March 28, 2005 COPIES TO: County Board Office, County Clerk, News Media, Notice Board, and Committee Members PERSONNEL COMMITTEE MEETING Official Date: April 1, 2005 Location: Government: Center, Hudson The Personnel Committee meeting was called to order at 8:30 a.m. by Chairman Daryl Standafer. Members present: Standafer, Lori Bernard, Esther Wentz, Dick King, and Cindy Leonard. Also present: Debra Kathan. Moved (Wentz, King) and approved to adopt the agenda as presented. Moved (Bernard, Wentz) and approved to accept the minutes from the March 4, 2005 meeting. The next regularly scheduled meeting was set for May 6, 2005. John Hochkammer, Director of Insurance Operations with WCA, and Bob Campbell from Waddell and Reed Financial Services spoke before the Committee regarding a NACo- endorsed financial planning program for public employees. The Waddell and Reed program has also received WCA endorsement and Hochkammer has been traveling to various Wisconsin counties to present recruitment materials to county board committees. The program is in place in a few counties in southeastern Wisconsin and the WCA would like to see it implemented on the western side of the state also. A one -hour voluntary presentation to employees would include topics such as asset allocation and the principles of investment. Standafer noted that this is the only financial advisement program that has the full endorsement of the NACo and WCA organizations. Moved (Wentz, King) and approved to recommend to the County Board that St. Croix County offer to its employees on a voluntary basis the financial planning program provided through and endorsed by NACo— Waddell and Reed Financial Services. Upon recommendation of the Finance Committee, the Personnel Committee agreed to a job title change and subsequent job description update for the risk manager. Moved (Wentz, Bernard) and approved to adopt the job description and change the title of Workers Compensation/Risk Management Coordinator to Risk Manager. Dana Baker, Management Services Specialist, appeared before the Committee to discuss the implications of moving to a rental car service for county employees who are traveling out -of- county. Enterprise Car Rental has offered to extend their state contract for vehicles services to St. Croix County. This would include a pre -set daily rate for vehicle usage. The proposal is in the information- gathering stage. Yet to be answered are questions regarding the liability coverage for driver and passenger, the possibility of family members riding in the vehicle, the delivery of the vehicles to off -site locations, and the issue of mileage reimbursement from some agencies to county employees serving on special committees or task forces. Baker will report back to the Committee in May. Greg Timmerman, Corporation Council, appeared before the Committee to answer questions regarding the hiring authority for the position of Chief Deputy in the Sheriff's department and to review statutory regulations regarding the Chief Deputy and Undersheriff positions. It was noted that the Chief Deputy was hired under the county's affirmative action selection process, per procedures outlined in the Personnel Handbook. The Sheriff has the statutory right to appoint an Undersheriff and the Personnel Committee asked that Public Protection Committee member Bernard place this appointment on their next agenda for discussion. The Chief Deputy reports to the Sheriff. Motion (Bernard, Wentz) to go into closed session per WI Stat. 19.85 (1) c for the purpose of determining bargaining strategy for AFSCME contract negotiations.
