Motion carried. Approval of October 10 meeting minutes —A motion to approve the minutes assent was first made by Barb and a second by Tom Caflisch. Motion carried. UNFINISHED BUSINESS No unfinished business discussed. Next Meetings: Monday, January 9 @ 3:00 pm and February 13 in Rm 1281, St. Croix County Government Center ANNOUNCEMENTS Tom Hennes gave us an update on the progress of a new Teen Challenge in this area. He said that it had been approved by the national committee of Teen Challenge and will be under the Milwaukee board. Teen Challenge wants to locate the new site in Eau Claire. He will have to rely on the business community to help him raise 25% of the start-up costs. Eau Claire has a population of 94,000 and St. Croix County has a population of 74,000, so Tom has more people to draw on for support in Eau Claire. Also, there were political reasons to locate in Eau Claire namely to be physically farther from the Minnesota Teen Challenge. The new facility will have 10 -12 beds. Milwaukee has 50 beds and Steve said that Minnesota has 300. Tom said he had much to do including developing a brochure that explains the epidemic and the solutions and distributing this to churches in the tri- county area. Tom asked the sheriff about grant money that was awarded to the Drug Task Force and asked if any could me earmarked for Teen Challenge. Dennis said that Federal Representative Obey was responsible for a $300,000 grant that was awarded to the St. Croix Valley Drug Task Force. This will affect four counties i.e. St. Croix, Pierce, Polk, and Burnett. Its use has not been determined. The Western Intergovernmental Collaborative will be holding its next meeting on December 7, 2005 from 7 -9 pmat the Wisconsin Indianhead Technical College. Esther, Steve and Doreen will be on the agenda from 8 -8:45 pm as part of the Methamphetamine panel. This three county collaborative will work together to impact legislation. y NEW BUSINESS REVIEW OF GOALS AND STRATEGIES: What have we done and where are we going? Steve was the facilitator and reviewed our present goals and strategies. They are as follow: Goal 1: Develop strategies to make Meth information more visible in the community. A. A. Research available literature to provide to the community. We found this objective was too vague. The information is voluminous. We agreed to share information with each other and wait for a specific request. B. B. Develop plan to disseminate information (ex: booths at fairs) This plan was divided into three areas: 1. St. Croix County Meth Brochure (complete except for funding source) 2. Meth/MADAM Booth Schedule (completed a schedule as planned and it continues as new events offer an opportunity for exposure) 3. Media: Articles were submitted in area newspapers for publication. This was not as successful as anticipated but will try another approach C. C. Utilize community organizations (both secular and faith based) to get the word out. 1. Community Organization Linkage: A news article was released in a couple newspapers and radio stations to ask for other organizations to link with us. This resulted in a couple of responses. Other approaches are in process. Goal 2: Develop plan to work with/help /follow up with schools on developing an age specific curriculum. We are having a meeting with the guidance counselors and liaison officers from the St. Croix County Schools in January to address how we can work together to get the word out Meth. Steve suggested we address this goal following that meeting. We began to brainstorm about what we can do next and these are the results: Goal 1: Develop strategies to make Meth information more visible in the community. B. B. Develop plan to disseminate information 1. 1. Continue Meth /MADAM Booth Schedule 2. 2. Continue Media Committee C. C. Utilize community organizations to get the work out 1. 1. Linkage committee will send out letter to social/service organizations asking if others are interested in working with us to educate the public about Meth. 2. 2. Develop a presentation committee to educate other organizations about Meth and to solicit funds D. D. Develop a list of potential speakers 1. 1. Develop a committee to research speakers both for soliciting funds and drawing audiences. (Tom, Katie and Linda are; on that committee) 2. 2. Develop an outline for presentations, which can be used by the media and community linkages. y A It was suggested that the goals be reviewed again in the February meeting. There was a lot of dialog among members regarding our goals and other concerns. - Dennis said that other than Hudson, the county doesn't really know about the advisory committee. -Steve wanted to know how to get in touch with the Ministerial Assn in River Falls. Tom H says that the organization is currently not active. - Katie is the youth leader in her church in River Falls and would like to have a presentation on Meth when they invite other church groups to their events. -Steve `s concern is that once we get the word out about Meth where can we tell people to go for help. We need more support groups. -Tom H said the he has a support group entitled Celebrate Recovery and it's located at the Christ Center Assembly. - Esther said that once the county has a new AODA Counselor for the county jail, we should get media coverage to explain the position and the new drug court. SUBCOMMITTEE UPDATES: BROCHURE COMMITTEE — Katie said that she did not get a lot of emails regarding any recommendations for improvement or change on the last draft of the brochure. The committee assured her that was good news and were pleased with the results. She will develop a cover letter to go with the brochure when the brochure is ready to be disseminated. Funding is still uncertain, as she has not been able to discuss this with Mark Gherty from Rotary. TREASURERS REPORT- Doreen said there was $3100 in the account. Esther asked the St. Croix County legal council for guidelines how and who could authorize the use of funds generated by MADAM but kept in a county account. MADAM will need to apply for nonprofit status and then the funds will be transferred to their account. MADAM ANNOUNCEMENTS: MADAM has been asked to present at a Women's Conference sponsored by Hazelton. Senator Herb Cole asked Doreen to come for an interview on a program called "Do It ". This was good exposure for MADAM Senator Cole gave money to support Meth education. It was a $40,000 grant given to the DA's office for litigation cases. Meeting Adjourned at 4:30 pm.
