LOCAL EMERGENCY PLANNING COMMITTEE MINUTES
AUGUST 24, 2005
The St. Croix County LEPC meeting was held at the St. Croix County Government Center. Chairman Mehls
called the meeting to order at 1:03 p.m.
Present: Buck Malick, Charles Grant, Art Jacobson, - St. Croix County Board; Jon Aubart - River Falls Police
Dept.; David Gifford, John Shilts — St. Croix County Sheriff's Dept.; Doug Briggs — Somerset PD; Mark
Samelstad — New Richmond PD; Craig Nelson - Baldwin EMS; Geralyn Karl - Public Health Dept.; Jim
VanderWyst - New Richmond Fire Dept.; Gary Kollman — Emergency Communications; Rich Loney — St. Croix
County Highway Dept.; Paul Hubenette - Hulcher Services; Craig Olson - River Falls; Jack Colvard, Pam
Engen - Emergency Management.
The agenda was adopted on a Grant/Jacobson MOTION.
The May 11, 2005 Minutes were approved on a Grant/Jacobson MOTION.
The next meeting date is OCTOBER 19, 2005 at 1:00 p.m., Government Center, Community Room.
NEW BUSINESS:
1. 2006 Exercise Grants
Colvard explained that St. Croix County will be allocated $6,241.54 in grant money for the purpose of
conducting "Terrorist" exercises. The application deadline date is April 30, 2006. The grant money
needs to be used by July 30, 2006. An Exercise Planning Team was formed; the Planning Team
members are Craig Olson, Doug Briggs, Craig Nelson, Chuck Mehls, Buck Malick, Art Jacobson, John
Shilts, and Geralyn Karl. The Committee would like to have three functional exercises, which would be
preceded by a Table -Top Exercise. The Planning Team will decide upon the scenario, objectives, and
evaluation process and will report this at the next LEPC Committee meeting.
2. Public Health Exercises
Geralyn Karl reported on the upcoming Bio Ex'05 which will be held on Sept. 9, 2005 at the St. Croix
County Government Center from 9:00 a.m. to 1:00 p.m. Invitations have been sent out and invitations
were handed out at this meeting.
3. St. Louis Fire & Explosion — Craig Olson
Craig Olson was in Missouri when an explosion resulted at a Praxair, Inc., facility. He passed around
the newspaper articles on this event and reported on the activities that took place during this emergency
event.
Public Comments
Paul Hubenette informed the Committee of a couple incidents — one in Osseo, which was a Fire caused by
lightning and the other being a couple barrels that washed up on the St. Croix River. He informed the
Committee that Hulcher Services will access a situation at no cost. If it does become something, then Hulcher
will bill for services. He also mentioned that Hulcher Services has Bio- Hazard cleanup capabilities.
He announced an Open House by Hulcher on Sept. 1 from 11:00 a.m. —1:00 p.m. at their Hudson office. He
passed out invitations.
