If your LTS Planning Comm ittee will not be meeting prior to Julyl r, submit form by the deadline regardless. If the Planning
committee requests a change, please Call sue Liegel at 608- 266 -9755 and submit an amended plan. Adjustments will be made at
that time.
1. Funds requested to be added to the assessment and plan suballocation A do not require special approval. Approval is
automatic.
2. Funds requested for general services do not require special approval, but must include the amount of unspent high cost
previously designated for a special purpose. Please indicate the continued purpose of those funds, identify the
individual and indicate the program the person is receiving services through.
3. Required Administration includes all unspent funds awarded for a special admin purpose. A narrative describing the
continued plan for these funds must accompany this request. If the carryover funds were originally granted as match for a
waiver please indicate the waiver (s).
4. Other Admin Request - Requests for carryover funds to be used for administrative purposes require written Department
approval_ If requsting carryover funds for an administrative purpose, attach a separate narrative. The request must
comply with the COP Guidelines.
5. Risk Reserve - Requests for carryover funds to be added to an existing COP Risk Reserve or to create a Dew COP risk
reserve require written Department approval. Please refer to COP Informational Bulletin 140 (March 31, 2000)_ If a
County requests to add funds to an established risk reserve, please include current summary statement from the financial
institution. FUNDS MAY NOT BE PUT INTO THE COUNTY TRUST FUND OR A COUNTY INVESTMENT POOL
— COP RISK RESERVES MUST BE COMPLETELY SEPARATE.
COUNTY MAY NOT USE COP RISK RESERVE FUNDS FOR AN ADMINISTRATIVE EXPENDITURE
WITHOUT FIRST RECEIVING DEPARTMENT APPROVAL. SUBMT REQUESTS IN WRFI'ING.

I am writing to update you on recent action taken by Wisconsin's legislative budget -
writing committee as it relates to long -term care issues.
Even as the state faces a $1.6 billion shortfall, I believe care for the needy and elderly
should be a budget priority. I am pleased the budget - writing committee included additional
funding of $364.9 million above the Governor's proposal in the Medicaid portion of the budget.
As importantly, the committee took aggressive action to fund these increases with "real" money,
and did not depend upon transferred and borrowed funds to supply needed services for these
vulnerable citizens. As you might be aware, the committee directed all new revenue growth
realized by the state last quarter into fully funding the Medicaid budget.
Most notable to your interests, legislative action removed the Governor's bed tax
proposal while increasing nursing home funding by 1.4% in 2005 -06 and another 1.4% in 2006-
07. I support efforts to fund nursing homes with general state aids, as opposed to cost - shifting
and transferring funds through additional bed taxes. The increasing rates being charged to
private payers as nursing homes face ongoing financial challenges continue to be a concern.
The budget - writing committee is expected to complete their work on the two -year state
budget this week after which the bill will come before both the State Assembly and State Senate
for action.

Meeting called to order by Chair Gregerson at 1:30 p.m.

UNFINISHED BUSINESS:
1. Guardianship Training Update: There has been one training on Wednesday, July
13, 2005 in the Community Room at the St. Croix County Government Center in
Hudson, WI. Betsy Abramson, Attorney at Law, from the University of Wisconsin Law
School, was the main presenter. Betsy Abramson will be doing one more training in
2005.
2. Completion of Northern Center downsizing: All persons have been placed into the
community.
NEW BUSINESS:
1. Financial Report: Handout through June 2005 by Lockwood. Discussion.

2. Variance & Purchase Requests and COP high -cost requests: None.
3. Nursing Home relocation requests: None yet. Slots may become available after
July 1, 2005.
4. Discuss with State Senator Sheila Harsdorf regarding legislative issues:
Discussion regarding Long Term Care Reform. Handouts by Lockwood.
5. Kjersti Olson, Director, Department on Aging Program Report: No report.
6. COP Carryover plan for unspent 2004 funds: Motion to carryover 2004 COP
funds by Craig, second by Jansen, motion carried.
7. Long Term Care Reform and the Community Health Partnership Program: This
was discussed earlier with Senator Harsdorf.
j Sue Kramer gave an update on Medicare Part D, prescription drug benefit through
Medicare, which is starting January 2006. Also mentioned the Caregiver Conference is
September 22, 2005 at 9:00 a.m. Please contact the Office on Aging for details or
questions.
