PERSONNEL COMMITTEE MEETING

Date: November 7, 2005 Location: Health Center, New Richmond
The Personnel Committee meeting was called to order at 12:50 p.m. by Chairman
Daryl Standafer. Members present: Standafer, Esther Wentz, Dick King, Cindy Leonard,
and Lori Bernard. Also present: Debra Kathan, HR Director, Steve Weld, Labor
Attorney and Pam Marcel, Attorney with the Weld firm.
Moved (Wentz, King) and approved to adopt the agenda as presented. The
minutes from the October 11 and 18, 2005 meetings will be reviewed at the next
meeting. The next regularly scheduled meeting was set for 12:45 p.m. November 8,
2005 at the Government Center in Hudson at which time the Committee will continue
contract negotiations with the GGSS and Highway Unions.
Motion (Bernard, Wentz) to go into closed session per WI Stat. 19.85 (1) e for the
purpose of continuing labor negotiations with the Health Center and Human Services
Non -Pro Unions. Roll call vote: all aye; moved into closed session at 12:55 p.m.
Representing the Human Services Non -Pro union were Pam Benson, Dawn Noll, Diane
Peterson, and business agent Steve Hartmann. The County and the Union reached
impasse; Hartmann will be filing for mediation. Representing the Health Center Union
were Loyla Waskul, Anne Fagnan, Lori Becker, and business agent Steve Hartmann.

(King, Wentz) and approved to come out of closed session at 2:25 p.m.
The Personnel Committee confirmed that the revised holiday schedule adopted for
the County last year would continue. Unions will be given the option of going with the
revised holiday schedule or their contract schedule.
The Committee reviewed wage administration . data from the Springsted study
including the use of a new wage grid reflective of the most recent job description updates.
Discussion regarding appropriate wage increases, if any, for the 2006 budget year. No
action taken, but further discussion will take place at the next meeting.
Standafer adjourned the meeting at 3:10 p.m.
