BACKGROUND INFORMATION
2.17 Military Leave Proposed Changes
• 2.17.5 Pay and Benefits:
o Removed language - Employees are eligible to receive full pay and
benefits County military pay for up to ten (10) working days each calendar
yea r.
o Added language - County military pay will be paid based on an
employee's regularly scheduled hours at time of leave.
o Added language - For each calendar year, County military pay will not
exceed the employee's regularly scheduled hours during a normal 14-day
pay period.
■ For example: Employees that work 8-hour days, 5 days per week
have a typical 80 hour pay period and would be paid up to 80 hours
per year. Employees that work 12-hour days on a rotating schedule
have a typical 84 hour pay period and would be paid up to 84 hours
per year.
o Updated language - Employees providing military service
° for hours beyond what
they are eligible to receive County military pay, will be provided the option
to use their accrued paid time off during the time that they are on military
leave.
o Removed language - Additional information regarding benefit status and
pay may be obtained through the Human Resources Department.
o Added language - Additional information regarding pay may be obtained
through the Payroll Department.
o Added language - Employees on military leave should reach out to the
Human Resources Department regarding their benefit status while on
leave.
• 2.17.6 Expectations: Updated language - Employees should provide a copy of
their military orders with their Department Head, Payroll, and Human Resources
at least two (2) weeks prior to the date of training or encampment begins.
• 2.17.7 Re-Employment: Change - "Should a County employee er P4Gn -ter
ikafy d-u t be absent from work on account of service in the uniformed
services."
3.20 Expense Reimbursement Policy Proposed Changes
Combined the current expense reimbursement policy with the mileage
reimbursement policy. The separate mileage reimbursement policy will be
removed from the handbook.
• Removed all language referencing paper expense forms and travel vouchers and
updated with language referencing the current expense reimbursement process
using the ERP system.
• 3.20.3 Procedures:
o Added: Only expenses listed within this policy are reimbursable to the
employee. All other purchases must be paid for with a County
Procurement Card (P-Card).
o Added: Expenses paid for using a personal debit/credit card will NOT be
reimbursed without prior approval from the Finance Director or their
official designee, or under extenuating circumstances. This does not
include meal per diems, as stated within this policy.
• 3.20.4 Definitions:
o Added ERP definition
o Added Procurement Card definition
• 3.20.5 Meals:
o Added: Employees are only eligible for meal reimbursement when
traveling outside of the St. Croix County border for official County business
or training.
o Added: No meal receipts are required for meal reimbursements. However,
a copy of the conference/training agenda and a hotel receipt (if
applicable), is required.
o Added: If a meal is reimbursable by per diem, the meal should NOT be
paid for with a County P-Card.
• 3.20.6 Lodging:
o Added: Lodging/Hotels are NOT a reimbursable expense. All hotel stays
MUST be placed on a County P-Card.
o Added language referencing the required use of a tax-exempt form.
3.20.8 Mileage:
o Added: Employees should see the County Approved Mileage Chart on the
Expense Reimbursement page on the County's intranet site for approved
mileage between County buildings.
o Added: Employees should refer to the County's policy on Vehicle Usage
for standards and guidelines governing the use of Personal and County
vehicles used when performing official County business, including
minimum liability limits of WI State insurance requirements.
5.6 - Information Technology Acceptable Use
• 5.6.3 - Definitions:
o Added User definition.
o Added new systems and services to the IT tools, systems or services
definition.

1 WHEREAS, on September 2, 2014, St. Croix County adopted the current version of the
2 St. Croix County Personnel Policies and Procedures Handbook; and

4 WHEREAS, the handbook was further amended several times between 2015 to 2022;
5 and
6
7 WHEREAS, the Staff Advisory Committee and Department Heads have been provided
8 copies of the updated policies for review; and
9
10 WHEREAS, on October 11, 2022, the Administration Committee has reviewed the
11 amendments and recommends approval to the St. Croix County Board of Supervisors.

13 NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of
14 Supervisors that the St. Croix County Personnel Policies and Procedures Handbook is hereby
15 amended as follows:

18 Amend Section 3.20 Expense Reimbursement
19 Amend Section 5.6 Information Technology Acceptable Use Policy
