Esther asked for motion to adopt agenda. Motion was made, seconded and carried. Motion was made to nominate Esther Wentz as Committee Chairperson. Motion was seconded and carried. Chairperson's responsibilities will include setting agenda and meeting location, pre -view meeting minutes and act as communication link with County Board Chairman. Motion was made to nominate Steve Kirt as Vice Chairperson. Motion was seconded and carried. Motion was made to nominate Yvonne Larsen as Secretary. Motion was seconded and carried. NEW BUSINESS: Formulate Mission Statement: Steve Kirk acted as facilitator of process to develop mission statement and and vision. He described mission statement as having three components: purpose; business of committee to meet purpose; and values - why we are doing this. Comments from committee members describing Purpose: • Education - increase public awareness • Coordination of several groups' activities to avoid duplication of effort • Outreach of County Board • Information gathering • Linkage to other Meth activities • Resources • Need to raise funds • Treatment options • Present information to middle school and high school students and also to age 18+ • Influence legislation • Educate grandparents who have influence on their families • Grant funds may become available to St. Croix County - contact individual reps • Reduce or eliminate demand for Meth Comments from committee members to define Business: • Contact and inform other groups that our committee exists (brochure) • Use media • Public relations • Become visible in community - ongoing basis (ex: sponsor youth sports team) 1 * Booth at summer community festivals and county fairs * Provide info to population about where to go to receive help (brochure) * Work to eliminate desire for Meth Gather information about successful approaches to reducing Meth use Comments from committee members to define Values: * Monetary cost of Meth - drain on resources * Public health /safety for all ages Save the next generation * Despite the challenge, success has been achieved for other issues (smoking) * Empower students - positive peer pressure * Need to be aware of use group 20 -30 year old * Healthy community, families, individuals. * Meth is so destructive and disabling to individuals Steve Kirt facilitated a process where each committee member indicated a rating of 1,2, 3, 4 for those components they each deemed most important Results of rating process: Purpose: 1. Education 2. Reduce demand 3. Coordination of resources 4. Hub (linkage to other meth reduction activities) Business: 1. Develop resource information 2. Gather information about successful approaches to reduce Meth use 3. Become visible in communities 4. Outreach Values: 1. Public health and safety for all ages 2. Healthy community, families and individuals 3. So destructive and disabling to individuals 4. Drain on resources As a final compilation of all the above information, Lori Bernard suggested the following as the first draft of a mission statement: Reduce demand for Meth through education and coordination of community efforts, which will preserve healthy individuals, families and communities. Each member is to make suggestions and revisions to Lori's draft and bring to next meeting for discussion and finalization. Doreen suggested that this committee consider participating in the Adopt A Highway Program. Several stretches of highway are available. Highway Dept. provides training program, garbage bags and puts up signs. Esther will discuss with Dick King before our next meeting 2 t f Doreen also presented group with a $478 donation that she has raised entirely on her own. She explained that she has two sons who are prior Meth users and she is convinced that information and education can make a difference. She has been making and selling several items (bracelets, buttons, etc.) which come with a printed message about Meth use and dangers. Sheriff Hillstead stated that his dept may consider purchasing a quantity of buttons and bracelets and give away at booths this summer. Buttons sell for $1.00. A motion was made to nominate Doreen as committee treasurer. Motion seconded and carried. Esther will check if this donation will be a budget line item or non lapsing account. Steve Kirk provided information about CCR (representatives from St. Croix and Pierce Counties - Polk County may also become active). Next CCR meeting is scheduled for July 26. ITEMS FOR NEXT MEETING AGENDA: 1. Finalization of mission statement 2. Committee goals; 3. Adopt A Highway program 4. Strategies and Available Materials.
