SUBMITTED BY: Debra Kathan, Personnel Director DATE: October 13, 2005 COPIES TO: County Board Office, County Clerk, News Media, Notice Board, Committee Members At PERSONNEL COMMITTEE MEETING Official Date: October 18, 2005 Location: Government Center, Hudson The Personnel Committee meeting was called to order at 12:50 p.m. by Chairman Daryl Standafer. Members present: Standafer, Esther Wentz, Dick King, Cindy Leonard, and Lori Bernard. Also present: Debra Kathan, HR Director and Steve Weld, Labor Attorney. Moved (Wentz, King) and approved to adopt the agenda as presented. The minutes from the October 11, 2005 meeting will be reviewed at the next meeting. The next regularly scheduled meeting was set for 12:45 p.m. November 7, 2005 at the Health Center in New Richmond at which time the Committee will continue contract negotiations with the Health Center and Human Services Non-.Pro Unions. Motion (King, Wentz) to go into closed session per Wl[ Stat. 19.85 (1) e for the purpose of reviewing bargaining strategies. Roll call vote: all aye; moved into closed session at 12:50 p.m. Moved (Wentz, Leonard) and approved to come out of closed session at 1:08 p.m. The Personnel Committee and the Highway Union bargaining team exchanged proposals for a 2006+ contract. Members of the Highway bargaining team included Rodney Kongshaug, Mike Van Keuren, and business agent Steve Hartmann. Ground rules included unlimited caucuses, the typing and signing of all Tentative Agreements as soon as possible, the scheduling of meeting dates two in advance, and acknowledgement of all agreements needing to be reviewed and approved by the County Board and the union membership. The union requested that future bargains be in closed session. The Personnel Committee and the General Government Support Services Union (GGSS) exchanged proposals for a 2006+ contract. Members of the GGSS bargaining team were Kim Dupre, Janet Smith, Lisa Dahl and business agent Steve Hartmann. Also sitting in the meeting were GGSS union members Kay Klawiter and Marion Standaert. The same ground rules as noted above were accepted for the GGSS bargain. Weld noted that bargaining union employees not on the bargaining team should be attending on their own time, using PTO if necessary. The HR Department will notify supervisors of the next meeting involving their employees. The next meeting for the Highway and GGSS Unions was set for the afternoon of November 8 at the Government Center, Hudson. Kathan confirmed that the Employee Appreciation Banquet was scheduled for 6:30 p.m., Monday, November 14 at Gethsemane Lutheran Church in Baldwin.
