activities. Impact fees have to be
brought into play. There has to be a method of funding. Each goal should refer to "level of service" standards. One
of the objectives in the level of service plan is to provide a basis to make some judgments on the balance of the
goals, evaluating how we are going to satisfy the balance of the goals.
Needs Analysis — It is a series of reports, surveys, calculations, etc. which cannot be changed.
County Park Expansion & Acquisition - Zoerb brought up the issue of county property, county farm as an
example. Raymond stated the "level of service standard" will provide a much clearer picture of what kind and
location of properties, how many additional purchases are needed. Zoerb added that all county lands that become
available for sale should have the option to be considered for parks. Considerable discussion followed. Land
adjacent to county parklands should be considered.
Denzer suggested that the plan could be amended to include special exceptions, for example to acquire wetlands
(apply for funding).
LWCC agreed that there will be major changes to the plan.
Action Plans — Heise stated that we will review it "park by park ", very similar to format in previous plans: history
of the park, recent improvements that have been installed, breakdown of needs, spell out what we might be doing
for the next 5 years. Denzer pointed out the changes in the maps. The pictures are used for illustrations.
Raymond stated that the level of service plan needs to have a goal and a set of objectives under it. The acquisition
section should be re -done with priorities listed.
Heise suggested that we review the plan again at the LWCC meeting on September 6. The objective is to get it
ready for public hearing.
