MINUTES
LOCAL EMERGENCY PLANNING COMMITTEE
FEBRUARY 16, 2005
The St. Croix County LEPC meeting was held at the St. Croix County
Government Center. Chairman Mehls called the meeting to order at 1:05
p.m.
Present: Buck Malick, Charles Grant, Art Jacobson, Chuck Mehls, Chuck
Struemke - St. Croix County Board; Gary Kollman, SCC Emergency
Communications; Jon Aubart, River Falls Police Dept.; Craig Nelson,
Baldwin EMS; Ed Thurman, Public Health Dept.; Jim VanderWyst, New
Richmond Fire Dept.; Paul Hubenette, Hulcher Services; Michael Koscinski,
Union Pacific RR Police.
The agenda was adopted on a Grant /Jacobson MOTION. The November
10, 2004 Minutes were approved on a Malick /Grant MOTION.
The next meeting date is open.
NEW BUSINESS:
1. Norfolk Southern Chlorine Derailment and Release with
Fatalities Presentation
Paul Hubenette presented the South Carolina Derailment Incident.

Michael Koscroski, Union Pacific Railroad stated that he patrols the
railroad tracks in St. Croix County and has issued citations for
Trespassing and is also maintaining a list of people whom these
citations are issued to. Chuck Mehls would like to read the
Emergency Management Procedures that were taken in the South
Carolina Derailment Incident.
2. Hoarding /Public Health
Ed Thurman has learned of homes in the County that are unfit for habitat.
Barb Nelson, Public Health and he are reviewing their authority and will
propose a new, detailed Ordinance pertaining to homes that fall into this
category. The Draft will be presented to the Health and Human Services
Board and also to this Committee.
3. Emergency Coordinators Report 5

a. A listing of Facility Emergency Plans that have been updated
were given to each Committee member in attendance.
b. A handout on the Somerset School District Terrorism
Tabletop Exercise was given to Committee members; This
explains the Exercise Scenario that is being presented to
different school districts in the County. It raises all
participants' responses to an emergency situation and how they
would respond and interact with Police, EMS, and Fire.
C. There are future exercises being planned — one will be a
functional exercise and one will be a. Full -Scale Exercise. The
Full -Scale Exercise will take place in 2oo6.
d. Update on Terrorism, EPCRA, and State Training Grants will
be addressed by Jack Colvard at the next LEPC Meeting.
