Present: Esther Wentz, Doreen Rivard, Lori Bernard, Denise Gunderson, Dennis Hillstead, Barbara Nelson, Linda Robertson, Katie Deatherage, Yvonne Larsen Absent: Eric Johnson, Steve Kirt (on vacation), Dennis Benson Next Meeting: Tuesday, July 26 @ 7:00 p.m. Adoption of Agenda — Motion made, seconded, approved. Approval of June 28 Meeting Minutes — Motion made, seconded, approved.. Dave McQuillen joined group as a representative from District Attorney Eric Johnson's office. Either Dave or Eric will plan to attend meetings. UNFINISHED BUSINESS: Formulation of Mission Statement — several members read drafts of their prepared mission statement proposals. Barb Nelson's statement was revised by the efforts of the group to read: "ST. CROIX COUNTY WILL USE ALL AVAILABLE RESOURCES TO END METHAMPHETAMINE ABUSE THROUGH EDUCATION, PREVENTION, CONTROL AND SERVICE COORDINATION WITH A COMMITMENT TO PRESERVE AND PROMOTE SAFE AND HEALTHY INDIVIDUALS, FAMILIES AND COMMUNITIES. Highway Helper Program Esther reported that Dick King and Tim Ramberg supported the idea of our committee proceeding with the Highway Signs program. Sign location placement is decided by Highway Dept. Signs can only be mounted in certain locations and on certain types of poles. Signs cannot be mounted on highway information signs. Some signs are paid for by the Highway Dept. Funds from our committee could also be used. Posts and labor costs will also need to be considered. Doreen advised that old signs may be re- painted and used. Dennis Hillstead spoke about the concern some groups are having with the Adopt A Highway Program due to potential danger of volunteers coming in contact with Meth waste. Highway Dept has video which is shown to volunteers explaining safety procedures of dealing with waste. Youth volunteers are supervised by adults. Sheriff has spoken to 4H groups to educate them on how to safely handle any suspicious material. He advises that some risk may be involved in youth participating in program. Of special concern is the possibility of toxic solvents and used needles. Doreen suggested that parents do the pick up and that she will recruit volunteers if needed. Doreen also advised that more than 3 highways are available for clean up. Esther will invite Tim Ramberg to attend our next meeting to discuss sign cost and placement. Doreen provided photos of signs used by other organizations and suggested we consider using safety green and black colors for our signs. Doreen has spoken to the high school art department about the possibility of students designing the signs and also designing a cover for future information brochures. Doreen introduced the M.A.D.A.M. program (Moms And Dads Against Meth). Graphics are not copyrighted and could be used by our committee. Discussion about whether to use St. Croix County Meth Advisory Committee or M.A.D.A.M. on highway signs. T -Shirts available to our group for $8 (her cost). NEW BUSINESS: Election of Treasurer for Committee Esther explained that county guidelines require signature of two members on checks. Money is to be placed in a non interest bearing account which does not require 1099 form. Denise Gunderson was nominated to be Assistant to Treasurer Doreen Rivard. Both ladies live in Somerset and a suggestion was made that they might want to keep the funds in a Somerset bank for easy access to transactions. Motion made by Lori Bernard, seconded by Esther. Motion carried. Committee Goals: Linda Robertson made a presentation of an example of process to develop goals for our committee. She described goals as "how to accomplish our mission ". She outlined an action plan and strategies of measurement. An example: Goal: Educate parents /students /seniors on problems related to Meth use. 2 Objectives: . • Organize public forums quarterly in different areas of St. Croix County Completed: April — Somerset; June — Hudson (smaller groups such as Rotary, Womens' Club, Friends of Library, etc.) may be targeted, but require more personnel. • Educate service organizations monthly in St. Croix County a. Speakers forum b. Parents of M.A.D.A.M. c. Childrens' theatre produce play or film on teenage abuse d. Have recovered teens talk their walk to teen groups or meth users e. Concert for Meth Awareness f. Inmates to speak to groups (ex: New Richmond) g. Add dialogue to photos of meth users over time. Use local people for 5 -10 min. video Portray medical concerns (teeth) Another goal idea: "Research successful programs of Meth education" Nancy Murphy is developing a similar process. Barb Nelson suggested that this subject be the main focus of an upcoming committee meeting. Members are to bring written drafts to July 26 meeting. Denise Gunderson stated that survey from Somerset forum indicated that attendees responded most to former users and inmates on video. Video is available that highlights former users from this area. Dave McQuillen stated that emphasis of Meth activity need to be removed from law enforcement arena and needs to be put to the community. Law enforcement has been fighting the problem for eight years. Doreen Rivard has a friend who is member of a music band who has requested 300 Meth buttons to be given away at his concert. Doreen has asked him to do a benefit concert for Meth use. Denise Gunderson added that Float Right would assist. Discussion of successful Meth eradication programs Oklahoma Kansas San Diego Dennis Hillstead stated that meth labs are not a major problem in this area. Sellers not willing to come into Wisconsin because of tough court sentences. More selling in Washington/Ramsey counties. Dave McQuillen said it would be interesting to tabulate the cost to our county. Denise Gunderson stated that a 2 hour DVD of forum speakers is available to be shown to groups. Esther spoke of her involvement with New Richmond inmates and how they are required to speak to groups about Meth use as part of their recovery program. Dave McQuillen suggested preparing a 5 -10 minute video of inmate health decline, which could be shown to young people. Purpose: Youth do not want to become ugly and need to see the decline of health and appearance of meth users. Possible legal ramifications? Katie advised of web site: Methwatch.com Set Dates For Future Meetings: As an alternative to evening meetings, members are asked to consider attending 3:00 meeting on Tuesday. Members are to bring calendars to July 26 meeting Drug Court Dennis Hillstead described Drug Court as a group of people working with an individual addict by order of court judge. The team consists of judge, Prosecutor, Public Defender, AODA, Probation/Parole, Law Enforcement, Coordinator. Goal is to provide alternative to sanctions in regular court. Program is for meth users as a last stop before prison. Addict is nominated by a person from the Team and evaluated on how they would benefit from the program. Addict is required to sign contract, waive rights, and accept responsibility. If addict fails Drug Court, then is returned to regular court. A program is developed for each :individual addict. Eau Claire and La Crosse are currently utilizing the program. Each county develops its own profile of Drug Court. Intense sanctions are involved: Withdrawal, Acknowledgement, get GED, get job, remain sober for one year, etc. Limited to persons not involved in violent crime or manufacturing/dealing Meth. Currently have 5 people enrolled in Pierce County. Dane County is pleased with outcome of program in their area. Program reduces need to build more prisons. There is a request before Personnel Committee for hiring Coordinator for St. Croix County Drug Court. The concept has been approved but requires financial support. ANNOUNCEMENTS: Jail Tour For Committee Members Dennis advised that Tuesday evening is visiting time for inmates and not a good time for tour. Tuesday afternoon would fit schedule if tour completed by 4:20. CORRESPONDENCE: Doreen Rivard presented letter to Gov. Doyle, thanking him for signing Senate Bill 78 into law. Doreen helped compose the letter, which was signed by all committee members.
