Chairman Mehls called the meeting to order at 1:05 p.m. Present: Buck Malick, Charles Grant, Art Jacobson, Charles Struemke- St. Croix County Board; Michael Jordan — Office of Justice Assistance (OJA); Jon Aubart - River Falls Police Dept.; Mark Samelstad — New Richmond PD; Jim VanderWyst - New Richmond Fire Dept.; Gary Kollman — Emergency Communications; Kevin Brown — Highway Dept.; Craig Olson - River Falls; Barbara Nelson — Public Health:; Jack Colvard, Pam Engen - Emergency Management. The agenda was adopted on a Grant/Olson MOTION. The August 24, 2005 Minutes were approved on a Malick / Struemke MOTION. The next meeting date will be in JANUARY; The Date will be announced. NEW BUSINESS: 1. 2006 Exercise Grants The Exercise Planning Committee has briefly discussed options for exercises. A formal Scenario Meeting with the Exercise Planning Committee has been set up for December 15 at 9:00. Colvard will provide The State's Information and Guidance Memo for this meeting. 2. Public Health Exercises Barbara Nelson apprised the Committee on the specifics of the Sept. 9, 05 BIO -EX' 05 Functional Exercise along with handouts. This was a large -scale disease /outbreak exercise that encompassed nine counties; A few key points are that the EOC was used, the Incident Command System was used, and Emergency Public Information was released in a timely manner. There will be more exercises in the future. Ms. Nelson also apprised the Committee of HAN, Health Alert Network, where you can obtain useful, fast health communication information. Also through the HAN, there is a program, WEAVR (Wisconsin Emergency Assistance Volunteer Registry) where responders may register their skills and how far they would travel in an emergency situation. 3. Civil Emergency Response Teams (CERT) — Mr. Jordan, OJA Mr. Jordan, OJA, explained the CERT program (Community Emergency Response Teams) and the Wisconsin Citizen Corps. Local citizens may volunteer to be educated, trained, and equipped for the CERT program; they would be under the direction of the County Citizen Corps. Council comprised of emergency service agencies ( LE, Fire, EMS, Emergency Management, LEPC, Public Health, American Red Cross, Salvation Army affiliates). In January, 2006 a new application period will open. The County would receive priority for funding, if it wishes to establish a Citizen Corps Council, because they are initiating a new program in the County. The approximate estimate for funding of the program is $20- $50,000, which is on a reimbursement status. The County would need supplement funding for the continuation of program after the initial funding. There is no liability coverage through OJA for this program; it is up to the County or municipality. Craig Olson brought up the "Good Samaritan" law. This would need to be researched by Corporation Counsel. Another issue to be researched is Statute 166 and Worker's Compensation laws; they are conflicting. Mr. Jordan also advised that the recordkeeping for program would be turned over to the American Red Cross in approximately three months. A Malick/Struemke MOTION was made to pursue and submit a grant application in 2006 for the Citizen Corps Council program and the LEPC will be the Citizen Corps. Council. 4. Facility Plans updated since last LEPC Comm. Mtg. Handout Colvard told of the updated Facilities, along with a handout. 5. Update Membership List A LEPC Membership List was passed around for review /changes. Once changes, if any, are made, a new list will be given to each member.
