MINUTES
MAY 11, 2005
The St. Croix County LEPC meeting was held at the St. Croix County Government Center. Charles Grant called
the meeting to order at 1:03 p.m.
Present: Buck Malick Charles Grant Art Jacobson,
acobson Chuck Struemke St. Croix County Board; Jon Aubart,
River Falls Police Dept.; Craig Nelson, Baldwin EMS; Barbara Nelson, Public Health Dept.; Jim VanderWyst,
New Richmond Fire Dept.; Paul Hubenette, John Goelz - Hulcher Services; Michael Koscinski, Union Pacific
RR Police; Craig Olson, River Falls; Rick Huston, United Fire; Jack Colvard, Emergency Management.
EXCUSED: Chuck Mehls, Tim Ramberg, Dan Smith, and Mark Samelstad.
ABSENT: Kitty Rhoades, Lee Milligan, and Gary Kollman.
The agenda was adopted on a Malick/Jacobson MOTION.
The February 16, 2005 Minutes were approved on a Malick/Jacobson MOTION.
The next meeting date is AUGUST 10, 2005 at 1:00 p.m., Government Center, Community Room.
NEW BUSINESS:
1. Solon Springs Train Derailment Presentation
Mike Koscinski made a presentation involving a Solon Springs Train Derailment incident involving the
Union Pacific railroad. This incident took place on April 14, 2005 and took approximately 16 -20 hours to
clear. There were multiple agencies involved, including 7 different fire departments, the DNR, two
railroads, and Hulcher Professional Services as the cleanup company. A few concerns for emergency
response teams would be:
- If you're on the scene for a long time, do you have a way to get extra fuel?
- Housing if in a small community setting with limited hotel /motel space for many responders
and /or residents evacuated from their homes.
- Can you charge your Portable Radios if in usage for a long time?
2. New Planning Facilities
The Emergency Management Director has written three new Off -Site Facility Plans. The three new
facilities are Donaldson Company, Baldwin; General Motors Service Parts, Hudson; and Johnson
Controls, Hudson.
3. Annual LEPC Administrative Requirements
There were no changes to the LEPC By -Laws or the Procedures for HazMat Response Expenditures.
The LEPC Inspector stays the same also, the Inspector is the State. The Appointment of a designated
Emergency Coordinator and Coordinator of Information stays the same, this being the Emergency
Management Director, Jack Colvard.
The LEPC Membership List was presented to committee members for update.
An Olson /Malick MOTION to accept the above, with no changes, except for the updated membership list
information, was made and approved.
4. Plans Updated since last LEPC Meeting
The Emergency Management Director has updated six Facility Plans since February 2005; Baldwin
Feed and Seed, Baldwin; Precision Ag., New Richmond; WI Bell dba SBC Ameritech, Roberts;
Somerset Wastewater Treatment Plant, Somerset; Cady Cheese, Wilson; and Foremost Farms USA,
Wilson.
5. Public Comments and Concerns
Barbara Nelson apprised the Committee of a Mass Vaccination Clinic Training taking place on June 24,
2005 at the St. Croix Central High School. It will involve representatives from 19 Counties.
