This system is to be constructed and located in accordance with the enclosed approved plans and with any component manual(s) referenced above.The owner, as defined in chapter 101.01(10),Wisconsin Statutes, is responsible for compliance with all code requirements. The following conditions shall be met during construction or installation and prior to occupancy or use: • Approval is hereby granted pursuant to s. SPS 385.60(2),Wis .Adm. Code,to estimate the depth of seasonal soil saturation based on an interpretive determination process completed by Mary Jo Huppert,Certified Soil Tester(CST)and her recommendations. • This approval is limited to the soil characteristics within the tested area. This approval is based upon best management practices and does not warranty the functioning of the system. Water conservation,wastewater disposal practice and system maintenance will aid in the longevity of the system. • On-site visit was conducted by CeCe Rudnicki, DSPS on November 17,2021. • The estimated highest level of prolonged soil saturation approved under this determination is 6 inches below grade. At least 30 inches of sand lift on top of 6 inches of unsaturated,in-situ soil is required for adequate treatment and dispersal. • The basal soil application rate for the mound shall be 0.8 gpd/sf,and the linear loading rate 5.0 gpd/ft. • Prior to construction of the dispersal area, check the moisture content of the soil to a depth of 8 inches. Smearing and compacting of wet soil will result in reducing the infiltration capacity of the soil. Proper soil moisture content can be determined by rolling a soil sample between the hands. If it rolls into a 1/4- inch wire,the site is too wet to prepare. If it crumbles,site preparation can proceed. If the site is too wet to prepare, do not proceed until it dries. • Chisel plowing to a depth of 12 inches immediately prior to sand placement is required to improve vertical water movement into the soil solum. • Landscaping up slope of the mound shall be incorporated into the POWTS design to prevent surface water from concentrating along the up slope edge of the mound and to divert surface water drainage away from the system. • This approval shall remain valid unless the site is altered in such a way that the depth to soil saturation would change or if saturated conditions are observed for seven consecutive days at depths less than 3 feet below the infiltrative surface of the POWTS distribution component. • This approval in no way relinquishes the use of color patterns to estimate the depth to high groundwater on any other parcels or portions of parcels. • A copy of this approval letter and attachments must accompany the mound system design for this site for purposes of plan approval and sanitary permit issuance. A copy of the approved plans,specifications and this letter shall be on-site during construction and open to inspection by authorized representatives of the Department,which may include local inspectors. All permits required by the state or the local municipality shall be obtained prior to commencement of construction/installation/operation. In granting this approval the Division of Industry Services reserves the right to require changes or additions should conditions arise making them necessary for code compliance.As per state stats 101.12(2), nothing in this review shall relieve the designer of the responsibility for designing a safe building, structure, or component. INTRODUCTION In November 2021 this soil tester was contacted by the owner to conduct an on-site as a previous soil tester notified them that the soils did not have A+4 conditions that is required per the State of Wisconsin, Department of Safety and Professional Services regulations. I also verified the same conditions. This report is required to determine the suitability and the installation of a private on-site wastewater treatment system (POWTS) in lieu of groundwater monitoring. This property has been left wooded probably due to wet soil conditions in the spring and steeper slopes with a small dry run making cropping it a little more difficult. I reviewed two pits and determined that an Interpretive Determination Report (IDR) would be required for an approval of the POWTS. The property is located one and a half miles northwest of Glenwood Gty near S.T.H. 128 in the town of Glenwood,St. Croix County. II. PREPARATION OF REPORT This report is being prepared according to the standards set forth by DSPS 385.60(2) of the Wisconsin Administrative Code and a guideline prepared by Leroy Jansky called "Preparing the Interpretive Determination Report." III. REQUIRED INFORMATION A. The Soil Evaluation Report has been conducted according to DSPS 385.40 and is attached as part of this report. PAGE 2 — LUKS — TOWN OF GLENWOOD B. Local Hydrology 1. Surface water: no ponding appears to take place on the site based on the vegetation. Below is a map from St. Croix County website showing floodzone. It shows this area is not in a wetland or a wet meadow thou some is located to the south. The site has a 13 percent slope to the south. Subsurface water:some rainfall leaves the site and some is absorbed into the A horizon.The silt loam texture within the A horizon has good structure with root and worm action taking place.The subsoil has a weaker structure with more clay content which tends to hold more water due to the evidence of redoximorphic features which varies from 7 to 40 inches. 3. Soil Saturation: soil appears to become saturated due to the heavy sandy loam and underlying till.No water was observed. There was no observation of any wetland type vegetation. 4. Surface Water Elevations: this area is lies between Lake St. Croix and Red Cedar River Basin in the Hay Creek River Basin. There are no surface waters near the proposed site but a dry run. See the attached "Surface Water Data Viewer Map"from the WI DNR website. The St. Croix River location is approximately 17 miles to the west and Sand Creek is to the east and flows southemly. The soil tester encountered the soils similar except finding redoximorphic features in the subsoil. The series is described as moderately drained and permeability is moderate. Field Observations: the proposed site is in a wooded area and has been wooded for many years with cropland all around. There is a nice slope from the site that will drain to the south. The landscape and all soil pits had moist conditions. There has been no cutting or filling in the area and no drain tile or drainage ditches were observed. G. Comparative Analysis: all soil borings had high and low redoximorphic conditions under the A horizon that were few, fine, faint and then progressed to common, medium, distinctive which indicates that it will become more moist above the weakly cemented sandy loam. Therefore, I believe that no prolonged saturation occurs in the top 7 inches for more than 7 consecutive days. H. Government Reports and Comments: there has been IDRs approved on property located approximately 3 and 4 miles north and south of this siste. There are a few new POWTS within the area. I. Conclusion and Recommendations: The site is suitable for a POWTS as evidenced by the redoximorphic conditions described above and on the soil report. There is a nice slope to the site and no surface ponding anywhere. No prolonged saturation occurs within the top 7inches as evidenced by lack of the redoximorphic features in the A horizon. 1. The sand fill shall be 2.50 feet of ASTM C-33 code required material. 2. The system loading rate to be 0.6 GPD/ft2. The linear loading rate is 5.o gpd/ft. 3. Plow depth to be at least 12 inches during dry conditions so there is no chance of soil smearing and allows for better infiltration at a downward movement. 4. Construct the toe area of the system at a 1:4 ratio instead of the required 1:3 to increase absorption area. 5. Recommended system contour elevation is 86.00 feet and system elevation 8'1.50 feet. The State of Wisconsin, Department of Safety and Professional Services Wastewater Specialist will review the site and report to make a final approval.
