PERSONNEL COMMITTEE MEETING

The Personnel Committee meeting was called to order at 8:37 a.m. by Chairman
Daryl Standafer. Members present: Standafer, Esther Wentz, Dick King, Lori Bernard,
and Cindy Leonard. Also present: Buck Malick, Chuck Whiting, Carolyn Holmsten and
Mike Hoheisel from the Springsted Group, and Debra Kathan.
Moved (Wentz, King) and approved to adopt the agenda as presented. Moved
(Wentz, Bernard) and approved to accept the minutes from the May 6, 2005 meeting.
The next regularly scheduled meeting was set for July 1, 2005.
Representatives from the Springsted Group provided updated information on the
job description portion of the organizational study they have been working with for St.
Croix County. Carolyn Holmsten and her assistants will be reviewing the job
descriptions to determine their appropriate value within the county system and report
back to the Personnel Committee with results and recommendations. The first part of the
organizational study, including mission statements and business responsibilities per each
department, has been incorporated into the budget process on an annual basis. There are
approximately 270 job descriptions /titles in the county operations.
Health insurance consultant Sara Hames met with the Committee to review policy
options. Current usage figures remain below 100% of anticipated claims. Renewal rates
will not be available until later in the year. The Care Wise self -care plan has been
successfully received by the non - represented group of employees. Preferred One has
completed a Consumer Advantage Medical Cost Guide in which employees can review
the average negotiated cost for specific procedures and, in essence, "shop around" for
efficient health care. That program should be available for general use in the near future.
Standafer left the meeting at 10:32 a.m. and King assumed the duties of
Chairman. Whiting noted that he and the Management Services Specialist have been
working on a vehicle rental policy that would incorporate the use of rented cars through
the Enterprise. Company. The County's travel policy was updated to accommodate the
additional option. Moved (Wentz, Bernard) and approved to adopt the revised travel
language to include the option of car rental. The new policy reads as follows:
"...an employee may utilize the County rental car agreement for work related
travel if the rental cost is projected to be lower than the mileage reimbursement
amount. Rental car agreements and rates are maintained by the Management
Systems Specialist and should be referred to by each employee when planning a
business trip. Should the employee choose to use his/her personal vehicle when
the use of a rental car would have cost less; the employee will be reimbursed at

the lesser rate. Employees must comply with all County rental car agreement
restrictions. This policy is limited to those work trips that are eligible for County
mileage reimbursement."
The Committee requested that a sample policy be drawn up for the next
meeting which would include a step in the recruitment process for top
administrator and professional positions that requires the Human Resources
Department to consult with the Supervising Committee Chair regarding
appropriate sources for recruitment listings. Kathan will also research and
develop a policy regarding the extension of paid time beyond the last date of
physical presence on the job for a terminating employee.
Whiting presented materials prepared by the Management Services
Specialist regarding the updating of SAGE processes to coordinate between the
payroll, human resources, and information technology components. The specialist
is working with the software company, IDI, to modify the screens and processes
to a more user - friendly and efficient process of data input. Each department will
receive detailed instructions on their role in data input for new, terminating, and
continuing employees.
King adjourned the meeting at 11:30 a.m.
