PERSONNEL COMMITTEE MEETING

The Personnel Committee meeting was called to order at 8:30 a.m. by Chairman
Daryl Standafer. Members present: Standafer, Lori Bernard, and Cindy Leonard. Also
present: Chuck Whiting, Board Chairman Buck Malick, Facilities Manager Ralph
Robole, NHA Carolyn Krieger, and Debra Kathan. Excused absence: Esther Wentz and
Dick King.
Moved (Bernard, Leonard) and approved to adopt the agenda as presented.
Moved (Leonard, Bernard) and approved to accept the minutes from the February 4, 2005
meeting. The next regularly scheduled meeting was set for April 1, 2005.
Kathan noted some staffing changes in the County workforce including the
selection of Bob Klanderman as Chief Deputy, John Shilts as Patrol Captain, and David
Gifford as Patrol Sergeant. The County is currently recruiting for a Risk Manager to
replace Rachel Rubin and a Health and Human Services Director to replace John Borup.
Discussion regarding the lack of succession planning in the County operations.
Discussion regarding the need for clear communications with the Supervising Committee
regarding plans for recruitment and selection. Discussion regarding the possibility of
establishing a minimum number of candidates needed before a recruitment could be
considered successful. Malick noted that the Administration Committee expects an
analysis of re- organization to be prepared and submitted to them by the supervising
committee when a department head or high level supervisory position is vacated —
providing the Committee with a thoughtful review of refill options for the job opening
including the possibility of reorganization of the department or the combining of duties of
more than one department under one supervisor. He noted that the Council on Aging
prepared an analysis of reorganization possibilities when the Director position was open
and determined that the best course of action was to refill the position as is.
Whiting indicated that professional recruiting services may be used for high
priority vacancy refills, with an average cost near $15,000. Kathan is to prepare an
addition to the recruitment policy in the Personnel Handbook which would include the
supervisory committee role in directing refills of top County positions. It is to be
reviewed by the Personnel Committee at their April meeting.
Carolyn Krieger and Ralph Robole presented a portion of a cost - cutting plan in
the nursing home operation which gave supervisory responsibilities in the laundry and
housekeeping area to the current administrative secretary in the nursing home. A revised
job description reflected the additional duties and a proposed increase from Pay Grade 4
to Pay Grade 5. Downsizing of the operation eliminated a full -time Environmental
Services supervising position. An interim solution of using a lead worker from the HHS
maintenance staff was deemed no longer workable. Moved (]Bernard, Leonard) and
approved to accept the job description, as reflecting modified job duties and
responsibilities of the Administrative Secretary, and assign the Pay Grade 5 rate to the
position. Unanimous vote. New position to be titled Administrative Secretary/Support
Services Supervisor.
Kathan presented materials to the Committee regarding; the retirement planning
information that is available to County employees. It was noted that specific retirement
information regarding the Wisconsin pension fund must be received directed from the
state. Only brochures and booklets are available at the County level. It was noted that
the three deferred compensation plans in the County offer varying levels of financial
planning including retirement planning. Whiting received information from a NACo-
endorsed financial planning firm that has established its services in southeastern
Wisconsin and would like to use St. Croix County as a test site for the west central
region. The firm, Waddell and Reed, has an office representative in Hudson. The
Committee directed that this firm attend the next meeting with specific information about
their services to employees.
The Committee received an update on the Springsted job descriptions being
finalized in the Personnel Department. The Committee viewed the employee
identification badges which have now been distributed to all Government Center, Health
and Human Services, Land and Water, Parks, and Extension employees. Highway
Department badges are in process.
Under announcements, it was noted that the County has terminated an employee
who was found to be working at a non - county job while collecting Family Medical Leave
benefits from her county position. The Committee indicated that they would vigorous
defend the county's right to termination in this situation.
