Raymond called the meeting to order, read agenda items.
Motion by Peavey to approve the agenda as presented, seconded by Ruetz. Carried.
Wildlife Damage Claim
Heise presented a revised wildlife damage claim for Robert Keatley. Heise explained that
the true dollar amount on this claim could not be determined until Mr. Keatley had sold
the organic soybeans and our consultant knew the exact price for this commodity. This
revised claim is actually $401.79 less than the estimated claim. Motion by Zoerb to
approve the revised Robert Keatley wildlife damage claim for $5,740.56, seconded by
Peavey. Carried.
Electrical Plan — Glen Hills Park - Electrical system bids
During our March 1st LWCC meeting, staff and our engineering consultant from S.E.H.
(Short Elliott Hendrickson Inc.) were directed to organize another meeting with Smith
Electric because his bid was significantly lower than all other bids that were received and
to compare his numbers to the engineer's estimate. Heise informed the committee that
S.E.H. and Park staff had set up a meeting with Smith Electric on Thursday, March 3,
2005 at 1:00 p.m. to review his cost estimate to determine if all the components of the bid
were sufficiently addressed. S.E.H engineer requested a faxed copy of Smith's estimate
prior to the meeting and in fact requested Smith's electrical numbers on two previous
occasions. Smith did not furnish any numbers in advance. On Thursday, March 3, 2005
Smith Electric did not show up for the meeting. Staff made phone calls to his cell phone
and office phone. He was not at either location and did not answer the phone, and staff
left messages. Staff did not receive any phone calls from Smith Electric since that time.
Committee concurred that it is clear that Smith Electric is not cooperating with the S.E.H.
engineer and Park staff; and it appears that Smith is not interested any more in this
proposed project.
Staff presented a copy of the list of proposed electrical bidders for the Glen Hills
Campground improvements. Motion by Peavey to approve the second lowest bidder to
Killmer Electrical for $47, 423.00, and to authorize staff to spend the additional $423.00
from the previous motion in January, seconded by Ruetz. Carried.
Closed this portion of the agenda at 12:10 p.m.
Motion by Peavey at 12:16 p.m., seconded by Ruetz, to move into closed session
pursuant to WI Statute 19.85 (1) (c) regarding Performance Review of Land and Water
Conservation and Parks Director. Roll call vote, unanimous. Carried.
Motion by Zoerb, seconded by Peavey, to reconvene into open session pursuant to
WI Statute 19.85 (2) at 1:02 p.m. Carried.
Chairman Raymond adjourned the meeting after completion of the official business at
1:04 p.m.
