County 2012-2035 Comprehensive Plan 10-year Update
BACKGROUND INFORMATION
St. Croix County Community Development Department staff are updating the 2012-2035 County
Comprehensive Plan, adopted in 2012. The impetus for the plan update is the recent release of 2020
census demographics that will be incorporated into the plan and the recommended 10-year update by
Wis. Stat. §66.1001 comprehensive planning. The process to update the plan began in August 2022 and
is anticipated to proceed through March 2024. Please find attached a tentative 18-month project
schedule. Per Wis. Stat. § 66.1001(4), CDD staff are requesting Community Development Committee
action to recommend the Board of Supervisors approve the Resolution adopting the Public Participation
Procedures. Please see Resolution Adopting the Public Participation Procedures for the 2012-2035
Comprehensive Plan 10-Year Update and attached Public Participation Procedures document.
The Comprehensive Plan Update will include review of the nine elements required by Wis. Stat. §
66.1001 Comprehensive Planning including:
• Issues & Opportunities
• Land Use
• Agricultural, Natural, & Cultural Resources
• Transportation
• Housing
• Economic Development
• Utilities& Community Facilities
• Intergovernmental Cooperation
• Implementation
The update is not a complete rewrite of the comprehensive plan; demographics and historic
data for each element of the plan will be updated and analyzed for trends and impacts and the
goals, objective and policies updated accordingly. The land use, agriculture, natural resources
and transportation sections will have additional analysis including review and incorporation of
other municipal plans, as required by the state planning law. All sections will be reviewed with
the Community Development Committee. The first public participation outreach efforts will
include the statistically valid, random-sample public opinion survey, which has already been
sent out, and two vision sessions.

1 WHEREAS, Wis. Stat. § 66.1001(2)requires that the governing body update the adopted
2 comprehensive plan every ten (10) years; and
3
4 WHEREAS, St. Croix County Board of Supervisors adopted the 2012-2035
5 Comprehensive Plan under the authority and procedures of Wis. Stat. §§ 66.1001 and 59.69(3);
6 and
7
8 WHEREAS, Wis. Stat. § 66.1001(4)(a)requires that the governing body adopt written
9 procedures designed to foster public participation at every stage of comprehensive plan process,
10 and that such written procedures provide for wide distribution of proposed amended
11 comprehensive plan elements, an opportunity for the public to submit written comments on the
12 comprehensive plan, and a process for the governing body to respond to such comments; and
13
14 WHEREAS, St. Croix County has designated the Community Development Committee
15 as the Planning and Zoning Agency for the purposes defined in Wis. Stat. § 59.69(2); and
16
17 WHEREAS, the St. Croix County Community Development Committee has reviewed
18 and recommends approval of the Public Participation Procedures for the St. Croix County
19 Comprehensive Plan Update as described in the attached document; and
20
21 WHEREAS, the attached Public Participation Procedures for the Comprehensive Plan
22 Update follows Wis. Stat. § 66.1001(4); and
23
24 WHEREAS, St. Croix County believes that regular, meaningful public involvement in
25 the St. Croix County Comprehensive Plan Update Project is important to assure that the resulting
26 plan meets the wishes and expectations of the public; and
27
28 WHEREAS, the Community Development Committee recommends approval of the
29 attached Public Participation Procedures for the 2012-2035 St. Croix County Comprehensive
30 Plan Update.

32 NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of
33 Supervisors hereby adopts the Public Participation Procedures for the St. Croix County 2012-
34 2035 Comprehensive Plan Update in the attached document as its minimum public participation
35 procedures meeting the requirements of Wis. Stat. § 66.1001(4)(a).

Public Participation Procedures for the
St. Croix County 2012-2035 Comprehensive Plan 10-Year Update
Wisconsin Statute § 66.1001(4)requires municipalities to adopt written procedures that are designed to
foster public participation, including open discussion, communication programs, information services,
and public meetings for which advance notice has been provided, in every stage of the preparation of a
comprehensive plan. The written procedures shall provide for wide distribution of proposed, alternative,
or amended elements of a comprehensive plan and shall provide an opportunity for written comments on
the plan to be submitted by members of the public to the governing body and for the governing body to
respond to such written comments. The written procedures shall describe the methods the governing body
of a local governmental unit will use to distribute proposed, alternative, or amended elements of a
comprehensive plan to owners of property, or to persons who have a leasehold interest in property
pursuant to which the persons may extract nonmetallic mineral resources in or on property, in which the
allowable use or intensity of use of the property is changed by the comprehensive plan.
Public participation procedures include:
• All Committee meetings are open to the public and are officially posted to notify the public as
required by law. An opportunity for public comment is provided.
• Utilize electronic media including County Website, Facebook pages, electronic news blasts and email
to promote, educate, inform and solicit feedback on the comprehensive plan update process,results
and recommendations.
• Utilize online tools such as story maps, geographic maps, visual preferences and online questionnaires
to inform and collect public input.
• Utilize local media, newspapers and radio; direct mail; local clubs and organizations; and citizen sign-
up for email updates to expand public outreach.
• Contract with the University of Wisconsin—River Falls (UWRF) Survey Research Center to conduct a
statistically valid, random-sample public opinion survey of St. Croix County residents regarding
comprehensive plan elements—Fall 2022
• Hold two (2)public meetings to introduce the comprehensive plan update process, facilitate
discussion and identification of County issues and opportunities and answer questions. The workshops
will be noticed, and the public is invited to participate. Late Fall 2022
• Share the results of the survey, online tools and public meetings through electronic and other media.
• Review and consider the results of the surveys and public meetings in the development of the St.
Croix County Comprehensive Plan Update
• The governmental units of internal, adjacent or overlapping jurisdictions will be notified of the
county's undertaking of the preparation of the Comprehensive Plan and their input sought on
jurisdictional issues concerning land use, municipal boundaries and service provision.
• The County Board will receive periodic reports from the Committee during the preparation of the plan
and will have the opportunity to review and comment on materials developed for incorporation into
the Comprehensive Plan.
• All meetings of the County Board are open to the public and are officially posted to notify the public
as required by law.
• Draft copies of the recommended Comprehensive Plan will be available at offices of the County and
other public places for the public to review and to submit written comments.
• A Public Hearing will be conducted on the recommended Comprehensive Plan Update prior to
Committee recommendation and the County Board enacting the plan by ordinance. The Public
Hearing will be preceded by Class 1 notice under Chapter 985, Wisconsin Statutes,published at least
30 days before the hearing is held. Additional notice will be provided pursuant to Wis. Stats. §
66.1001(4)(e). The public is invited to comment and submit written comments.
• The County Board will consider and respond to written comments regarding the plan before enacting
it by ordinance.
• The adopted comprehensive plan update will be distributed to:
1. Every governmental body that is located in whole or in part within the boundaries of the local
governmental unit.
2. The clerk of every local governmental unit that is adjacent to the local governmental unit which is
the subject of the plan.
4. The Wisconsin Department of Administration.
5. The West Central Wisconsin Regional Planning Commission.
6. The public libraries that serve the area in which the County is located.
